نبذة عن الوظيفة

Parsons تبحث عن مدير تسليم (Handover Manager) من ذوي الخبرة للانضمام إلى فريق إدارة المشاريع والإنشاءات (PMCM) والإشراف على مخرجات الاختبار والتشغيل وتسليم العقود لمشاريع البنية التحتية واسعة النطاق. سيتولى المرشح الناجح ضمان تسليم جميع الأصول وفقاً لمتطلبات المشروع وتوقعات أصحاب المصلحة ومعايير الجاهزية التشغيلية. يتطلب هذا الدور تنسيقاً استثنائياً وتوثيقاً وإدارة لأصحاب المصلحة لتسهيل الانتقال السلس من تسليم المشروع إلى العمليات.

المهام والمسؤوليات

  • التنسيق يومياً مع مديري المشاريع والمقاولين والمقاولين من الباطن بشأن تقدم التسليم.
  • الحفاظ على متتبع تسليم الأصول محدث وواضح عبر جميع الأصول الموكلة.
  • حضور اجتماعات الموقع وعمليات التفتيش والجولات الميدانية للتحقق من جاهزية التسليم.
  • مراجعة خطط الاختبار والتشغيل (T&C) المقدمة والتحقق من توافقها مع متطلبات الأصول.
  • مراقبة أنشطة التشغيل في الموقع والشهادة عليها حسب الحاجة.
  • جمع ومراجعة وتنظيم تقارير الاختبار والشهادات وقوائم التحقق.
  • رفع أي ثغرات أو تأخيرات أو مشكلات في تنفيذ الاختبار والتشغيل إلى مدير المشروع.
  • تجميع ومراجعة والتحقق من صحة حزم وثائق التسليم، بما في ذلك المخططات حسب البناء ونتائج الاختبار وشهادات التشغيل والضمانات والكفالات وأدلة التشغيل والصيانة (O&M) وأدلة التدريب وسجلات حضور التدريب (حينما ينطبق).
  • تقديم ملاحظات للمقاولين حول النواقص أو الوثائق المفقودة.
  • التنسيق مع أصحاب المصلحة المعنيين لعمليات التفتيش والموافقات والتوقيعات النهائية.
  • تسهيل التواصل الواضح بين فرق تسليم المشروع والعمليات لتقليل التأخير في قبول الأصول.
  • تقديم تحديثات أسبوعية تلخص حالة التسليم والتشغيل، مع إبراز المخاطر الرئيسية والعوائق والعناصر غير المحلولة.
  • تقديم تقرير نهائي يوثق جميع عمليات التسليم المكتملة والدروس المستفادة والتوصيات للمشاريع المستقبلية.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة أو مجال ذي صلة؛ شهادة LEED مفضلة.
  • خبرة لا تقل عن 7 سنوات في إدارة التسليم أو الاختبار والتشغيل أو الأدوار ذات الصلة في مشاريع البنية التحتية أو الإنشاءات واسعة النطاق.

المهارات المطلوبة

  • معرفة قوية بعمليات الاختبار والتشغيل ومتطلبات تسليم الأصول ومعايير التوثيق.
  • إجادة استخدام متتبعات التسليم وسجلات المراقبة وإعداد التقارير التفصيلية.
  • مهارات تنظيمية ممتازة مع القدرة على إدارة أصول وأطراف متعددة في وقت واحد.
  • مهارات استثنائية في التواصل وإدارة أصحاب المصلحة لتسهيل التعاون بين المقاولين وفرق المشروع وفرق العمليات.
  • اهتمام قوي بالتفاصيل والقدرة على تحديد وحل النواقص أو الثغرات في التوثيق.

Job Description

Parsons is seeking an experienced Handover Manager (Saudi National) to join our PMCM team and oversee the testing, commissioning, and contract handover deliverables for large-scale infrastructure projects. The successful candidate will ensure that all assets are handed over in compliance with project requirements, stakeholder expectations, and operational readiness criteria. This role requires exceptional coordination, documentation, and stakeholder management to facilitate a seamless transition from project delivery to operations.

What You’ll Be Doing

  • Coordinate daily with project directors, contractors, and subcontractors on handover progress.
  • Maintain a clear, up-to-date asset handover tracker across all assigned assets.
  • Attend site meetings, inspections, and walkthroughs to verify handover readiness.
  • Review submitted testing and commissioning (T&C) plans and verify alignment with asset requirements.
  • Monitor and witness on-site commissioning activities as required.
  • Collect, review, and organize test reports, certificates, and checklists.
  • Raise any gaps, delays, or issues with T&C execution to the project manager.
  • Collate, review, and validate handover documentation packages, including as-built drawings, test results, commissioning certificates, warranties, guarantees, operation and maintenance (O&M) manuals, training manuals, and training attendance records (where applicable).
  • Provide feedback to contractors on deficiencies or missing documentation.
  • Coordinate with relevant stakeholders for inspections, approvals, and final signoffs.
  • Facilitate clear communication between project delivery and operations teams to reduce delays in asset acceptance.
  • Provide weekly updates summarizing handover and commissioning status, highlighting key risks, blockers, and unresolved items.
  • Submit a final report documenting all completed handovers, lessons learned, and recommendations for future projects.


What’s Required For The Role

  • Bachelor’s degree in Engineering or a related field; LEED certification is preferred.
  • 7+ years of experience in handover management, testing and commissioning, or related roles in large-scale infrastructure or construction projects.
  • Strong knowledge of testing and commissioning processes, asset handover requirements, and documentation standards.
  • Proficiency in managing handover trackers, monitoring logs, and preparing detailed reports.
  • Excellent organizational skills with the ability to manage multiple assets and stakeholders simultaneously.
  • Exceptional communication and stakeholder management skills to facilitate collaboration between contractors, project teams, and operations teams.
  • Strong attention to detail and the ability to identify and resolve documentation deficiencies or gaps.
  • Commitment to quality, safety, and compliance with project requirements and industry standards.
