شركة Parsons Corporation تبحث عن Senior Director: Mobility Planner للعمل في الرياض، المملكة العربية السعودية، ضمن فريق تكامل التسليم لمشروع ضخم يهدف إلى إعادة تعريف معايير التطوير والابتكار بما يتماشى مع رؤية المملكة 2030.

المهام والمسؤوليات

  • الإشراف المباشر على العمليات اليومية وجدولة النقل وإدارة أسطول جميع أنظمة النقل العام والخاص، بما في ذلك الحافلات والسكك الخفيفة/المونوريل والتنقل الصغير وشبكات النقل الجماعي ذاتية القيادة.
  • إدارة تنفيذ أطر التنقل النشط، بما في ذلك ممرات المشاة وشبكات الدراجات والبنية التحتية لمشاركة السكوتر، لضمان التكامل التام بين المراكز الحضرية الرئيسية والمناطق الترفيهية.
  • تخطيط النقل للمناسبات ذات الكثافة العالية، وتصميم نماذج تحويل حركة المرور للحشود الكبيرة، واستراتيجيات "اركن وانطلق"، وزيادة مرونة النقل لاستيعاب الأحمال القصوى للزوار.

  • التعاون مع مركز العمليات الرقمية للمدينة للاستفادة من بيانات تدفق المرور في الوقت الفعلي، وخرائط الازدحام بالذكاء الاصطناعي، وحلقات استشعار إنترنت الأشياء (IoT) لتحسين حركة المركبات على مستوى المدينة.
  • العمل كسلطة فنية لمواقف السيارات الذكية، ودمج أنظمة التوجيه الآلي للمواقف (PGS)، والفواتير الآلية، والتعرف على لوحات الأرقام (LPR)، وشبكات شحن السيارات الكهربائية (EV) مع شبكة التنقل الأوسع.
  • تحويل سجلات استخدام وسائل النقل المتعددة وبيانات تذاكر النقل العام إلى نماذج مالية آلية لفرق التمويل المؤسسي.
  • تزويد مدير تكلفة الخدمة بمقاييس مراجعة لاستخدام وسائل النقل لضمان التوزيع العادل لتكاليف البنية التحتية بين المناطق التجارية والموضوعات الترفيهية والأماكن.
  • التعاون مع قسم تخطيط دورة حياة الأصول (LCP) لوضع خطط استبدال الأصول الرأسمالية متعددة العقود (CARP) للبنية التحتية الأساسية للتنقل (مثل أساطيل النقل، ومصفوفات الشحن الذكية، والإشارات، وخوادم ITS).
  • التعاون مع فريق SAP-EAMS لضمان تخصيص معرّف رقمي دقيق لكل مركبة وشاحن ومستشعر مرور ومحطة نقل، لتمكين الصيانة التنبؤية المبنية على البيانات.
  • العمل كحارس بوابة التنقل الأساسي في لجنة تسليم المراحل (Stage-Gate)، ومراجعة تقييمات تأثير المرور (TIAs) والجاهزية متعددة الوسائط قبل تشغيل الممرات أو الطرق المنشأة حديثاً.
  • وضع قواعد صارمة للاختبار والتحقق من التشغيل لجميع أساطيل النقل وشبكات برمجيات ITS الذكية قبل اعتمادها التشغيلي الكامل من المقاولين والموردين.

الشروط والمتطلبات

  • درجة البكالوريوس في تخطيط النقل أو الهندسة المدنية أو التصميم الحضري أو هندسة المرور أو تخصص كمي تقني ذي صلة من مؤسسة معتمدة.
  • درجة الماجستير في هندسة النقل أو التنقل الذكي أو التخطيط الحضري أو ماجستير إدارة الأعمال (MBA) من مؤسسة معترف بها عالمياً (يفضل بشدة).
  • شهادات مهنية: تسجيل مهني كبير نشط مثل مهندس معتمد (CEng) أو مهندس محترف (PE) أو شهادة من المعهد الأمريكي للمخططين المعتمدين (AICP) / معهد مهندسي النقل (ITE).
  • خبرة لا تقل عن 25 عاماً في أدوار قيادية متميزة في تخطيط النقل الحضري متعدد الوسائط أو هندسة المرور واسعة النطاق أو عمليات التنقل الذكي للمدن.
  • ما لا يقل عن 8 سنوات في منصب تنفيذي أو مدير أول، مع إدارة مباشرة لفرق نقل متعددة التخصصات وميزانيات تشغيل ورأسمالية بملايين الدولارات (OPEX/CAPEX).
  • سجل حافل في قيادة الإعداد التشغيلي أو توجيه الشبكات أو دمج شبكات النقل الجماعي الضخمة بعد البناء، أو منصات اختبار المركبات ذاتية القيادة، أو أطر حركة المرور الذكية.
  • خبرة عميقة في التعامل مع لوجستيات التنقل الصغير، وتحديات كهربة الأساطيل، وإدارة حركة المرور من جانب الطلب، وأهداف رؤية السعودية 2030 للاستدامة والمدن الذكية.

