نبذة عن الوظيفة
يتولى مدير السياسات والعمليات مسؤولية تطوير وصيانة سياسات وعمليات المشتريات الموحدة لتعزيز الكفاءة والامتثال ومواءمة الأهداف التنظيمية. يشمل الدور ضمان وجود هياكل حوكمة، وقيادة مبادرات تحسين العمليات، ودعم اتخاذ القرارات الاستراتيجية عبر رؤى البيانات، بالإضافة إلى الإشراف على التواصل الفعال والتنفيذ والتدريب على السياسات والإجراءات الجديدة في جميع أنحاء المنظمة.
المهام والمسؤوليات
- المساهمة في إنشاء ومراجعة وتوحيد سياسات وإجراءات وعمليات المشتريات لضمان التوافق مع الأهداف الاستراتيجية.
- المساعدة في وضع أطر الحوكمة لاعتماد السياسات وتحديثها وتطبيقها.
- تحديد ومعالجة الفجوات في العمليات الحالية باستخدام تحليلات البيانات وأفضل الممارسات.
- استخدام الرؤى المستندة إلى البيانات لتحديد مجالات تحسين العمليات واقتراح حلول مبتكرة.
- مراقبة أثر تغييرات السياسات والعمليات على الكفاءة التشغيلية والامتثال.
- دعم إنجاز عمليات التدقيق والمراجعات لضمان الامتثال للسياسات والإجراءات المعتمدة.
- قيادة تنفيذ السياسات الموحدة من خلال برامج التواصل والتدريب الفعالة.
- التعاون مع الفرق الداخلية لضمان الامتثال للسياسات وتحقيق الأهداف التنظيمية.
- العمل مع فرق التعلم والتطوير لتصميم وتقديم برامج تدريبية مستهدفة حول السياسات والعمليات الموحدة.
- تعزيز ثقافة التعاون والأداء العالي داخل الفريق.
الشروط والمتطلبات
- خبرة لا تقل عن 9 سنوات في حوكمة السياسات أو إدارة العمليات أو أدوار مماثلة، ويفضل أن تكون في مشاريع واسعة النطاق مثل البناء أو العقارات أو التطوير الحضري.
- درجة البكالوريوس أو الماجستير في إدارة سلسلة التوريد أو الهندسة أو مسح الكميات أو إدارة مشاريع البناء أو الأعمال أو المجالات ذات الصلة.
- يُفضل الحصول على شهادات مهنية مثل CIPS أو CPSM أو CSCP.
المهارات المطلوبة
- مهارات تحليلية قوية مع القدرة على تحديد الفجوات في العمليات واقتراح الحلول.
- خبرة في العمل في بيئات تعاونية متعددة التخصصات وضمان توافق الأهداف المختلفة مع الاستراتيجية العامة للمنظمة.
- إتقان اللغة الإنجليزية (إلزامي) مع إجادة اللغة العربية (مرغوب بشدة).
- فهم المشهد الثقافي والتجاري المحلي في المملكة العربية السعودية من خلال الخبرة العملية في المنطقة (مفضل).

The role also oversees the effective communication, implementation, and training on new policies and processes across the organization.

- Policy & Process Development
- Assist in the creation, review, and standardization of procurement policies, procedures, and processes to ensure alignment with strategic goals
- Help to establish governance frameworks for policy approval, updates, and enforcement
- Identify and address gaps in existing processes, leveraging data analytics and best practices
- Use data insights to identify areas for process improvement and recommend innovative solutions
- Monitor the impact of policy and process changes on operational efficiency and compliance
- Compliance & Governance
- Support the completion of audits and reviews to ensure compliance with established policies and processes
- Drive the implementation of standardized policies through effective communication and training programs
- Collaborate with internal teams to ensure policy compliance and adherence to organizational objectives
- Team Management and Development
- Work closely with Learning & Development teams to design and deliver targeted training programs on standardized policies and processes
- Foster a collaborative and high-performance culture within the team
- 9+ years of experience in policy governance, process management, or similar roles, ideally in large-scale projects such as construction, real estate, or urban development
- Bachelor's or Master's degree in Supply Chain Management, Engineering, Quantity Surveying, Construction Project Management, Business, or related fields
- Preferred: CIPS (Chartered Institute of Procurement & Supply), CPSM (Certified Professional in Supply Management), or CSCP (Certified Supply Chain Professional)
- Strong analytical skills with the ability to identify process gaps and propose solutions
- Experience of working in cross-collaborative environments and ensuring differing goals d needs align with overarching organizational strategy
- Fluency in English is required, with proficiency in Arabic highly desirable
- Understanding of the local cultural and business landscape in Saudi Arabia through work experience in the region preferred
