تعلن شركة Kent عن توفر وظيفة HSSE Manager في منطقة الرياض، المملكة العربية السعودية، للإشراف على متطلبات الصحة والسلامة والأمن والبيئة لمشروع MorGen.
المهام والمسؤوليات
- إنشاء وتنفيذ وصيانة إطار حوكمة HSSE للمشروع نيابة عن مقاول EPCM، وضمان التوافق التام مع المتطلبات التعاقدية والقانونية ومعايير العميل وشركة Kent.
- ضمان الوفاء بالواجبات القانونية للعميل بموجب لوائح البناء (التصميم والإدارة) 2015 في المملكة/دول الخليج من خلال مقاول EPCM ومقاولي الأعمال.
- قيادة تطوير وتنفيذ وصيانة خطة HSSE للمشروع وخطة HSSE للبناء، بالتعاون مع مقاولي الأعمال وأصحاب المصلحة.
- تقديم قيادة مرئية في مجال HSSE، وتعزيز ثقافة سلامة قوية وإظهار الالتزام الإداري بمنع الضرر للأشخاص والبيئة والمجتمعات المحيطة.
- التأكد من أن جميع مقاولي الأعمال (بصفتهم مقاولين رئيسيين) يطبقون أنظمة إدارة HSSE متوافقة، وخطط مرحلة البناء، وRAMS، وأنظمة تصاريح العمل، وترتيبات الطوارئ.
- تطوير وتنفيذ وصيانة نظام إدارة HSSE قوي يتماشى مع ISO 45001 وISO 14001 (أو ما يعادلهما)، مع ضمان السيطرة المنهجية على المخاطر والامتثال القانوني والتحسين المستمر.
- ضمان أن جميع أنشطة البناء والتشغيل مدعومة بـ RAMS معتمدة، وأن العمل يتم فقط بواسطة أفراد مؤهلين وتحت تصاريح وضوابط مناسبة.
- تطبيق تسلسل هرمي للتحكم في المخاطر لإزالة أو تقليل المخاطر بقدر معقول من الناحية العملية، وإدارة المخاطر المتبقية بفعالية.
- الإشراف على عمليات الرفع وإدارة المعدات والآلات، وضمان وجود خطط معتمدة وإشراف مؤهل وفحص واختبار وشهادة.
- تحديد الأدوار الحاسمة في HSSE ومتطلبات الكفاءة والاحتياجات التدريبية؛ تقييم الكفاءة وتنفيذ إجراءات لمعالجة الفجوات المحددة.
- ضمان إجراء التوعية الإلزامية في HSSE والتدريب المستمر لجميع الموظفين والزوار.
- إنشاء وإدارة عمليات الإبلاغ عن الحوادث والتحقيق فيها والتعلم منها، وضمان الإخطار في الوقت المناسب وفقًا لمتطلبات MorGen والالتزامات القانونية بما في ذلك RIDDOR.
- قيادة أو الإشراف على تحقيقات الحوادث، وضمان تحديد الأسباب الجذرية وتتبع الإجراءات التصحيحية ونشر الدروس المستفادة.
- التخطيط وإجراء والمشاركة في عمليات تدقيق HSSE والتفتيش والمراجعة وأنشطة الضمان؛ مراقبة والإبلاغ عن أداء HSSE والاتجاهات والمؤشرات.
- ضمان توفير مرافق رعاية مناسبة وتدابير حماية بيئية وترتيبات إدارة النفايات وترتيبات الاستعداد للطوارئ وصيانتها.
- ممارسة سلطة إيقاف العمل حيث توجد مخاطر HSSE غير مقبولة، ورفع القضايا إلى قيادة المشروع والعميل حسب الحاجة.
- أداء مهام أخرى حسب التوجيهات، ضمن نطاق المهارات والقدرات، مع مراعاة عبء العمل الحالي والتطوير المهني.
الشروط والمتطلبات
- خبرة لا تقل عن 10 سنوات في مجال HSSE، منها 5 سنوات على الأقل في أدوار قيادية عليا في مشاريع البناء أو EPCM.
- معرفة شاملة بتشريعات الصحة والسلامة والبيئة في المملكة العربية السعودية ودول الخليج، بما في ذلك لوائح CDM 2015 ومتطلبات HSSE للبناء.
- حاصل على NEBOSH National Diploma أو ما يعادلها.
- خبرة في المملكة العربية السعودية أو دول الخليج.

