Job Title: Senior Quantity Surveyor & Cost Control Engineer

Water & Wastewater Projects - KSA

Nafoud Al Athereia Contracting Company is seeking an experienced Senior Quantity Surveyor & Cost Control Engineer to manage quantity surveying, progress invoicing, and cost-control activities for water and wastewater infrastructure projects in Saudi Arabia.

Key Responsibilities:

• Prepare, review, and update Bills of Quantities (BOQs) based on approved drawings, specifications, and contractual requirements.

• Perform accurate quantity take-offs and reconcile executed, approved, and invoiced quantities.

• Prepare and submit progress invoices (المستخلصات) with complete supporting documentation.

• Monitor project progress and payment certificates through the applicable government platforms and online systems.

• Develop and maintain project budgets and cost-control baselines.

• Track actual costs, commitments, purchase orders, subcontractor costs, invoices, and accruals.

• Conduct planned-versus-actual variance analysis and identify cost deviations.

• Prepare periodic cost reports, cash-flow updates, forecasts, and management dashboards.

• Update Estimate at Completion (EAC) and Estimate to Complete (ETC).

• Assess the financial and quantity impact of variations, change orders, and claims.

• Coordinate with Projects, Site, Contracts, Procurement, and Finance teams to ensure the accuracy and completeness of project data.

• Provide early warnings and recommend corrective actions to control project costs and protect profitability.

Requirements:

• Bachelor’s degree in Civil Engineering or a relevant engineering discipline.

• 8-10 years of relevant experience in Quantity Surveying and Cost Control.

• Proven experience in water and wastewater infrastructure projects.

• Previous experience with projects and government systems in Saudi Arabia is highly preferred.

• Strong knowledge of BOQs, progress invoices, budgeting, cost forecasting, variations, and contractual requirements.

• Advanced proficiency in Microsoft Excel and relevant cost-control and reporting systems.

• Strong analytical, reporting, coordination, and documentation skills.

All responsibilities will be performed from the Head Office in Riyadh.
