شركة بارسونز (Parsons Corporation) تبحث عن مهندس اتصالات وتقنية معلومات رئيسي (ICT Lead Engineer) للعمل في مشروع تطوير المطار والبنية التحتية في الرياض. سيتولى المهندس قيادة أنشطة مراجعة التصميم والتنسيق الفني والتكامل ودعم الإنشاء لأنظمة ICT في محطات الركاب والمرافق الجوية والمباني التشغيلية.

المهام والمسؤوليات

  • قيادة وإدارة أنشطة هندسة ICT عبر برنامج تطوير المطار.
  • تقديم التوجيه الفني والإرشاد لمهندسي ومصممي ومستشاري ومقاولي ICT.
  • وضع عمليات مراجعة التصميم والمعايير الفنية ومتطلبات التسليم.
  • التأكد من توافق مخرجات هندسة ICT مع أهداف المشروع ومتطلبات التشغيل وتوقعات العميل.
  • دعم تخطيط موارد ICT والحوكمة الفنية واستراتيجيات تسليم المشروع.
  • مراجعة تصاميم ICT والتقارير الفنية والرسومات والمواصفات والحسابات والمستندات الهندسية.
  • مراجعة أنظمة البنية التحتية ICT المرتبطة بمحطات الركاب ومباني الشحن والمباني التشغيلية ومرافق الأمن والصيانة.
  • التحقق من الامتثال لمتطلبات المشروع والمعايير الدولية ومتطلبات تقنية المطار ومواصفات العميل.
  • دعم مبادرات الهندسة القيمية لتحسين الموثوقية وقابلية التوسع.
  • مراجعة وتنسيق أنظمة ICT بما في ذلك أنظمة الكابلات الهيكلية (نحاس وألياف)، شبكات LAN/WAN، أنظمة الاتصالات اللاسلكية، مراكز البيانات، أنظمة الاتصالات، ومتطلبات الاتصال الشبكي.
  • ضمان دعم البنية التحتية ICT لمتطلبات تشغيل المطار والتوسع التقني المستقبلي.
  • مراجعة بنية الشبكة والتكرار والمرونة ومتطلبات السعة.
  • تنسيق واجهات ICT مع أنظمة المطار المتخصصة مثل AODB وFIDS وCUPPS/CUSS وBHS وأنظمة الأمان والتحكم في الوصول وكاميرات المراقبة وأنظمة إدارة المباني.
  • ضمان التكامل الفعال بين البنية التحتية ICT ومنصات التشغيل التقنية للمطار.
  • دعم مبادرات المطار الذكي والتحول الرقمي والتحسينات التشغيلية الممكنة تقنياً.
  • مراجعة تصاميم ICT لضمان التوافق مع متطلبات الأمن السيبراني وأفضل الممارسات.
  • تنسيق واجهات الأمن السيبراني مع أنظمة تشغيل المطار وشبكات المؤسسة.
  • دعم تطبيق بنى شبكات آمنة وضوابط الوصول وتدابير حماية البيانات.
  • مراجعة المستندات الفنية المتعلقة بالأمن السيبراني ووثائق الامتثال.
  • تقديم الدعم الهندسي ICT أثناء الإنشاء والتركيب والاختبار والتشغيل والتسليم.
  • مراجعة المخططات التنفيذية للمقاولين ومواد التقديم وبيانات الطرق واستفسارات RFI.
  • إجراء تفتيشات ميدانية للتحقق من الامتثال للتصاميم المعتمدة ومواصفات المشروع.
  • دعم حل المشكلات الفنية ICT التي تؤثر على تسليم المشروع.
  • الإشراف على أنشطة الاختبار والتشغيل بما في ذلك اختبار الألياف واختبار الشبكة واختبار التكامل والتحقق من الأداء.

  • الاحتفاظ بسجلات مراجعات التصميم ICT والموافقات والقرارات الفنية والملاحظات الميدانية.
  • تقديم تحديثات منتظمة لإدارة المشروع حول تقدم ICT والمخاطر والتحديات الفنية.
  • دعم إعداد كتيبات التشغيل وسجلات الأصول ووثائق تسليم المشروع.

الشروط والمتطلبات

  • درجة البكالوريوس في تكنولوجيا المعلومات أو هندسة الحاسوب أو هندسة الاتصالات أو الهندسة الكهربائية أو تخصص ذي صلة.
  • درجة الماجستير في ICT أو هندسة الاتصالات أو نظم المعلومات تعتبر ميزة إضافية.
  • خبرة لا تقل عن 10 سنوات في تصميم ومراجعة وتنفيذ والإشراف على إنشاء أنظمة ICT.
  • خبرة مثبتة في مشاريع المطارات الكبرى أو الطيران أو النقل أو مشاريع البنية التحتية واسعة النطاق.
  • خبرة قوية في تقديم البنية التحتية ICT لمحطات الركاب ومرافق الشحن والمباني التشغيلية للمطار ومرافق البنية التحتية الحيوية.
  • خبرة في تنسيق تكامل أنظمة ICT مع موردي التقنية والمستشارين والمقاولين.
  • خبرة في دعم مراجعة التصميم وتسليم الإنشاء والاختبار والتشغيل والتسليم.

المهارات المطلوبة

Job Description

Parsons is looking for an amazingly talented ICT Lead Engineer to lead the ICT engineering design review, technical coordination, systems integration, construction support, and technology implementation activities for a major Airport, Infrastructure, and Airfield Development Project. The successful candidate will provide technical leadership for ICT systems supporting passenger terminals, concourses, cargo facilities, airfield operational areas, airport support buildings, and critical infrastructure facilities.

