نبذة عن الوظيفة

تبحث Parsons عن مهندس أنظمة نقل ذكية (ITS) موهوب للانضمام إلى الفريق. ستدعم تخطيط وتحديد المواصفات ومراجعة التصاميم والتنفيذ والاختبار والإشراف الإنشائي لأنظمة النقل الذكية المنتشرة على شبكة طرق الرياض وبيئة مركز التحكم المروري. ستعمل على واجهات ميدانية ومركزية، وتراجع الطلبات الفنية، وتساعد في التحقق من أن أجهزة ITS والاتصالات واللوحات الكهربائية والطاقة وواجهات البرمجيات والبنية التحتية الداعمة قد صُممت ونُفذت وفقاً لمتطلبات المشروع والمعايير المعتمدة واحتياجات هيئة تطوير الرياض (RCRC).

المهام والمسؤوليات

  • إعداد ومراجعة المواصفات الفنية ومعايير التصميم والمخططات والجداول ومتطلبات المعدات لأنظمة ITS والبنية التحتية المرتبطة.
  • مراجعة طلبات التصميم من المقاولين والاستشاريين للتأكد من مطابقتها للمتطلبات المعتمدة وهندسة النظام والمواصفات والمعايير وقابلية التنفيذ والاحتياجات التشغيلية.
  • دعم تصميم وتنفيذ أنظمة كاميرات المراقبة (CCTV)، وكشف المركبات، والرادار، وتحليلات الفيديو، ولوحات الرسائل المتغيرة (DMS/VMS)، والاتصالات، واللوحات الميدانية، وأنظمة الطاقة، والمراقبة البيئية، ومعلومات المسافرين، وتطبيقات ITS الأخرى.
  • مراجعة هندسة النظام ومعلومات التحكم بالواجهات ومخططات الشبكة وتخطيطات الأجهزة وتصاميم الاتصالات ومتطلبات الطاقة وجداول المعدات.
  • المشاركة في التحقيقات الميدانية للتحقق من الظروف القائمة وتوفر الاتصالات وقيود المرافق ومواقع المعدات ومساحة اللوحات والطاقة والرؤية والوصول وقابلية التنفيذ.
  • دعم إعداد التعليقات الفنية ومصفوفات المراجعة وسجلات عدم المطابقة والملاحظات الميدانية والتوصيات الهندسية.
  • مراقبة أنشطة بناء وتركيب ITS والتحقق من أن التنفيذ الميداني يتوافق مع وثائق التصميم المعتمدة ومتطلبات الشركة المصنعة.
  • تنسيق الواجهات الفنية بين معدات ITS الميدانية وإشارات المرور وشبكات الاتصالات ومنصات ATMS/iNET وأنظمة مراكز التحكم المروري (TCC) وأصحاب المصلحة الخارجيين.
  • مراجعة طلبات المواد والمخططات التفصيلية وبيانات الطرق وطرق التنفيذ وتفاصيل التركيب وإجراءات الاختبار ووثائق التشغيل.
  • المشاركة في اختبارات القبول في المصنع واختبارات القبول الميداني واختبارات التكامل والتشغيل وأنشطة الجاهزية التشغيلية.
  • دعم حل المشكلات الميدانية والتكاملية أثناء الإنشاء والاختبار وبدايات التشغيل.
  • التحقق من وثائق ما بعد الإنشاء وجرد المعدات وسجلات التكوين ونتائج الاختبار ومواد التسليم قبل قبول النظام.
  • المساهمة في إرشادات ITS والمواصفات وإجراءات التشغيل والصيانة وأطر التنفيذ وتقارير التقييم الفني المعدة لصالح RCRC.
  • التنسيق مع متخصصي الطرق وإشارات المرور والاتصالات والأمن السيبراني والكهرباء والمدني وتشغيل مراكز التحكم المروري لحل مشكلات الواجهات متعددة التخصصات.
  • البقاء على اطلاع على تقنيات ITS الناشئة وتقديم توصيات عملية لنشر أنظمة قابلة للتوسع والتشغيل البيني والصيانة في الرياض.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة الكهربائية أو هندسة الإلكترونيات أو هندسة الاتصالات أو هندسة الحاسوب/الأنظمة أو الهندسة المدنية/النقل أو تخصص وثيق الصلة.
  • خبرة لا تقل عن 7 سنوات في تصميم أنظمة ITS والمواصفات الفنية ومراجعة التصاميم ودعم الإنشاء وتكامل الأنظمة والاختبار أو التشغيل.
  • خبرة مثبتة في أنظمة ITS الميدانية مثل CCTV والكشف ولوحات DMS/VMS والاتصالات واللوحات الكهربائية والطاقة أو تقنيات إدارة المرور المماثلة.
  • خبرة في إعداد أو مراجعة المواصفات الفنية والمخططات والمخططات التفصيلية وطلبات المواد وطرق التنفيذ ووثائق الاختبار.
  • معرفة عملية بشبكات اتصالات ITS وأنظمة الألياف الضوئية وبروتوكول Ethernet/IP واللوحات الميدانية وتوزيع الطاقة والتأريض والمتطلبات البيئية واعتبارات الأمن السيبراني الأساسية.
  • فهم لمفاهيم تكامل الأنظمة والواجهات وتبادل البيانات وأنظمة إدارة المرور المركزية.
  • القدرة على إجراء التفتيش الميداني وتقييم جودة التركيب وقابلية التنفيذ والامتثال والجاهزية التشغيلية.
  • مهارات قوية في الكتابة الفنية والقدرة على توثيق تعليقات التصميم والملاحظات الميدانية ونتائج الاختبار والإجراءات التصحيحية بوضوح.
  • القدرة على تفسير المخططات الهندسية والمواصفات وصحائف بيانات المعدات ووثائق هندسة النظام.
  • مهارات قوية في العمل الجماعي والتنسيق عبر تخصصات الهندسة المدنية والكهربائية والاتصالات والبرمجيات وهندسة المرور.

