About Tarshid

Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.

Job summary

The job holder is responsible for supporting project planning and execution by coordinating activities, tracking progress, ensuring technical compliance, preparing reports and documentation, supporting energy performance monitoring, and facilitating smooth project handover, while maintaining confidentiality of sensitive project and commercial information.

Main Responsibilities:

-Support the development and tracking of project execution plans, schedules, and milestones.

-Coordinate with Project Managers and ESCOs during design, procurement, construction, and completion phases.

-Monitor quality assurance requirements and technical compliance across assigned projects.

-Track progress against cost, timeline, and contractual terms, and flag deviations proactively.

-Provide technical input and documentation support during the preparation and review of RFPs.

-Coordinate with internal stakeholders and government entities to support approvals and compliance requirements.

-Prepare project updates, reports, dashboards, and presentations for internal and external stakeholders.

-Support Measurement & Verification (M&V) activities to validate achieved energy savings.

-Assist in coordination with O&M teams to ensure smooth handover of completed projects.

-Contribute to post project reviews and documentation of lessons learned to improve future execution.

-Maintain confidentiality of sensitive project, commercial, and financial information.

Qualifications:

-Bachelor’s degree in electrical engineering, or any related field.

-CEA /CEM / CMVP certification is preferred.

-Solar Design\installation Certificate is preferred.

Experience & Skills :

Experience & Technical Expertise

5+ years of experience in project management, overseeing contractor performance, preferably within the Energy sectors.

-Strong understanding of Saudi energy regulations, SEEC, SASO compliance.

-Strong understanding of SERA regulations and SEC specifications.

-Knowledge of solar systems designing and financial modeling for solar projects.

Language Skills

-Oral and written proficiency in Arabic and English is required.

Interpersonal Skills

-Strong interpersonal, and stakeholder management skills, with experience in government and private sector.

-Strong negotiation skills for contract discussions, vendor management, and stakeholder alignment
