The Musco
Saudi Arabia team has an opening for a
Human Resources Specialist in our
Dammam, Saudi Arabia office. This role will serve as a key member of the HR team, managing day-to-day HR operations, talent acquisition activities, employee lifecycle processes, and government portal administration. The ideal candidate will have strong knowledge of Saudi labor regulations, recruitment practices, and HR systems, with the ability to build effective relationships across the organization. Principal Duties And Responsibilities
HR Operations
- Manage employee onboarding, transfers, contract renewals, and offboarding processes.
- Maintain accurate employee records and personnel files.
- Prepare HR documentation including employment contracts, letters, and employee certifications.
- Support payroll administration by ensuring employee data, attendance, leave, and compensation changes are accurately maintained.
- Assist with employee relations matters and provide guidance regarding company policies and procedures.
Recruitment & Talent Acquisition
- Manage the full recruitment lifecycle for positions across Saudi Arabia.
- Partner with hiring managers to identify staffing needs and develop recruitment strategies.
- Post vacancies, source candidates, screen resumes, coordinate interviews, and facilitate offer processes.
- Maintain candidate pipelines and recruitment metrics.
- Support onboarding activities to ensure a positive new hire experience.
- Participate in career fairs, networking events, and other talent attraction initiatives as needed.
Government Portals & Compliance
- Administer and maintain HR-related government portals including:
- Ensure compliance with Saudi Labor Law and company policies.
- Manage employment documentation, work permits, contract registrations, and Saudization-related requirements.
HR Systems & Processes
- Maintain HRIS and employee data integrity.
- Support implementation and improvement of HR processes and systems.
- Develop and maintain HR procedures, workflows, and documentation.
- Identify opportunities to improve employee experience and operational efficiency.
Education & Experience Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- 2-4 years of HR experience within Saudi Arabia preferred.
- Experience in both HR operations and recruitment.
- Working knowledge of Saudi labor legislation and employment practices.
- Experience managing Qiwa, GOSI, Mudad, or similar government platforms.
- Strong organizational skills and attention to detail.
- Proficiency in Microsoft Office applications and HR systems.
- Strong communication skills in both Arabic and English.
