تعلن شركة Parsons عن توفر فرصة وظيفية لمهندس مقيم أول للإنشاءات (Senior Resident Construction Engineer) للعمل في الجوف الصناعية، المملكة العربية السعودية. ستعمل على ضمان التزام المقاولين والمقاولين من الباطن بمتطلبات السلامة والجودة والتعاقد والفنية، مع الحفاظ على جداول المشاريع والميزانية وضوابط المخاطر، كما ستقود فرق المشروع وتشرف على الأنشطة طوال دورة حياة المشروع لتحقيق التسليم الناجح والتشغيل.

المهام والمسؤوليات

  • مراقبة وضمان تحقيق المقاول لأهداف المشروع وأعماله مثل مؤشرات الأداء الرئيسية (KPI)، والسلامة، والجودة، والوقت، والميزانية، وأي متطلبات أخرى لضمان تحقيق الأهداف.
  • عقد وترؤس الاجتماعات وورش العمل الدورية اللازمة لتسليم الأعمال وفق معايير الجودة المتفق عليها، وبأمان ضمن الميزانيات والجداول الزمنية المتفق عليها.
  • العمل بروح الفريق، وتطوير علاقات عمل مع المرؤوسين والمقاولين.
  • تقديم التوجيه في إدارة المشاريع لتفسير المواصفات والإجراءات والطرق والجداول والإنتاجية. مراجعة التضاربات أو النزاعات لحل المشكلات المتعلقة بأداء المقاول وتحديد أفضل الخيارات.
  • الإشراف على مهندسي الإنشاءات المقيمين (المعماري، المدني، الكهربائي، الميكانيكي) وموظفي الدعم الإداري.
  • استلام وبدء توجيه جميع المراسلات والتسليمات بين المقاول والمالك.
  • مراجعة المخططات التنفيذية/مخططات حسب الموقع، وتسليمات المواد، والتوضيحات الفنية أو التعاقدية المقدمة من المقاول، والتنسيق وتوجيهها للموافقات من الإدارات المختلفة أو المستخدم النهائي.
  • مراجعة والتوصية بالموافقة على الفواتير الشهرية للمقاول وتقارير التقدم.
  • الكشف الاستباقي عن المشكلات المحتملة في أداء المقاول وفق الجداول الزمنية أو المواصفات المتفق عليها.
  • حل المشكلات مع المقاولين والإدارات الأخرى وأصحاب المصلحة لتحديد ما إذا كانت الإجراءات المقترحة مناسبة وتحقق أهداف المشروع.
  • التنسيق مع أقسام التصميم والهندسة والمشتريات والتشغيل والمستخدمين النهائيين وإدارات العميل الأخرى لحل المشكلات الفنية وإدارة واجهات الإنشاء.
  • دعم مدير الإنشاءات المقيم الأول في إدارة العقود، بما في ذلك مراقبة أوامر التغيير والمطالبات والتأخيرات ومسائل تمديد الوقت (EOT) والامتثال التعاقدي للمقاول.
  • أي مهام أخرى تُرى ضرورية لتحقيق النجاح في الدور ومتطلبات جهة العميل.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية / الإنشائية أو مجال ذي صلة من جامعة غربية.
  • خبرة لا تقل عن 10 سنوات في مجال الإنشاءات، منها 5 سنوات على الأقل في إدارة المشاريع أو إدارة الإنشاءات مباشرة على مجموعة متنوعة من المشاريع الإنشائية/البنية التحتية الهامة - الطرق، الجسور، المرافق، السكنية، التجارية، التعليمية، المرافق الصحية، الصناعية وغيرها، مع إلمام كامل بجميع أشكال طرق وتقنيات ومواصفات وممارسات الإنشاء، وضبط الجودة وإدارة التغيير.
  • يفضل الحصول على عضوية مهنية أو شهادة مهنية معترف بها في إدارة المشاريع، مثل المهندس المعتمد (CEng)، أو رخصة المهندس المحترف (PE)، أو شهادة مدير المشاريع المحترف (PMP).
  • خبرة عمل ومعرفة عامة بممارسات الإنشاء متعددة الحرف والتخصصات - وفي بيئة متعددة الثقافات.
  • إجادة اللغة الإنجليزية تحدثاً وكتابة - إلزامي.
  • المعرفة ببرامج MS Office، MS Project، Primavera، MS Word، Excel، PowerPoint.
  • يجب أن يكون قادراً على الحصول على رخصة قيادة سعودية.

