شركة القدية للاستثمار، إحدى الشركات الرائدة في تنفيذ مشروع ضخم يتماشى مع رؤية المملكة 2030، تبحث عن مساعد مدير البرامج والسياسات الخارجية (المحتوى المحلي) للعمل في الرياض، حيث سيسهم في تعزيز تكامل المحتوى المحلي وتطوير الموردين والامتثال للسياسات الحكومية.
المهام والمسؤوليات
- دعم تطوير وتنفيذ استراتيجيات تعزيز المحتوى المحلي عبر مشاريع القدية بما يتماشى مع أهداف صندوق الاستثمارات العامة والرؤية الوطنية.
- مراقبة وتفسير لوائح المحتوى المحلي والتوجيهات الحكومية لضمان الامتثال الكامل.
- الحفاظ على توثيق وتقارير وتحليلات متعلقة بأداء وتأثير المحتوى المحلي.
- التعاون الوثيق مع الجهات الداخلية، بما في ذلك فرق المشتريات وسلسلة التوريد، لدمج أهداف المحتوى المحلي في العمليات التشغيلية.
- المساعدة في تصميم وتنفيذ برامج بناء قدرات وإمكانيات الموردين المحليين.
- بناء وصيانة علاقات مع الموردين المحليين والجهات الحكومية والهيئات ذات الصلة لتعزيز نمو الموردين والامتثال.
- التنسيق مع الفرق الداخلية للتحضير لعمليات التدقيق وضمان الالتزام بسياسات المحتوى المحلي.
- العمل كحلقة وصل مع الجهات الخارجية بما في ذلك المسؤولين الحكوميين والهيئات التنظيمية.
- تقديم التوجيه والتدريب للفرق المعنية حول متطلبات المحتوى المحلي وأفضل الممارسات.
الشروط والمتطلبات
- خبرة لا تقل عن 6 سنوات في مجال إدارة المحتوى المحلي أو تنفيذ السياسات أو تطوير الموردين، ويفضل أن تكون في مشاريع كبيرة مثل البناء أو البنية التحتية أو التطوير الحضري.
- درجة البكالوريوس كحد أدنى؛ ويُفضل الحصول على درجات متقدمة مثل ماجستير إدارة الأعمال أو ماجستير في السياسات العامة أو إدارة الأعمال أو إدارة سلسلة التوريد.
- الشهادات المهنية مثل CIPS أو CPSM أو CSCP تُعتبر ميزة إضافية وليست إلزامية.
- فهم قوي لسياسات المحتوى المحلي في المملكة العربية السعودية واللوائح الحكومية ومبادرات رؤية 2030.
- قدرة مثبتة على التعاون والتواصل الفعال مع مختلف الجهات المعنية والفرق متعددة الوظائف.
- إتقان ممتاز للغة الإنجليزية؛ وإجادة اللغة العربية تُعتبر ميزة قوية.
- خبرة سابقة في بيئة الأعمال السعودية مرغوبة بشدة.

The Assistant Manager - External Programs & Policies (Local Content) plays a key role in advancing the Company's commitment to local content integration, supplier development, and compliance with government policies.

- Local Content Strategy and Implementation
- Support the development and deployment of strategies aimed at enhancing local content across Qiddiya projects in alignment with PIF and national objectives
- Monitor and interpret local content regulations and government mandates to ensure full compliance
- Maintain documentation, reporting, and analysis related to local content performance and impact
- Collaborate closely with internal stakeholders, including procurement and supply chain teams, to embed local content targets into operational processes
- Supplier Development and Engagement
- Assist in the design and execution of programs that build capacity and capabilities within local supplier bases
- Establish and maintain relationships with local suppliers, government agencies, and other relevant bodies to foster supplier growth and compliance
- Stakeholder Coordination and Compliance
- Coordinate with internal teams to prepare for audits and ensure adherence to local content policies
- Serve as a liaison to external stakeholders including government officials and regulatory bodies
- Provide guidance and training to relevant teams on local content requirements and best practices
- Minimum 6 years of relevant experience in local content management, policy implementation, or supplier development, ideally within large-scale projects such as construction, infrastructure, or urban development
- Bachelor's degree required; advanced degrees such as MBA or Master's in Public Policy, Business Administration, or Supply Chain Management are advantageous
- Certifications such as CIPS, CPSM, or CSCP are preferred but not mandatory
- Strong understanding of Saudi Arabia's local content policies, government regulations, and Vision 2030 initiatives
- Proven ability to engage and collaborate effectively with diverse stakeholders and cross-functional teams
- Excellent command of English; proficiency in Arabic is a strong asset
- Prior experience working within the Saudi Arabian business environment is highly desirable
