المهام والمسؤوليات
- قيادة مسارات العمل المُسندة لدعم تحديث الاستراتيجية المؤسسية، بما يشمل توضيح المهام والأهداف الاستراتيجية وحافظات الخدمات ومحركات الإيرادات حسب الاقتضاء.
- ترجمة الأولويات الوطنية وأولويات المساهمين إلى خيارات واضحة ومفاضلات وتوصيات تسلسلية لتقديمها إلى قيادة الاستراتيجية.
- تطوير مساهمات على مستوى مسار العمل في خرائط الطريق الاستراتيجية متعددة السنوات، مع ضمان التوافق بين الطموح والقدرات والتمويل والجاهزية للتنفيذ.
- قيادة إعداد مخرجات التخطيط وإعداد التقارير للمجالات المُسندة، مع ضمان التجميع في الوقت المناسب وجودة المخرجات.
- دعم هيكلية مؤشرات الأداء الرئيسية للمجالات المُسندة من خلال تحديد المقاييس والملكية والخطوط الأساسية/المستهدفات وملاحظات الحوكمة.
- إعداد تحليلات عميقة للأداء وملخصات استثنائية مع توصيات قائمة على الأدلة وإجراءات تصحيحية.
- تتبع المبادرات والبرامج الاستراتيجية للمجالات المُسندة، وإدارة التبعيات، والتصعيد بحزم عند تعرض التنفيذ للخطر.
- تطوير وتحسين مخرجات نموذج التشغيل للمجالات المُسندة، بما يشمل صلاحيات اتخاذ القرار ومنتديات الحوكمة ومسارات الموافقة والواجهات البينية بين الوظائف وتوثيق الإجراءات.
- تحديد الاختناقات في التنفيذ واقتراح تحسينات عملية على انضباط الحوكمة والقوالب وسير العمل البيني.
- دمج معايير ومنهجيات الاستراتيجية عبر مخرجات مسارات العمل من خلال ضمان الجودة وحوكمة التوثيق.
- قيادة إعداد مواد اللجان للمواضيع المُسندة، بما يشمل مذكرات القرار والتحليلات العميقة للأداء وتقييمات المخاطر.
- تيسير ورش العمل البينية لتحقيق التوافق وحل النزاعات وضمان اتخاذ القرارات.
- التنسيق مع الجهات الحكومية والهيئات التنظيمية وأصحاب المصلحة في المنظومة حسب التوجيه لدعم التوافق والتنسيق في التنفيذ.
- يحتمل أن يكون لديك 0-2 موظفين مباشرين حسب الهيكل؛ قيادة الموارد المُسندة من خلال توقعات واضحة ومراجعات الجودة والتدريب.
- المساهمة في بناء القدرات من خلال التوجيه ودمج أساليب العمل المتسقة عبر الفريق.
- إدارة الاستشاريين الخارجيين في المهام المُسندة، مع ضمان ضمان الجودة ونقل المعرفة.
- تحديد المخاطر والتبعيات والفرص ضمن مسارات العمل المُسندة ودعم إجراءات التخفيف بوضوح في الملكية والجداول الزمنية.
- تتبع التقدم نحو النتائج/القيمة للمبادرات المُسندة وضمان رؤية القيادة للتأثير والتدخلات المطلوبة.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال أو السياسات العامة أو الاقتصاد أو الهندسة أو تخصص ذي صلة (يفضل درجة الماجستير).
- خبرة لا تقل عن 7 سنوات في الاستراتيجية أو التحول المؤسسي أو إدارة الأداء أو الاستشارات الإدارية، ويفضل في بيئات واسعة النطاق أو متعددة أصحاب المصلحة أو القطاع العام.
- سجل مثبت في إعداد مواد تنفيذية جاهزة وقيادة مسارات عمل متعددة الوظائف.
- التعرض للقطاع العام في دول مجلس التعاون الخليجي / المملكة العربية السعودية مفضل.

Corporate Strategy & Mandate
- Lead assigned workstreams supporting corporate strategy refresh, including mandate clarity, strategic objectives, services portfolio themes, and revenue levers where applicable
- Translate national and shareholder priorities into clear options, trade-offs, and sequencing recommendations for Strategy leadership
- Develop workstream-level contributions to multi-year strategic roadmaps, ensuring alignment between ambition, capacity, funding, and delivery readiness
- Lead delivery of planning and reporting inputs for assigned areas, ensuring timely consolidation and quality of submissions
- Support KPI architecture for assigned domains by defining measures, ownership, baselines/targets, and governance notes
- Produce performance deep dives and exception summaries with evidence-based recommendations and corrective actions
- Track strategic initiatives/programs for assigned areas, managing dependencies and escalating decisively where delivery is at risk
- Develop and improve operating model outputs for assigned areas, including decision rights, governance forums, approval pathways, cross-functional interfaces, and process documentation
- Identify execution bottlenecks and propose pragmatic improvements to governance discipline, templates, and cross-functional workflows
- Embed Strategy standards and methodologies across workstream outputs through quality assurance and documentation governance
- Lead preparation of committee materials for assigned topics, including decision memos, performance deep dives, and risk assessments
- Facilitate cross-functional workshops to drive alignment, resolve conflicts, and secure decisions
- Coordinate with relevant government entities, regulators, and ecosystem stakeholders as directed to support alignment and coordinated delivery
- May have 0-2 direct reports depending on structure; lead assigned resources through clear expectations, quality reviews, and coaching
- Contribute to capability building through mentoring and embedding consistent ways of working across the team
- Govern external consultants/advisors on assigned engagements, ensuring quality assurance and knowledge transfer
- Identify risks, dependencies, and opportunities within assigned workstreams and support mitigation actions with clear ownership and timelines
- Track progress toward outcomes/value for assigned initiatives and ensure leadership visibility on impact and required interventions
- Bachelor's degree in Business Administration, Public Policy, Economics, Engineering, or related discipline (Master's preferred)
- 7+ years of experience in strategy, enterprise transformation, performance management, or management consulting, ideally within large-scale, multi-stakeholder or public-sector environments
- Demonstrated track record delivering executive-ready materials and leading cross-functional workstreams
- GCC / KSA public-sector exposure preferred
