Job Description
Parsons is looking for an amazingly talented
Traffic Signal Operations Engineer to join our team! In this role, you will support the day-to-day operational performance of Riyadh’s signalized intersections and corridors by monitoring traffic conditions, reviewing signal phasing and timing, identifying deficiencies, and implementing approved timing improvements through the traffic signal control system.
This is a hands-on traffic-operations role. You will work closely with senior signal timing engineers, adaptive/ATMS specialists, TCC operators, field technicians, and RCRC engineers to move signal management from reactive response toward continuous, data-driven performance improvement.
What You’ll Be Doing
- Monitor signalized intersections and corridors using the traffic signal control system, CCTV, performance dashboards, detector information, field observations, and other available operational data.
- Review signal phasing, sequence, splits, cycle lengths, offsets, clearance intervals, recalls, detector settings, and controller operating parameters to identify operational issues and improvement opportunities.
- Develop and implement approved traffic signal timing adjustments for isolated intersections and coordinated corridors under established change-control procedures.
- Conduct before-and-after observations to confirm that timing changes improve queues, delay, progression, throughput, and overall traffic operations without creating unacceptable secondary impacts.
- Support corridor progression and green-wave optimization through review of offsets, travel times, platoon movement, and coordination plans.
- Identify split failures, excessive queues, wasted green time, poor detector operation, coordination breakdowns, recurring congestion, and other signal-performance deficiencies.
- Use ATSPM and high-resolution controller data, where available, to evaluate arrivals on green/red, phase utilization, split performance, detector activity, and other operational measures.
- Coordinate with field maintenance teams when detector failures, controller faults, communication problems, cabinet issues, or other equipment conditions affect traffic operations.
- Support adaptive signal operations by reviewing system performance, verifying controller and detection inputs, and escalating abnormal behavior to the appropriate specialist.
- Assist with implementation and monitoring of special-event plans, incident-response timing plans, emergency vehicle preemption, transit signal priority, and other priority operations.
- Maintain clear records of timing changes, operational observations, reasons for intervention, approval status, and measured outcomes for shift handover and future reference.
- Conduct field visits during peak periods to validate system observations and identify operational issues not evident from central monitoring tools.
- Support development of standard timing practices, signal operations procedures, corridor playbooks, performance thresholds, and TCC operational documentation.
- Provide technical support and knowledge sharing to TCC operators and junior traffic engineers on signal operations and controller behavior.
- Participate in regular signal-performance reviews and recommend locations requiring more detailed engineering analysis or geometric improvement.
What Required Skills You’ll Bring
- Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, or a closely related discipline.
- 3+ years of hands-on experience in traffic signal timing, signal operations, traffic engineering, or Traffic Control Center support.
- Working knowledge of traffic signal phasing, timing plans, cycle lengths, splits, offsets, coordination, clearance intervals, recalls, detector operations, and basic controller logic.
- Demonstrated experience monitoring and implementing traffic signal timing improvements in live operations.
- Familiarity with coordinated arterial operations and the relationship between intersection timing and corridor progression.
- Ability to interpret traffic counts, queues, travel times, CCTV observations, detector data, controller status information, and signal-performance measures.
- Experience with traffic signal central systems, ATMS platforms, or controller software used to view and modify signal timing parameters.
- Strong troubleshooting skills and ability to distinguish timing-related issues from detection, communications, controller, geometry, or demand problems.
- Ability to work effectively in a TCC environment and conduct field observations during peak periods or special operations when required.
- Good written and verbal communication skills in English and disciplined documentation of operational changes.
What Desired Skills You’ll Bring
- Experience with TransSuite, McCain controllers, Econolite, Siemens/Yunex, SCATS, SCOOT, or other major signal-control platforms.
- Experience with Synchro/SimTraffic, ATSPM tools, high-resolution signal data, or adaptive signal control systems.
- Previous traffic signal operations experience in Saudi Arabia, the GCC, or another large metropolitan network.
- Experience with emergency vehicle preemption, transit signal priority, special-event timing, incident response, or queue-management strategies.
- Professional certification such as PTOE, PTP, or equivalent is an advantage.
- Arabic language skills are desirable but not required.