The HSSE Manager is accountable for the leadership, development, implementation and assurance of all Health, Safety, Security and Environmental (HSSE) requirements for the MorGen Project.
The role has contractual responsibility to ensure that HSSE arrangements across the Project are fully compliant with the MorGen EPCM Scope of Services, applicable KSA/GCC legislation and regulatory requirements, including the Construction (Design and Management) Regulations 2015, as well as Client and Impala Terminal HSSE standards.
Acting on behalf of the EPCM Contractor, the HSSE Manager provides governance, oversight and assurance to ensure HSSE risks are effectively identified, controlled and managed. The role covers all phases of the Project lifecycle, including engineering, construction and mechanical completion, and requires close collaboration with the Client, Project Management, EPCM teams and Works Contractors.

- Establish, implement and maintain the Project HSSE governance framework on behalf of the EPCM Contractor, ensuring full alignment with contractual, legal, Client and Kent HSSE requirements.
- Ensure the Client’s statutory duties under the KSA/GCC Construction (Design and Management) Regulations 2015 are effectively discharged through the EPCM and Works Contractors.
- Lead the development, implementation and ongoing maintenance of the Project HSSE Plan and Construction HSSE Plan, working collaboratively with Works Contractors and stakeholders.
- Provide visible HSSE leadership, promoting a strong safety culture and demonstrating management commitment to preventing harm to people, the environment and surrounding communities.
- Assure that all Works Contractors, acting as Principal Contractors, implement compliant HSSE management systems, Construction Phase Plans, RAMS, permit-to-work systems and emergency arrangements.
- Develop, implement and maintain a robust HSSE Management System aligned with ISO 45001 and ISO 14001 (or equivalent), ensuring systematic risk control, legal compliance and continuous improvement.
- Ensure all construction and operational activities are supported by approved RAMS and that work is only undertaken by competent personnel under suitable permits and controls.
- Apply the hierarchy of risk control to eliminate or reduce risk so far as reasonably practicable and manage residual risks effectively.
- Oversee lifting operations, plant and equipment management, ensuring approved plans, competent supervision, inspection, testing and certification.
- Define HSSE-critical roles, competency requirements and training needs; assess competence and implement actions to address identified gaps.
- Ensure mandatory HSSE induction and ongoing awareness training for all personnel and visitors.
- Establish and manage incident reporting, investigation and learning processes, ensuring timely notifications in accordance with MorGen requirements and statutory obligations including RIDDOR.
- Lead or oversee incident investigations, ensuring identification of root causes, tracking of corrective actions and dissemination of lessons learned.
- Plan, conduct and participate in HSSE audits, inspections, reviews and assurance activities; monitor and report HSSE performance, trends and indicators.
- Ensure suitable welfare facilities, environmental protection measures, waste management arrangements and emergency preparedness arrangements are established and maintained.
- Exercise authority to stop work where unacceptable HSSE risk exists and escalate issues to Project and Client leadership as required.

- Comprehensive knowledge of KSA/GCC health, safety and environmental legislation, including CDM Regulations 2015 and construction HSSE requirements.
- Minimum 10 years HSSE experience, including at least 5 years in senior HSSE leadership roles on construction or EPCM projects.
- NEBOSH National Diploma in Occupational Health & Safety OR equivalent Level 6/7 qualification (NVQ Level 6/7, BSc/MSc in Health & Safety).
- Member of Graduate or Chartered IOSH status (GradIOSH / CMIOSH strongly preferred).
- Demonstrable competence
in KSA/GCC CDM 2015 Regulations and construction HSSE management. - Strong understanding of EPCM delivery models, contractor management and HSSE assurance in complex, multi-contractor environments.
- Proven ability to develop and implement HSSE management systems aligned with recognised international standards (ISO 45001 / ISO 14001).
- Demonstrated leadership skills with the ability to influence senior stakeholders, contractors and multidisciplinary teams.
- Strong risk management capability, including application of the hierarchy of controls and control-of-work systems.
- Competence in incident investigation methodologies, performance monitoring and continuous improvement processes.
- Effective communication, coaching and engagement skills, with the credibility to challenge unsafe behaviours and practices.
