تشكل شبكة المحور الحضري الرئيسي (PUA) العمود الفقري للبنية التحتية للنقل في القدية، حيث تربط بين المناطق المختلفة والمعالم الرئيسية. صُممت الشبكة لتعزيز الترابط الحضري وتحسين جودة الحياة للسكان والزوار. يتولى هذا المنصب مسؤولية قيادة تطوير وتنفيذ أحد أكبر مشاريع القدية، مما يلعب دوراً محورياً في تشكيل تجربة التنقل طويلة المدى للمدينة ونجاحها الشامل.
المهام والمسؤوليات
- تطوير وتنفيذ برنامج شبكة المحور الحضري الرئيسي في الوقت المحدد، ضمن الميزانية، وبالمعايير المطلوبة من الجودة والسلامة.
- تقديم تجربة عملاء عالمية المستوى تتوافق مع رؤية القدية "مدينة اللعب".
- تمكين نظام آمن ومستقبلي ومستدام، مصمم للأتمتة وقابلية التوسع والعمليات الخالية من الانبعاثات.
- قيادة فريق متعدد التخصصات في مرحلتي التخطيط والتصميم، وضمان دمج الممارسات المبتكرة والمستدامة بما يتماشى مع أهداف وحدة الأعمال.
- التعاون مع الجهات الحكومية وتخطيط التنقل في إدارة التطوير الحضري ووحدة الأعمال الهندسية ومخططي المدن وأصحاب المصلحة لضمان الامتثال التنظيمي والتوافق المجتمعي.
- الإشراف على عملية المشتريات، بدءاً من تطوير الحزم والمراحل والمناقصة وصولاً إلى منح العقود، وضمان الشفافية والقيمة مقابل المال.
- قيادة التفاوض وإدارة العقود مع الاستشاريين والمقاولين والموردين، ومراقبة الأداء والامتثال حتى تسليم الخدمة التشغيلية.
- التعاون مع فرق العمليات وتميز العملاء والسلامة وغيرها لتسهيل الانتقال السلس من البناء إلى تقديم الخدمة.
- تمثيل المنظمة في المنتديات العامة والمؤتمرات الصناعية واللقاءات الإعلامية.
- تطوير المواهب وبناء القدرات لتحقيق النجاح طويل المدى للقدية والمملكة.
الشروط والمتطلبات
- درجة البكالوريوس أو الماجستير في الهندسة أو إدارة المشاريع أو مجال ذي صلة.
- خبرة لا تقل عن 20 عاماً في مشاريع البنية التحتية واسعة النطاق، منها 10 سنوات على الأقل في منصب قيادي عليا.
- شهادة PMP (أو شهادة أخرى في إدارة المشاريع).
- خبرة في تنفيذ مشاريع النقل أو المترو شديدة التعقيد من البداية حتى الاكتمال.
- معرفة قوية بمنهجيات المشتريات في القطاع العام وإدارة العقود والأطر التنظيمية.
- مهارات ممتازة في التواصل والتأثير والتفاوض وإدارة أصحاب المصلحة.
- الإلمام بالسياق الثقافي والتنظيمي في الشرق الأوسط، وخاصة المملكة العربية السعودية (مفضل).
- خبرة دولية، ويفضل في أسواق متقدمة ونامية.

This role is responsible for leading the development and delivery of one of QIC's largest projects, thereby playing a pivotal role in shaping Qiddiya's long-term mobility experience and overall success.
Role and Responsibilities:
- Develop and deliver PUA programme on time, within budgets and to the required standards of quality and safety
- Deliver a world-class customer experience aligned to Qiddiya's "City of Play" vision.
- Enable a safe, future-ready, sustainable system, designed for automation, scalability, and zero-emission operations
- Lead a multidisciplinary team in the planning and design phases, ensuring integration of innovative and sustainable practices aligned to TBU objectives
- Collaborate with government agencies, MDU mobility planning, EBU, city planners, and stakeholders to ensure regulatory compliance and community alignment
- Oversee the procurement process, from packaging development, phasing, tendering to contract award, ensuring transparency and value for money
- Lead negotiation and manage contracts with consultants, contractors, and suppliers, monitoring performance and compliance through to handover of the live service
- Collaborate with operations, Customer excellence, safety, and other teams to facilitate seamless transition from construction to service delivery
- Represent the organisation at public forums, industry conferences, and media engagements
- Develop talent and build capability for the long-term success of Qiddiya and the Kingdom
- Bachelor's or master's degree in engineering, Project Management, or a related field
- Minimum of 20 years of experience in large scale infrastructure projects, with at least 10 years in senior leadership role
- PMP (or other project management certification)
- Delivering highly complex transit or metro projects from inception to completion.
- Strong knowledge of public sector procurement, contract management, and regulatory frameworks
- Excellent communication, influence, negotiation, and stakeholder management skills.
- Familiarity with the cultural and regulatory context of the Middle East, particularly Saudi Arabia - preferred
- International, preferably in both developed and developing markets
