Close Out Manager - Handover & Operational Readiness

Location: Riyadh, Kingdom of Saudi Arabia

An exciting opportunity has arisen for an experienced Close Out Manager to join the delivery team for a landmark building within one of Riyadh's premier masterplanned developments.

As the project progresses through the final stages of delivery, we are seeking a highly organised and proactive professional to lead and coordinate all close-out, readiness, and handover activities, ensuring a seamless transition from construction to operations.

This role would particularly suit an experienced Interface Manager looking to apply their coordination, stakeholder management, and integration expertise to project close-out and operational readiness.

The Role

Reporting to the Project Director, the Close Out Manager will be responsible for driving all activities associated with project completion, handover readiness, and operational transition. The successful candidate will work across multiple stakeholders, contractors, consultants, operators, and end users to ensure that all project deliverables are completed, documented, tested, and accepted in accordance with programme requirements.

A key aspect of the role will be coordinating readiness activities associated with Operational Start-Up and Enablement (OSE) and Integrated Client Leadership Team (ICLT) requirements, ensuring all operational, technical, and stakeholder dependencies are successfully managed prior to handover.

Key Responsibilities

• Develop and manage the project close-out and handover strategy.
• Track and coordinate all activities required to achieve project completion and operational readiness milestones.
• Lead the close-out programme, ensuring alignment between construction completion, commissioning, testing, training, documentation, and handover activities.
• Coordinate readiness activities across OSE, ICLT, operations teams, facilities management, and project stakeholders.
• Manage interface requirements between contractors, consultants, operators, and client teams to support successful transition to operations.
• Monitor and drive resolution of outstanding defects, snags, technical queries, and punch-list items.
• Oversee the preparation, review, and acceptance of handover documentation, including O&M manuals, asset registers, warranties, training records, and certification packages.
• Track readiness metrics and provide regular reporting on handover status, risks, constraints, and mitigation actions.
• Facilitate stakeholder workshops and readiness reviews to ensure alignment across all parties.
• Support commissioning, integrated systems testing, occupancy readiness, and final acceptance processes.
• Identify and manage risks that may impact operational readiness or handover milestones.
• Candidate Profile
• Degree qualified in Engineering, Construction Management, Architecture, Project Management, or a related discipline.
• Minimum 10-15 years' experience on major building or infrastructure projects.
• Previous experience in project close-out, handover management, operational readiness, transition management, commissioning, or interface management.
• Strong understanding of construction completion processes, commissioning, testing, and handover requirements.
• Experience coordinating multiple stakeholders within complex project environments.
• Familiarity with OSE, operational readiness, facilities management integration, and client transition processes is highly desirable.
• Proven ability to manage programmes, track deliverables, and drive completion across multiple workstreams.

Excellent communication, stakeholder engagement, and problem-solving skills.

Previous experience on large-scale mixed-use, hospitality, cultural, healthcare, aviation, entertainment, or public-sector developments would be advantageous.