المهارات المطلوبة

  • إتقان فني عميق لبرمجيات محاكاة تدفق المرور الكلي والجزئي (مثل PTV VISSIM وVISUM وSynchro أو منصات مكافئة).
  • طلاقة على المستوى التنفيذي في تقنيات النقل التشغيلية، بما في ذلك نظم معلومات الأساطيل (fleet telematics)، ومحركات تحصيل الأجرة الآلي (AFC)، وتكاملات SAP لإدارة أصول المؤسسات (EAMS).

The Senior Director: Mobility Planner is the ultimate technical, operational, and strategic authority responsible for the end-to-end planning, efficiency, and day-to-day management of the city’s multi-modal mobility network.

With a mandate requiring extensive distinguished leadership experience, this executive-level leader oversees the live operations of the entire transportation ecosystem. This includes public transit systems, autonomous shuttle corridors, active mobility trails, parking networks, micro-mobility, and intelligent traffic management systems. Sitting firmly within the O&M division, this role focuses on maximizing network throughput, minimizing congestion, deploying next-generation smart-city mobility technologies, and ensuring safe, seamless, and sustainable journeys for millions of annual residents and visitors.

Key Responsibilities

  • Multi-Modal Network & Transit Operations (O&M)
  • Direct the daily operations, transit scheduling, and fleet management of all public and private transportation systems, including buses, light rail/monorail, micro-mobility, and autonomous mass transit networks.
  • Oversee the strategic implementation of active mobility frameworks, managing pedestrian corridors, bike networks, and scooter-sharing infrastructure to ensure perfect connectivity between major city hubs and entertainment districts.
  • Serve as the principal authority for high-footfall event transport planning, designing mega-crowd traffic diversion models, park-and-ride strategies, and flexible transit surges to handle peak visitor loads seamlessly.
  • Formulate robust emergency transportation plans, network redundancy routes, and incident-response protocols to guarantee zero-disruption mobility during grid failures or civil emergencies.
  • Intelligent Transportation Systems (ITS) & Traffic Engineering
  • Direct the operational deployment and tuning of the city's Intelligent Transportation Systems (ITS), including adaptive traffic signals, automated speed enforcement, and real-time transit information displays.
  • Partner with the digital city operations hub to leverage real-time traffic flow telemetry, predictive AI congestion mapping, and IoT sensor loops to optimize vehicle movements city-wide.
  • Act as the technical authority for the city's smart car parks, integrating automated parking guidance systems (PGS), automated billing, license plate recognition (LPR), and electric vehicle (EV) charging grids with the broader mobility network.
  • Financial Cost Recovery & Asset Integration
  • Translate multi-modal usage logs, public transit ticketing data, and shared mobility fees into automated financial models for corporate finance teams.
  • Provide the Service Charge Director with audited transit-wear metrics to ensure equitable infrastructure cross-charging, charging commercial zones, theme parks, and venues their fair share for the mobility infrastructure feeding their districts.
  • Collaborate with the Asset Lifecycle Planning (LCP) division to map out multi-decade Capital Asset Replacement Plans (CARP) for core mobility infrastructure (e.g., transit fleets, smart charging arrays, signals, and ITS servers).
  • Partner with the SAP-EAMS team to ensure every vehicle, charging dock, traffic sensor, and transit station is assigned a flawless digital ID for data-driven, predictive maintenance scheduling.
  • Stage-Gate Handover & Design Advisory
  • Serve as the primary mobility gatekeeper on the Stage-Gate Handover Committee, auditing traffic impact assessments (TIAs) and multi-modal readiness before newly constructed transit corridors or roads transition into live city operations.
  • Formulate rigorous testing and commissioning verification rules for all transit fleets and smart ITS software networks prior to full operational adoption from builders and vendors.


Job Requirements & Qualifications

Education & Professional Credentials

  • Bachelor’s Degree in Transportation Planning, Civil Engineering, Urban Design, Traffic Engineering, or a highly relevant quantitative technical discipline from an accredited institution.
  • Master’s Degree in Transportation Engineering, Smart Mobility, Urban Planning, or an MBA from a globally recognized institution is highly preferred.
  • Professional Certifications: Active senior professional registration, such as a Chartered Engineer (CEng), Professional Engineer (PE), or certification from the American Institute of Certified Planners (AICP) / Institute of Transportation Engineers (ITE).


Experience

  • 25+ years of progressive, distinguished leadership experience in multi-modal urban transit planning, large-scale traffic engineering, or smart city mobility operations.
  • At least 8 years in a senior executive or director-level capacity, directly managing multi-disciplinary transport teams and multi-million-dollar mobility operational and capital budgets (OPEX/CAPEX).
  • Proven track record of spearheading the operational setup, network routing, or post-construction integration of giga-scale mass transit networks, autonomous vehicle testbeds, or smart-city traffic frameworks.
  • Deep experience navigating micro-mobility logistics, fleet electrification challenges, demand-side traffic management, and Saudi Arabia's Vision 2030 sustainability and smart city targets.


Technical & Soft Skills

  • Deep technical command over macro and micro traffic simulation modeling software (e.g., PTV VISSIM, VISUM, Synchro, or equivalent platforms).
  • Executive-level fluency in transport operational technologies, including fleet telematics, automated fare collection (AFC) engines, and SAP Enterprise Asset Management (EAMS) integrations.
  • Exceptional executive presence and stakeholder management skills, with a demonstrated ability to present complex multi-modal transit strategies and traffic data to financial executives, corporate boards, and state-level ministries.
