شركة بارسونز (Parsons Corporation) تبحث عن مدير للطاقة والمرافق (Director: Power & Utilities) للانضمام إلى فريق تسليم مشروع ضخم (Giga-Project) في الرياض، المملكة العربية السعودية، ضمن إطار رؤية 2030.

نبذة عن الوظيفة

يشغل مدير الطاقة والمرافق أعلى سلطة تقنية ومالية وتشغيلية، ويكون مسؤولاً عن الإمداد المتواصل ونقل وتوزيع الطاقة الكهربائية الاستراتيجي في كامل نطاق المدينة. يتولى هذا القائد التنفيذي، الذي تتطلب خبرته أكثر من 20 عاماً، الإشراف على انتقال شبكات الجهد العالي الضخمة من فرق الإنشاء إلى التشغيل الحي، مع التركيز على مرونة الشبكة وإدارة الأصول عالية الأحمال والأتمتة الصناعية والمواءمة العميقة مع أطر الاستدامة الوطنية لحماية استثمارات البنية التحتية التي تبلغ قيمتها مليارات الدولارات.

المهام والمسؤوليات

  • توجيه العمليات الاستراتيجية وسلامة الأصول والصيانة الوقائية لجميع المحطات الفرعية وخطوط النقل وشبكات التوزيع ذات الجهد العالي (HV) والفائق الارتفاع (EHV) والمتوسط (MV) في جميع أنحاء المدينة.
  • العمل كحلقة وصل تنفيذية رئيسية مع شركات الكهرباء الوطنية وهيئات المياه والطاقة والمسؤولين الوزاريين للتفاوض على اتفاقيات شراء الطاقة بالجملة وهياكل التعرفة وتخصيصات الأحمال طويلة الأجل.
  • تصميم وإنفاذ بروتوكولات التكرار العالمية للشبكة وسير عمل التعافي من الكوارث واستراتيجيات التوليد الاحتياطي الثقيلة لضمان إمداد طاقة بدون انقطاع للمناطق الترفيهية والصناعية والسكنية الحيوية.
  • وضع وقيادة الاستراتيجيات الهندسية الشاملة للبنية التحتية للطاقة، مع تحسين التكلفة الإجمالية للملكية (TCO) عبر الملايين من عُقد أصول المرافق.
  • التعاون مع قسم تخطيط دورة حياة الأصول (LCP) لوضع خطط استبدال رأس المال طويلة الأمد (CARP) للأصول الأساسية مثل المحولات العملاقة وقواطع الدائرة ومصفوفات العدادات الذكية.
  • الشراكة مع فرق التقنية لتوجيه نشر وإدارة أنظمة SCADA ومستشعرات إنترنت الأشياء الصناعية (IIoT) والبنية التحتية المتقدمة للعدادات (AMI) لجمع بيانات الشبكة الذكية في الوقت الفعلي.
  • الإشراف على التكامل الكامل لبيانات استهلاك المرافق مع قسم المالية المؤسسية، مما يتيح التتبع الآلي واسترداد نفقات المرافق.
  • تزويد مدير رسوم الخدمة بنماذج استهلاك الطاقة المدققة لضمان الدقة في الرسوم المشتركة للبنية التحتية وأطر الفوترة للمشغلين التجاريين والمستأجرين والتطويرات الفرعية.
  • التحقق من تحويل جداول استهلاك أصول المرافق طويلة الأمد بدقة إلى صناديق استدامة مجتمعية لمنع العجز الرأسمالي خلال دورات استبدال الشبكة المستقبلية.
  • العمل كسلطة التوقيع الفني النهائي في لجنة تسليم المراحل (Stage-Gate Handover Committee)، مع الإشراف على عملية الإحالة الرسمية من المقاولين إلى التشغيل الحي للمدينة.
  • وضع قواعد صارمة للاختبار والتشغيل والتحقق، مع ضمان امتثال جميع إعدادات الحماية واختبارات العزل وتجارب الأحمال للمعايير الهندسية الدولية قبل الاعتماد التشغيلي.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة الكهربائية أو هندسة الطاقة أو تخصص كمي هندسي ذي صلة من مؤسسة معتمدة.
  • تفضيل قوي لدرجة الماجستير في الهندسة الكهربائية أو الإدارة الهندسية أو ماجستير إدارة الأعمال (MBA) من مؤسسة معترف بها عالمياً.
  • الشهادات المهنية: وضع نشط كمهندس معتمد (CEng) أو مهندس محترف (PE) أو ما يعادله. وتُعتبر الشهادات المتقدمة في إدارة الأصول (مثل دبلوم IAM أو CAMA) ميزة كبيرة.
  • خبرة لا تقل عن 20 عاماً من القيادة المتميزة والمتدرجة في مرافق الكهرباء الوطنية أو التطويرات العقارية العملاقة أو المدن الذكية المخططة.
  • 8 سنوات على الأقل في منصب تنفيذي أول أو مدير، مع إدارة فرق ضخمة متعددة التخصصات وميزانيات تشغيلية للمرافق بملايين الدولارات (OPEX/CAPEX).
  • سجل حافل في قيادة التسليم التشغيلي والتكامل الشبكي لمشاريع البنية التحتية المدنية العملاقة أو محطات توليد الطاقة أو الشبكات الكهربائية الإقليمية.
  • خبرة واسعة في التفاوض على اتفاقيات تجارية عالية القيمة ومسارات الامتثال التنظيمي مع الحكومات الوطنية وجهات تنظيم المرافق العامة وأصحاب المصلحة المؤسسيين.

