تعلن شركة AtkinsRéalis عن توفر وظيفة مهندس مقيم (Resident Engineer) في مدينة الرياض، للإشراف على عمليات التشغيل والصيانة لأنظمة مترو الأنفاق، وضمان أداء آمن وفعال وموثوق لجميع الأصول.

نبذة عن الوظيفة

سيتولى المهندس المقيم (O&M) مسؤولية الإشراف على أنشطة التشغيل والصيانة لأنظمة مترو السكك الحديدية، وضمان الأداء الآمن والفعال والموثوق لجميع الأصول. تشمل المهام إدارة المقاولين، والإشراف على أنشطة الصيانة، وضمان الامتثال لمعايير السلامة والجودة، والتنسيق مع أصحاب المصلحة.

المهام والمسؤوليات

  • إدارة العمليات: الإشراف اليومي على عمليات المترو لضمان الخدمة المتواصلة، ومراقبة أداء النظام (القطارات، المسارات، الإشارات، الاتصالات، مصدر الطاقة، إلخ)، وضمان الالتزام بالجداول الزمنية ومعايير الخدمة، وتحليل بيانات التشغيل وتنفيذ التحسينات.
  • إدارة الصيانة: الإشراف على أنشطة الصيانة الوقائية والتصحيحية عبر المجالات المدنية والكهربائية والميكانيكية والأنظمة، وضمان الفحص والإصلاح والصيانة في الوقت المناسب للبنية التحتية والمعدات الدارجة، ومراجعة خطط وجداول وتقارير الصيانة من المقاولين، وضمان التوثيق السليم وإدارة دورة حياة الأصول.
  • إدارة المقاولين والموردين: الإشراف على مقاولي التشغيل والصيانة ومقدمي الخدمات، ومراجعة أدائهم مقابل مؤشرات الأداء الرئيسية ومستويات الخدمة، وضمان الامتثال للالتزامات التعاقدية ومعايير السلامة والجودة، وعقد اجتماعات دورية وعمليات تدقيق.
  • السلامة والامتثال: ضمان الامتثال لمعايير السلامة الخاصة بالسكك الحديدية/المترو واللوائح القانونية، وتنفيذ بروتوكولات السلامة وإجراءات الطوارئ، وإجراء تدقيقات سلامة وتفتيش وتحقيقات في الحوادث، وتعزيز ثقافة سلامة قوية.
  • ضمان الجودة: التأكد من أن أعمال الصيانة تفي بالمعايير الفنية والجودة، وإجراء عمليات التفتيش والتدقيق على الأنظمة والأعمال، والتحقق من الالتزام بأنظمة إدارة الجودة (ISO) عند الاقتضاء.
  • التنسيق مع أصحاب المصلحة: التواصل مع العملاء والجهات الحكومية والمقاولين والفرق الداخلية، ودعم متطلبات التدقيق والتقارير للهيئات التنظيمية، والتنسيق مع الفرق متعددة التخصصات لحل المشكلات.
  • التوثيق والتقارير: الاحتفاظ بسجلات تفصيلية للصيانة والحوادث والتفتيش والأداء، وإعداد تقارير يومية/أسبوعية/شهرية للتشغيل والصيانة، وتتبع مؤشرات الأداء الرئيسية والتوصية بالتحسينات.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة (كهربائية / ميكانيكية / مدنية / إلكترونيات / هندسة السكك الحديدية). درجة الماجستير ميزة إضافية.
  • خبرة لا تقل عن 15 عاماً في مشاريع النقل / المترو / السكك الحديدية.
  • خبرة لا تقل عن 5 سنوات في تشغيل وصيانة أنظمة المترو / السكك الحديدية.
  • يفضل خبرة سابقة في العمل كمهندس مقيم / قائد تشغيل وصيانة / مدير صيانة.
  • معرفة قوية بأنظمة المترو (المسارات، المعدات الدارجة، الإشارات، الاتصالات، طاقة الجر)، واستراتيجيات الصيانة (الوقائية والتنبؤية والتصحيحية)، وأنظمة إدارة الأصول.
  • الإلمام بالمعايير الدولية (IEC, EN, معايير سلامة السكك الحديدية).
  • خبرة في استخدام أنظمة CMMS وأدوات برمجيات الصيانة.
  • مهارات قيادية قوية وإدارة فرق، وقدرة ممتازة على حل المشكلات واتخاذ القرارات، واتصال فعال مع أصحاب المصلحة، والقدرة على العمل في بيئة تشغيلية عالية الضغط.

Overview

The Resident Engineer (O&M) will be responsible for overseeing the operations and maintenance activities of metro rail systems, ensuring safe, efficient, and reliable functioning of all assets. The role involves managing contractors, supervising maintenance activities, ensuring compliance with safety and quality standards, and coordinating with stakeholders.

Your role

Operations Management

  • Oversee day-to-day metro operations to ensure uninterrupted service.
  • Monitor system performance (trains, track, signaling, telecom, power supply, etc.).
  • Ensure adherence to operational schedules and service standards.
  • Analyze operational data and implement improvements to optimize performance.

Maintenance Management

  • Supervise preventive and corrective maintenance activities across civil, E&M, and systems.
  • Ensure timely inspection, repair, and maintenance of metro infrastructure and rolling stock.
  • Review maintenance plans, schedules, and reports from contractors/vendors.
  • Ensure proper documentation and asset lifecycle management.

Contractor & Vendor Management

  • Supervise O&M contractors and service providers.
  • Review contractor performance against KPIs/SLAs.
  • Ensure compliance with contractual obligations, safety, and quality standards.
  • Conduct periodic meetings and audits.

Safety & Compliance

  • Ensure compliance with railway/metro safety standards and statutory regulations.
  • Implement safety protocols and emergency response procedures.
  • Conduct safety audits, inspections, and incident investigations.
  • Promote a strong safety culture across teams.

Quality Assurance

  • Ensure maintenance activities meet quality and technical standards.
  • Conduct inspections and audits of systems and works.
  • Verify adherence to ISO/Quality Management Systems where applicable.

Stakeholder Coordination

  • Liaise with clients, government authorities, contractors, and internal teams.
  • Support audits and reporting requirements for regulatory bodies.
  • Coordinate with cross-functional teams for issue resolution.

Documentation & Reporting

  • Maintain detailed records of maintenance, incidents, inspections, and performance.
  • Prepare daily/weekly/monthly O&M reports.
  • Track KPIs and recommend improvements.

About You

Education

  • Bachelor's Degree in Engineering (Electrical / Mechanical / Civil / Electronics / Railway Engineering).
  • Master's degree is an added advantage.

Experience

  • 15+ years of experience in transport, metro/railway projects.
  • Minimum 5+ years in Operations & Maintenance of metro/rail systems.
  • Experience working as Resident Engineer / O&M Lead / Maintenance Manager preferred.

Technical Skills

  • Strong knowledge of:
    • Metro systems (track, rolling stock, signaling, telecom, traction power)
    • Maintenance strategies (preventive, predictive, corrective)
    • Asset management systems
  • Familiarity with international standards (IEC, EN, railway safety standards).
  • Experience with CMMS/maintenance software tools.