المهارات المطلوبة

  • يفضل خبرة دولية لا تقل عن 5 سنوات.
  • إجادة اللغة العربية تحدثاً وكتابة - مرغوب فيه.
  • مهارات قيادية وإشرافية قوية.
  • مهارات حل المشكلات والتواصل الفعال.
  • القدرة على العمل ضمن فريق متعدد التخصصات وفي بيئة متعددة الثقافات.

Job Description

Parsons is looking for an amazingly talented Senior Resident Construction Engineer to join our team! In this role, you will ensure contractors and subcontractors perform in accordance with safety, quality, contractual, and technical requirements while maintaining project schedules, budgets, and risk controls and provide leadership to project teams, acts as a key client interface, and oversees project activities throughout the full project life cycle to achieve successful completion and operational handover.

What You’ll Be Doing

  • Monitors and ensures Contractor meets and fulfills project and business goals such as Key Performance Indicators (KPI), safety, quality, time, budget or any other requirement to ensure goals are met.
  • Initiates and chairs regular meetings and workshops required to deliver the works to the agreed quality standards, safely within agreed budgets and timeframes
  • Team player, develops working relationships with subordinates and contractors
  • Provides project management guidance in interpretation of specifications, procedures, methods, schedule, and productivity. Reviews clashes and or conflicts to resolve problems with contractor performance to determine best options.
  • Supervises the Resident Construction Engineers (Arch, Civil, Elec, Mech) and administrative support staff.
  • Receives initiates and routes all correspondence and submittals between Contractor and Owner.
  • Reviews shop drawings / as-built drawings, material submittals and technical or contractual clarifications submitted by contractor, and coordinates and routes for various Departmental or End User approvals.
  • Reviews and recommends approval of Contractor's Monthly Invoices and Progress reports.
  • Proactively detect potential problems in contractor performance to agreed schedules or specifications.
  • Problem solver with contractors, other departments and stake holders to determine whether actions proposed are appropriate and meet the project goals for resolution.
  • Coordinates with design, engineering, procurement, operations, End Users, and other Client departments to resolve technical issues and manage construction interfaces.
  • Supports the Senior Resident Construction Manager in contract administration, including monitoring change orders, claims, delays, Extension of Time (EOT)T matters, and Contractor contractual compliance.
  • Any other duties that are deemed to be necessary to successfully fulfill the role and requirements of the client organization.


What Required Skills You’ll Bring

  • Bachelor’s Degree in Civil / Structural Engineering or relevant field from a Western University.
  • Minimum 10 years of construction experience, of which at least 5 years must be direct Project Management or Construction Management responsibility on a variety of significant Construction/Infrastructure Projects - roads, bridges, utilities, residential, commercial, educational, health facilities, industrial etc. fully conversant with all forms of construction methods, techniques, codes and practices, quality control measures and management of change.
  • Professional membership or recognized professional/project management certification is desirable, such as Chartered Engineer (CEng), Professional Engineer (PE) license, or Project Management Professional (PMP) certification.
  • Working experience and general knowledge of multi-craft and multi-discipline construction practices - and in a multi-cultural environment.
  • Fluent in English - oral and written, is mandatory.
  • Knowledgeable with MS Office software, MS Project, Primavera, MSWord, Excel, Power Point.
  • Must be able to obtain Saudi Driver License.
