JOB PURPOSE
To provide leadership in developing and supervising the implementation of the Bank’s policy, strategy, action plans, pertinent development solutions and global work programs in the areas of social infrastructure and Human Development through sovereign financing operations, under the guidance and supervision of the Director, Economic & Social Infrastructure Department.
The role will manage the production of advisory and analytics works in member countries, covering strategic and tactical priorities across the operations complex for Human Development (Health, Education, and Nutrition) and Social Infrastructure. The aim is to ensure that sector policy dialogue, knowledge dissemination and operational activities contribute effectively and efficiently to the Bank’s Mission, global positioning and strategy, while adequately reflecting client needs. The Division will support cutting edge research, knowledge creation and priority sector strategies that will ultimately guide the sovereign and non-sovereign financing and non-financing operations of the Bank, in addition to developing new development products and initiatives for promoting the Bank financial and technical resources mobilization efforts.
KEY ACCOUNTABILITIES
Functional Responsibilities:
- Serves as a Technical leader, focal point and ‘resource center’ for all matters related to Human Development & Social infrastructure-related sectors (e.g. Education, Nutrition and Health in the member countries).
- Leads the elaboration of development solutions, oversees sector work and analytics in relation to Human development and Social Infrastructure to examine the issues, identifies/ assesses the needs and required priority interventions, prepares related policy briefs/notes to keep abreast of international developments and advancements in the Human Development and Social Infrastructure sectors.
- Collates inputs from global topic leads, sector economists and Sub-Regional Hubs to prepare and regularly updates the Bank’s Human development and Social Infrastructure Strategy.
- Advises the senior management and the head of Economic and Social Infrastructure Dept, provides strategic input on social infrastructure and Human Capital development, and collaborates with heads of Economic Infrastructure, Agriculture & Water Infrastructure, and Public Private Partnerships (PPP) to develop the Bank’s Policies & Strategies for Economic and Social Infrastructure.
- Provides sector guidance and technical input to Sub-Regional Hubs and Country Strategy and Cooperation teams as requested in preparation of Member Country Partnership Strategy (MCPS).
- Ensures high quality at entry for all Human Development & Social Infrastructure projects by having his team reviewing reports and project documents to ascertain alignment of projects with pillar strategy and recommends required changes/ improvements to be made by Regional Hub teams to new projects for compliance with pillar strategy.
- Ensures Provision of implementation support to Sub-Regional Hub teams on Human Development & Social Infrastructure related projects.
KEY ACCOUNTABILITIES
- Collaborates with other pillars/ sectoral teams to ensure dissemination of tailored knowledge and expertise to support project implementation and thus ensures crosscutting issues such as capacity development, women’s empowerment, and social/ environmental issues related to Human Development and Social Infrastructure are adequately addressed.
- Shares key knowledge and learning outcomes with the Knowledge.
- Management and Institutional Learning unit in areas related to Social Infrastructure, including the development of best practices in relation to Human Development and Social Infrastructure.
- Contributes to the development of key results targets and performance indicators (KPIs) related to the delivery of Economic and Social Infrastructure pillar strategy and monitors Social Infrastructure projects in conjunction with defined KPIs to assess adherence to sector policies and strategies.
- Contributes (in collaboration with the concerned units) to the development and improvement of the Bank’s policies and processes relating to the functions of the Human Development and social infrastructure division.
Leadership Responsibilities: - Inspires and coordinates the provision of development solutions, technical advisory services and guidance in matters related to Human Development and social infrastructure to IsDB organizational units.
- Provides motivational and inspirational leadership for the unit.

- Communicates to direct reports clear performance expectations.
- Manages the performance and resources of the unit through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a unit level, promptly addressing areas of underperformance.
- Monitors and assesses the skills and capabilities of the unit, and determines the actions needed to increase the unit's impact.
- Identify key capability gaps of teams and take actions towards bridging the gaps through capacity development and recruiting efforts.
- Coaches, mentors and develops direct reports and the top talent/ high potential staff.
- Acts as a role-model to communicate to the unit’s staff IsDB's values and leadership competencies and provides direction and support in times of change.
Reporting & Communication:
- Oversee the preparation of progress reports on Sectors related activities in compliance with the Bank rules and procedures.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS
- Master’s degree in Health, Social Sciences, Nutrition, Education, Civil Engineering, or relevant Economics field.
- PhD in Health or Education Sciences or relevant field is preferred.
- Additional qualifications or certifications in Project Management like PMP would be an advantage.
- Minimum 12 years of experience in the development sector, of which minimum 7 years in sectors related to Health and/or Nutrition, Education, including exposure to management of technical teams or supervisory levels.
- Minimum 5 years of general managerial experience.
