المهام والمسؤوليات

  • العمل عن كثب مع مدير أصحاب المصلحة لبناء والحفاظ على علاقات قوية مع الشركاء الصناعيين والجهات العامة والجهات الحكومية ومزودي الخدمات وصناع القرار الرئيسيين لدعم تسليم المشاريع بنجاح.
  • تسهيل التواصل والتنسيق مع أصحاب المصلحة الخارجيين والشركاء الصناعيين لدعم أهداف المشروع ومواءمة أصحاب المصلحة.
  • دعم التعامل مع الجهات الحكومية، بما في ذلك وزارة النقل، في الأمور المتعلقة بالبنية التحتية للنقل وتطوير النقل العام.
  • التنسيق مع مزودي الخدمات، بما في ذلك الشركة السعودية للكهرباء (SEC) وأرامكو والشركة الوطنية للمياه (NWC) ومشغلي الاتصالات، لدعم حل مشكلات واجهات المرافق والبنية التحتية.

  • دعم حل مخاوف أصحاب المصلحة والصراعات والقضايا المتعلقة بالمشروع بطريقة مهنية وفي الوقت المناسب.

المهارات المطلوبة

  • درجة البكالوريوس في الهندسة المعمارية أو الهندسة المدنية أو هندسة التشييد أو تخصص ذي صلة.
  • خبرة لا تقل عن 10 سنوات في مجال ذي صلة، بما في ذلك 5 سنوات على الأقل من الخبرة المهنية في مجال تطوير السكك الحديدية أو النقل الجماعي.
  • معرفة قوية بمشهد الجهات الحكومية والمرافق وأصحاب المصلحة في الرياض، مع علاقات قائمة عبر السلطات والمنظمات ذات الصلة (مفضلة).
  • خبرة في إدارة أنشطة التعامل مع أصحاب المصلحة في مشاريع البنية التحتية الكبرى التي تشمل العديد من أصحاب المصلحة الداخليين والخارجيين.
  • مهارات قوية في التواصل والتفاوض والتيسير وحل المشكلات.

Job Description

Parsons is looking for an amazingly talented Interface Staff (Stakeholder) (Saudi National) to join our team!

What You’ll Be Doing

  • Work closely with the Stakeholder Manager to build and maintain strong relationships with industry partners, public authorities, government entities, utility providers, and key decision-makers to support successful project delivery.
  • Facilitate communication and coordination with external stakeholders and industry partners to support project objectives and stakeholder alignment.
  • Support engagement with government authorities, including the Ministry of Transport, on matters related to transportation infrastructure and public transportation development.
  • Coordinate with utility providers, including Saudi Electricity Company (SEC), ARAMCO, National Water Company (NWC), and telecommunications operators, to support the resolution of utility and infrastructure interface issues.
  • Promote the integration of transportation networks by supporting coordination with major transportation stakeholders, including airports and regional transportation facilities.
  • Collaborate with key traffic stakeholders, including Civil Defense, Riyadh Municipality, and the Ministry of Interior, to support traffic coordination and project implementation activities.
  • Maintain awareness of land acquisition processes and timelines and assist with coordination activities related to access and right-of-way requirements.
  • Monitor stakeholder issues, regulatory developments, legal precedents, and changes in the political, social, environmental, and industrial environment that may impact project delivery.
  • Develop and implement stakeholder engagement strategies to address emerging issues and support successful project outcomes.
  • Support community engagement initiatives and assist in enhancing the project’s public image through proactive stakeholder communication and expectation management.
  • Prepare stakeholder reports, meeting records, presentations, and coordination documents as required.
  • Support the resolution of stakeholder concerns, conflicts, and project-related issues in a timely and professional manner.


What Required Skills You’ll Bring

  • Bachelor’s Degree in Architecture, Civil Engineering, Construction Engineering, or a related discipline.
  • Minimum 10 years of relevant experience, including at least 5 years of professional experience within a rail or transit development environment.
  • Strong knowledge of Riyadh's governmental, utility, and stakeholder landscape, with established relationships across relevant authorities and organizations preferred.
  • Experience managing stakeholder engagement activities on major infrastructure projects involving multiple internal and external stakeholders.
  • Strong communication, negotiation, facilitation, and problem-solving skills.
  • Ability to build and maintain effective relationships with a diverse range of stakeholders.
  • Demonstrated ability to influence, persuade, and communicate effectively with senior-level stakeholders.
  • Experience working in complex and fast-paced project environments with demanding schedules.
  • Excellent judgment, diplomacy, conflict resolution, and decision-making skills.
  • Fluency in both Arabic and English, with excellent verbal and written communication skills in both languages.
  • Experience working in multicultural and multidisciplinary environments.


What Desired Skills You’ll Bring

  • Experience supporting major rail, metro, transit, or transportation infrastructure projects.
  • Strong understanding of utility coordination, land acquisition, and government stakeholder management processes.
  • Experience working with public authorities, utility providers, and transportation agencies within Saudi Arabia.
  • Ability to manage critical stakeholder issues and respond effectively within a dynamic project environment.