المهارات المطلوبة

  • إتقان تقني عميق لتحليل أنظمة الطاقة ونمذجة استقرار الشبكة وهندسة الحماية وهندسة الشبكات الذكية.

The Director for Power is the ultimate technical, financial, and operational authority responsible for the uninterrupted supply, transmission, and strategic distribution of electrical energy across the entire city footprint.

With a mandate requiring over 20 years of distinguished experience, this executive-level leader oversees the transition of massive high-voltage electrical networks from construction teams into live operations. This role focuses on grid resilience, high-load asset management, industrial automation, and deep alignment with national sustainability frameworks to safeguard multi-billion-dollar infrastructure investments.

Key Responsibilities

  • Master Grid Governance & Utility Operations
  • Direct the strategic operation, asset integrity, and preventative maintenance of all high-voltage (HV), extra-high-voltage (EHV), and medium-voltage (MV) electrical sub-stations, transmission lines, and distribution networks city-wide.
  • Serve as the principal executive liaison with national electricity companies, water and power authorities, and ministry officials to negotiate bulk power purchase agreements, tariff structures, and long-term load allocations.
  • Design and enforce world-class grid redundancy protocols, disaster recovery workflows, and heavy-duty backup generation strategies to guarantee zero-downtime power supply to mission-critical entertainment, industrial, and residential zones.
  • High-Load Asset Lifecycle & System Integration
  • Establish and drive the overarching engineering strategies for energy infrastructure, optimizing Total Cost of Ownership (TCO) across millions of utility asset nodes.
  • Collaborate with the Asset Lifecycle Planning (LCP) division to map out multi-decade Capital Asset Replacement Plans (CARP) for core utility assets, including massive transformers, switchgears, and smart metering matrices.
  • Partner with technology teams to direct the deployment and governance of Supervisory Control and Data Acquisition (SCADA) systems, Industrial Internet of Things (IIoT) sensors, and Advanced Metering Infrastructure (AMI) for real-time smart grid data collection.
  • Financial Cross-Charging & Sinking Fund Alignment
  • Oversee the end-to-end integration of utility usage data with the corporate finance division, enabling the automated tracking and recovery of utility expenses.
  • Provide the Service Charge Director with audited energy-consumption models to ensure precise infrastructure cross-charging and utility billing frameworks for commercial operators, tenants, and distinct sub-developments.
  • Verify that long-term utility asset depreciation timelines are accurately converted into community sinking funds to prevent capital deficits during future network replacement cycles.
  • Stage-Gate Acceptance & Capital Handover
  • Act as the ultimate technical sign-off authority on the Stage-Gate Handover Committee, overseeing the formal "Vesting" of transport, civil, and power utilities from contractors over to live city operations.
  • Formulate rigorous Testing & Commissioning verification rules, ensuring that all protection settings, insulation tests, and load-bank trials are fully compliant with international engineering standards prior to operational adoption.


Job Requirements & Qualifications

Education & Professional Credentials

  • Bachelor’s Degree in Electrical Engineering, Power Engineering, or a highly relevant quantitative engineering discipline from an accredited institution.
  • Master’s Degree in Electrical Engineering, Engineering Management, or an MBA from a globally recognized institution is highly preferred.
  • Professional Certifications: Active status as a Chartered Engineer (CEng), Professional Engineer (PE), or equivalent senior registration. Advanced credentials in Asset Management (such as IAM Diploma or CAMA) are a significant advantage.


Experience

  • Minimum of 20+ years of progressive, distinguished leadership experience within national power utilities, mega-scale real estate developments, or master-planned smart cities.
  • At least 8 years in a senior executive or director-level capacity, managing massive, multi-disciplinary teams and multi-million-dollar utility operating budgets (OPEX/CAPEX).
  • Proven track record of spearheading the operational handover and grid integration of giga-scale civil infrastructure projects, power generation plants, or regional electrical grids.
  • Extensive experience negotiating high-value commercial agreements and regulatory compliance pathways with national governments, public utility regulators, and corporate stakeholders.


Technical & Soft Skills

  • Deep technical command over power system analysis, grid stability modeling, protection engineering, and smart grid architectures.
  • Executive-level fluency in industrial operational technologies, including SCADA, Energy Management Systems (EMS), and SAP Enterprise Asset Management (EAMS) interfaces.
  • Exceptional executive presence and stakeholder management skills, with a demonstrated ability to influence state-level utility boards, corporate executives, and international operating partners.
