The Senior Urban Planning Manager will play a key leadership role in shaping sustainable urban development by leading the preparation and implementation of land use strategies, zoning plans, and planning regulations. The role is responsible for interpreting existing planning frameworks, developing citywide and district-level land use plans, and ensuring alignment with Riyadh Amanah regulations, national planning standards, and long-term urban development objectives.

Working closely with government authorities and multidisciplinary teams, the successful candidate will lead technical planning activities, establish development control guidelines, and contribute to the enhancement of urban governance frameworks. This position requires extensive expertise in land use planning, zoning regulations, planning policy development, and stakeholder engagement, with a strong understanding of the Saudi Arabian planning environment and regulatory landscape.

Key Responsibilities

• Interpret and review existing Amanah land use plans, zoning maps, and planning regulations.
• Prepare Land Use Plans and Zoning Plans at city, district, and plot levels.
• Develop planning policies, zoning regulations, and development control guidelines.
• Prepare Building Height Plans, density strategies, and Community Facilities Plans.
• Coordinate with Riyadh Amanah and other government authorities on planning and zoning matters.
• Support the development of urban planning governance procedures and regulatory frameworks.
• Lead technical planning activities and coordinate with multidisciplinary teams.

Qualifications:

• Bachelor's degree in Urban Planning, Regional Planning, Architecture, or a related field (Master's preferred).
• Minimum 15 years of relevant experience, including significant experience in Saudi Arabia or the GCC.
• Proven experience in land use planning, zoning, planning regulations, and development control.
• Strong knowledge of Riyadh Amanah regulations and Saudi planning standards.
• Proficiency in GIS and AutoCAD is preferred.
