شركة Parsons Corporation تبحث عن مدير عقود (ما بعد التوقيع) متمرس وذو خبرة استراتيجية عالية لقيادة الإدارة التجارية والتعاقدية لحزم البنية التحتية والإنشاءات الكبرى في منطقة تبوك. تتطلب هذه الوظيفة القيادية حماية المواقف التعاقدية للشركة والعميل، وإدارة التغييرات واسعة النطاق، وحل النزاعات المعقدة، والإشراف على الإغلاق المالي لعقود المشاريع الضخمة.

المهام والمسؤوليات

  • الإشراف على جميع الإجراءات التجارية والتعاقدية بعد التوقيع، وضمان الامتثال الكامل لاتفاقيات العقود الرئيسية ومعايير المشروع المشترك.
  • إدارة وتقييم والتفاوض على أوامر التغيير المعقدة، وطلبات تمديد الوقت (EOT)، والمطالبات التجارية عالية القيمة.
  • تقديم المشورة التعاقدية الحاسمة واستراتيجيات تخفيف المخاطر لمدير المشروع والإدارة العليا وممثلي العميل.
  • قيادة عملية حل النزاعات بالتعاون مع الفرق القانونية والتنفيذية لحل الخلافات بشكل ودي وفعال.
  • الإشراف على مراجعة واعتماد المدفوعات الشهرية التدريجية والحسابات النهائية وإغلاق حزم المقاولين الرئيسية.
  • إنشاء وصيانة إجراءات إدارة عقود متينة، وضمان توثيق جميع المراسلات والوثائق بدقة لحماية مصالح الشركة.
  • توجيه وإدارة فريق من مساحي الكميات ومديري العقود ومتخصصي التكاليف.

الشروط والمتطلبات

  • درجة البكالوريوس في مساحة الكميات أو القانون أو الهندسة المدنية أو إدارة الإنشاءات. يُفضل بشدة الحصول على زمالة مهنية (مثل MRICS، MCIArb).
  • خبرة لا تقل عن 15 عاماً بعد التخرج في إدارة العقود والإدارة التجارية لمشاريع دولية واسعة النطاق.

المهارات المطلوبة

  • خبرة سابقة في العمل على مشاريع NEOM أو غيرها من المشاريع العملاقة التابعة لصندوق الاستثمارات العامة (PIF) داخل المملكة العربية السعودية / منطقة الخليج - يُفضل بشدة.
  • خبرة عميقة في نماذج العقود الدولية القياسية (خاصة كتب FIDIC الزرقاء/الحمراء/الصفراء)، وقوانين المشتريات السعودية، ومنهجيات تحليل المطالبات الصارمة.
  • إجادة تامة للغة الإنجليزية كتابةً وتحدثاً. يُعد إتقان اللغة العربية ميزة إضافية.
  • مهارات استثنائية في التفاوض والقيادة والتحليل، مع القدرة على التعامل مع أصحاب المصلحة الكبار من العملاء والمجالس التنفيذية.

Job Description

Parsons is seeking a seasoned and highly strategic Contracts Manager (Post-Contract) to lead the commercial and contractual administration of major infrastructure and construction packages in the Tabuk area.. In this senior role, you will be responsible for safeguarding Parsons’ and the client’s contractual positions, managing large-scale variations, resolving complex disputes, and overseeing the financial close-out of mega-project contracts.

This position demands an industry expert with extensive experience navigating FIDIC or bespoke mega-project contracts, capable of driving commercial excellence in a fast-paced, high-stakes environment.

What You’ll Be Doing

  • Oversee all post-contract commercial and contractual administration, ensuring full compliance with main contract agreements and joint venture parameters.
  • Manage, evaluate, and negotiate complex variation orders, extension of time (EOT) requests, and high-value commercial claims.
  • Provide definitive contractual advice and risk mitigation strategies to the Project Director, senior management, and client representatives.
  • Lead the dispute resolution process, working closely with legal and executive teams to resolve conflicts amicably and efficiently.
  • Supervise the review and approval of monthly progress payments, final accounts, and the close-out of major contractor packages.
  • Establish and maintain robust contract management procedures, ensuring all correspondence and documentation are meticulously logged to protect company interests.
  • Mentor and manage a team of quantity surveyors, contract administrators, and cost specialists.


What Required Skills You’ll Bring

  • Education: Bachelor’s degree in Quantity Surveying, Law, Civil Engineering, or Construction Management. Professional chartership (e.g., MRICS, MCIArb) is highly desirable.
  • Experience: Minimum of 15 years of post-qualification experience in contract administration and commercial management on large-scale international mega-projects.


What Desired Skills You’ll Bring

  • Sector Experience: Prior experience working on NEOM or other Public Investment Fund (PIF) giga-projects within Saudi Arabia/the GCC region is strongly preferred.
  • Technical Skills: Deep expertise in standard international contract forms (especially FIDIC Blue/Red/Yellow books), Saudi procurement laws, and rigorous claims analysis methodologies.
  • Languages: Full professional proficiency in written and spoken English. Arabic fluency is an asset.
  • Soft Skills: Exceptional negotiation, leadership, and analytical skills, with the gravitas to interface effectively with senior client stakeholders and executive boards.