The ICT Lead Engineer will oversee the review and coordination of airport technology systems including structured cabling systems, data networks, wireless networks, telecommunications, airport operational communication systems, data centers, cybersecurity interfaces, ELV systems integration, and smart airport technologies.

The role requires extensive experience in airport ICT infrastructure, multidisciplinary coordination, design management, construction supervision, testing and commissioning, and compliance with international aviation standards and technology best practices.

What You'll Be Doing

  • Lead and manage ICT engineering activities across the airport development program.
  • Provide technical leadership and guidance to ICT engineers, designers, consultants, and contractors.
  • Establish ICT engineering review processes, technical standards, and delivery requirements.
  • Ensure ICT engineering deliverables align with project objectives, operational requirements, and client expectations.
  • Support ICT resource planning, technical governance, and project delivery strategies.
  • Lead the review of ICT designs, technical reports, drawings, specifications, calculations, and engineering submissions.
  • Review ICT infrastructure systems associated with:
    • Passenger terminals and concourses.
    • Cargo terminals and logistics facilities.
    • Airport operational buildings.
    • Security and control facilities.
    • Maintenance and support facilities.
  • Verify compliance with project requirements, international standards, airport technology requirements, and client specifications.
  • Support value engineering initiatives to improve system reliability, scalability,
  • Review and coordinate ICT systems including:
    • Structured cabling systems (Copper and Fiber Optic).
    • Local Area Network (LAN) and Wide Area Network (WAN) infrastructure.
    • Wireless communication systems.
    • Data centers and server room infrastructure.
    • Telecommunications systems.
    • Network infrastructure and connectivity requirements.
  • Ensure ICT infrastructure supports airport operational requirements and future technology expansion.
  • Review network architecture, redundancy, resilience, and capacity requirements.
  • Coordinate ICT interfaces with specialist airport systems including:
    • Airport Operational Database (AODB).
    • Flight Information Display Systems (FIDS).
    • Common Use Passenger Processing Systems (CUPPS/CUSS).
    • Baggage Handling Systems (BHS).
    • Security systems.
    • Access control systems.
    • CCTV and surveillance systems.
    • Building Management Systems (BMS).
  • Ensure effective integration between ICT infrastructure and airport operational technology platforms.
  • Support smart airport initiatives, digital transformation, and technology-enabled operational improvements.
  • Review ICT designs to ensure alignment with cybersecurity requirements and industry best practices.
  • Coordinate cybersecurity interfaces with airport operational systems and enterprise networks.
  • Support implementation of secure network architectures, access controls, and data protection measures.
  • Review cybersecurity-related technical submissions and compliance documentation.
  • Provide ICT engineering support during construction, installation, testing, commissioning, and handover activities.
  • Review contractor shop drawings, material submittals, method statements, RFIs, and technical queries.
  • Conduct site inspections to verify compliance with approved ICT designs and project specifications.
  • Support resolution of ICT technical issues affecting project delivery.
  • Witness testing and commissioning activities including:
    • Fiber testing.
    • Network testing.
    • System integration testing.
    • Performance verification.
    • Coordinate with the Client, airport authorities, telecom providers, consultants, contractors, and technology vendors regarding ICT engineering matters.
    • Support technical approvals, authority submissions, and ICT design reviews.
    • Participate in technical workshops, coordination meetings, and integration sessions.
    • Ensure effective management of ICT interfaces across all project stakeholders.
    • Ensure ICT works comply with project specifications, quality requirements, and international standards.
    • Participate in technical audits, inspections, and engineering reviews.
    • Monitor contractor compliance with approved ICT procedures and installation methodologies.
    • Review testing records, commissioning reports, and system documentation.
    • Support implementation of corrective actions and continuous improvement initiatives.
    • Prepare and review ICT engineering reports, technical assessments, design review comments, and engineering recommendations.
    • Maintain records of ICT design reviews, approvals, technical decisions, and site observations.
    • Provide regular updates to Project Management regarding ICT progress, risks, and technical challenges.
    • Support preparation of operation manuals, asset registers, and project handover documentation.


    What Required Skills You'll Bring

    • Bachelor's Degree in Information Technology, Computer Engineering, Telecommunications Engineering, Electrical Engineering, or related discipline.
    • Master's Degree in ICT, Communications Engineering, or Information Systems is considered an advantage.

  • Minimum 10 years of experience in ICT engineering design, review, implementation, and construction supervision.
  • Proven experience on major airport, aviation, transportation, or large-scale infrastructure projects.
  • Strong experience delivering ICT infrastructure for:
    • Passenger terminals.
    • Cargo facilities.
    • Airport operational buildings.
    • Critical infrastructure facilities.
  • Experience coordinating ICT systems integration, technology vendors, consultants, and contractors.
  • Experience supporting design review, construction delivery, testing, commissioning, and handover activities.
  • Strong knowledge of ICT infrastructure design principles, network architecture, and airport technology systems.
  • Understanding of structured cabling standards including TIA/EIA, ISO/IEC 11801, and BICSI guidelines.
  • Knowledge of network infrastructure, fiber optic systems, wireless technologies, and data center requirements.
  • Familiarity with airport ICT systems and operational technology environments.
  • Experience with BIM coordination and multidisciplinary design processes.
  • Strong technical review, analytical, problem-solving, and decision-making capabilities.
  • Excellent communication, leadership, and stakeholder management skills.
  • Ability to manage multiple ICT priorities within a complex airport project environment.

What Desired Skills You'll Bring

  • BICSI certification (RCDD), Cisco certifications (CCNP/CCNA), or equivalent ICT professional certification.
  • Experience on international airport expansion or greenfield airport development projects.
  • Knowledge of ICAO, IATA, airport ICT guidelines, and aviation technology requirements.
  • Experience with smart airport solutions, digital infrastructure, and Industry 4.0 technologies.
