تفاصيل الوظيفة
مطلوب محقق رئيسي في قضايا التهرب (Evasion Lead Investigator) للعمل في هيئة الزكاة والضريبة والجمارك بمدينة الرياض. يشغل هذا المستوى محترفون ذوو خبرة قادرون على تنفيذ العمل بتوجيهات عامة، وتُركّز مهامهم على تطوير حلول للتحديات التي تتطلب بعض التحليل، ومعالجة القضايا المُحالة من المستويات المبتدئة.
المهام والمسؤوليات
- مراجعة خطط التحقيقات الجمركية المطورة وتكوين فهم واضح للأهداف والمبادئ التوجيهية ذات الصلة لبدء تطوير خطة تشغيلية مناسبة للتحقيق بما يتوافق مع استراتيجية الهيئة.
- تطوير خطط تشغيلية للتحقيقات لقيادة أنشطة التحقيق اليومية وتحديد الخصائص المحددة للتركيز عليها أثناء عملية التحقيق وفقاً للاحتياجات والاستراتيجية العامة للهيئة.
- وضع جدول تناوب للمحققين بما يتوافق مع خطة التحقيق التشغيلية المطورة، وضمان تغطية جميع المناطق بشكل فعال وفي الوقت المحدد.
- مراجعة وتقييم حالات التحقيق المرفوعة لتصنيف المخاطر وتحديد أولوياتها وإنشاء القضية على النظام.
- إجراء تحقيقات في التهرب الجمركي والاحتيال والمخالفات عبر تقنيات مختلفة مثل التخليص اللاحق والإقرار والتقييم والقيود وغيرها، لفحص الأدلة ذات الصلة بعمق وتحديد السبب بالتنسيق مع المراجعين المشاركين في الإحالة الداخلية.
- تقييم أنشطة التحقيق لضمان التوحيد والمعيارية بناءً على إرشادات التحقيق وتسليط الضوء على الأنشطة غير المتوافقة لتوصية التعديلات اللازمة.
- إدارة أنشطة المحققين لضمان الامتثال السليم لخطة التحقيق التشغيلية ورفع النتائج لتقييم الأداء واتخاذ الإجراءات التصحيحية اللازمة.
- استقبال وتحليل الاعتراضات والطعون على قرارات التحقيق لإجراء إعادة تقييم وتسوية وفقاً للمواعيد النهائية والسياسات والإجراءات.
- إعداد تقرير التقييم النهائي يتضمن النتائج وضمان تنفيذ النتائج في النظام للرجوع إليها مستقبلاً.
- تجميع تقرير عن جميع الاتجاهات المحتملة البارزة والأفعال المتكررة وفقاً لمدونة الأخلاق ومعايير الجودة وإرسالها إلى الجهات المعنية للتأكيد.
- تطوير تقرير أداء المحقق مع تحديد الفجوات التشغيلية والاحتياجات التدريبية لتحسين وتعزيز أنشطة التحقيق.
- اتباع جميع السياسات والعمليات والإجراءات التشغيلية المعيارية ذات الصلة لضمان سير العمل بشكل منضبط ومتسق.
- المساعدة في حل المشكلات المُحالة وتقديم الدعم اللازم للفريق المبتدئ لضمان تنفيذ العمل بكفاءة.
- رفع المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
- أداء المهام الأخرى المطلوبة.
- تدريب الموظفين المبتدئين على مختلف الأنشطة الوظيفية لضمان نقل المعرفة عند الاقتضاء.
- توفير توجيه واضح وتحديد أولويات المهام وتوزيع المهام وتفويض المسؤولية ومراقبة سير عمل المرؤوسين/الموظفين الأقل خبرة.
- دعم الموظفين المبتدئين أو التقارير المباشرة لتمكينهم من تنفيذ مهامهم وفقاً للسياسات والعمليات المقررة.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال أو المحاسبة أو ما يعادلها.
- خبرة لا تقل عن 4 سنوات في مجال ذي صلة.

Customs Evasion Investigation Planning
- Review developed Customs investigations plans and form a clear understanding of set related objectives and guideline to initiate the development of proper investigation operational plan in line with ZATCA’s overall Strategy
- Develop investigations operational plan to lead day-to-day investigation activities identifying specific characteristics to focus on during investigation process in line with needs and ZATCA’s overall strategy
- Set investigators rotation schedule in line with developed investigation operational plan ensuring covering all areas effectively and on-time
- Review and assess raised investigation cases to classify and prioritize identified risks creating case on system
- Conduct investigation on customs evasions, fraud, and breaches through different techniques such as post clearance, declaration, valuation, restrictions, etc. to examine relevant evidence in depth and determine the cause liaising with auditors involved in internal referral
- Evaluate investigation activities to ensure uniformity and standardization based on investigation guidelines and highlight misalignment activities to recommend needed modifications
- Manage investigators’ activities ensuring proper compliance with investigation operational plan and raise findings to evaluate performance and take needed corrective actions accordingly
- Receive and analyze objections and appeals on investigation decisions to conduct re-assessment and settlement in line with deadlines, policies and procedures
- Prepare final assessment report including findings ensuring implementation of results in the system for future reference
- Consolidate in a report all underlined potential trends and repetitive actions in line with code of ethics and quality standards and dispatch to relevant stakeholders for confirmation
- Develop investigator’s performance report underlining operational gaps and training needs for improvement and enhancement of investigation activities
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
