تعلن شركة WSP in the Middle East عن توفر وظيفة Senior Traffic SME للعمل في الرياض، المملكة العربية السعودية. هذه فرصة قيادية رئيسية تشرف على جميع جوانب هندسة وإدارة المرور خلال مرحلتي الإنشاء والتشغيل لمشروع بنية تحتية نقل واسع النطاق.

المهام والمسؤوليات

  • قيادة مراجعة واعتماد والإشراف على خطط إدارة المرور المؤقتة والدائمة واستراتيجيات التحويل المروري.
  • ضمان امتثال تصاميم إدارة المرور للمعايير المحلية ومتطلبات المشروع وأفضل الممارسات الدولية.
  • التنسيق مع الجهات البلدية والمقاولين وإنفاذ المرور لتنفيذ التحويلات والمراحل المرورية بنجاح.
  • مراقبة والإشراف على تنفيذ إجراءات التحكم المروري في الموقع، مع ضمان السلامة وتقليل الاضطراب لمستخدمي الطريق.
  • تحديد وتخفيف المخاطر المتعلقة بالمرور، ودعم التنسيق البيني عبر المقاولين المتعددين ومناطق المشروع.
  • تقديم التوجيه الاستراتيجي بشأن تحسين تدفق المرور وتقليل الازدحام ووصول الجمهور أثناء الإنشاء.
  • قيادة تطوير خطط الاستجابة للحوادث وضمان الحفاظ على مسارات الطوارئ في جميع الأوقات.
  • توجيه الموظفين المبتدئين والمساهمة في بناء القدرات داخل فريق المشروع.
  • إعداد وتقديم التقارير الفنية ولوحات المعلومات والإحاطات لأصحاب المصلحة في المشروع.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو هندسة المرور أو مجال ذي صلة؛ يفضل درجة الماجستير.
  • خبرة لا تقل عن 15 عاماً في هندسة المرور، منها 5 سنوات على الأقل في دور كبير أو خبير موضوع (SME).
  • خبرة مثبتة في العمل على مشاريع بنية تحتية أو نقل واسعة النطاق داخل المملكة العربية السعودية أو دول مجلس التعاون الخليجي.
  • معرفة قوية بالأطر التنظيمية السعودية، بما في ذلك معايير وزارة النقل وأمانة الرياض والهيئة الملكية.
  • خبرة في إدارة المرور المؤقتة (TTM) ومراحل الإنشاء وتخفيف تأثير المرور.
  • إتقان استخدام برامج مثل AutoCAD وSynchro وSIDRA وVISSIM أو أدوات مماثلة.
  • مهارات تواصل كتابية وشفهية ممتازة باللغة الإنجليزية؛ اللغة العربية ميزة إضافية وليست إلزامية.
  • خبرة في التنسيق مع الجهات العامة والمقاولين وفرق الإشراف متعددة التخصصات.

Job Description

We are looking for a Senior Traffic Subject Matter Expert (SME) to join our Transport & Infrastructure team for a major project based in Riyadh, Saudi Arabia. This is a key leadership role responsible for overseeing all traffic engineering and traffic management aspects during the construction and operational phases of a large-scale transport infrastructure project.

Responsibilities

  • Lead the review, approval, and supervision of temporary and permanent traffic management plans and detour strategies.
  • Ensure traffic management designs are compliant with local standards, project-specific requirements, and international best practices.
  • Coordinate with municipal authorities, contractors, and traffic enforcement for successful implementation of traffic diversions and staging.
  • Monitor and supervise on-site implementation of traffic control measures, ensuring safety and minimal disruption to road users.
  • Identify and mitigate traffic-related risks, and support interface coordination across multiple contractors and project zones.
  • Provide strategic guidance on traffic flow optimization, congestion reduction, and public access during construction.
  • Lead the development of incident response plans and ensure emergency access routes are maintained at all times.
  • Mentor junior staff and contribute to capacity building within the project team.
  • Prepare and present technical reports, dashboards, and briefings to project stakeholders.


Qualifications

  • Bachelor’s degree in Civil Engineering, Traffic Engineering, or a related discipline; Master’s degree preferred.
  • Minimum 15 years of experience in traffic engineering, with at least 5 years in a senior or SME-level role.
  • Proven experience working on large-scale infrastructure or transport projects within Saudi Arabia or the GCC.
  • Strong knowledge of KSA regulatory frameworks, including MOT, Riyadh Municipality, and Royal Commission standards.
  • Expertise in temporary traffic management (TTM), construction staging, and traffic impact mitigation.
  • Proficiency in software such as AutoCAD, Synchro, SIDRA, VISSIM, or similar tools.
  • Excellent written and verbal communication skills in English; Arabic is a plus but not mandatory.
  • Experience coordinating with public sector authorities, contractors, and multidisciplinary supervision teams.