المهارات المطلوبة

  • خبرة سابقة في مشاريع ITS في المملكة العربية السعودية أو دول مجلس التعاون الخليجي.
  • الإلمام بمعايير NTCIP و ONVIF و SNMP وتكامل REST/API و DATEX II أو غيرها من معايير ITS والاتصالات ذات الصلة.
  • خبرة مع مراكز التحكم المروري ومنصات ATMS و iNET و TransSuite أو برامج إدارة المرور المماثلة.
  • خبرة مع أنظمة المرور التكيفية وقياس المنحدرات وأولوية مركبات الطوارئ وأولوية إشارات النقل العام والكشف الآلي عن الحوادث أو تطبيقات المركبات المتصلة.
  • التسجيل الهندسي المهني أو شهادة ذات صلة في ITS أو الشبكات تعتبر ميزة.
  • مهارات اللغة العربية مرغوبة ولكنها غير مطلوبة.

Job Description

Parsons is looking for an amazingly talented ITS Engineer to join our team! In this role, you will support the planning, specification, design review, implementation, testing, and construction oversight of Intelligent Transportation Systems deployed across Riyadh’s road network and Traffic Control Center environment.

You will work across field and central-system interfaces, reviewing technical submissions and helping verify that ITS devices, communications, cabinets, power, software interfaces, and supporting infrastructure are designed and constructed in accordance with project requirements, applicable standards, and RCRC operational needs.

What You’ll Be Doing

  • Prepare and review technical specifications, design criteria, drawings, schedules, and equipment requirements for ITS systems and associated infrastructure.
  • Review contractor and consultant design submissions for compliance with approved requirements, system architecture, specifications, standards, constructability, and operational needs.
  • Support design and implementation of CCTV, vehicle detection, radar, video analytics, DMS/VMS, communications, field cabinets, power systems, environmental monitoring, traveler information, and other ITS applications.
  • Review system architecture, interface-control information, network diagrams, device layouts, communications designs, power requirements, and equipment schedules.
  • Participate in site investigations to verify existing conditions, communications availability, utility constraints, equipment locations, cabinet space, power, visibility, access, and constructability.
  • Support preparation of technical comments, review matrices, non-conformance records, site observations, and engineering recommendations.
  • Monitor ITS construction and installation activities and verify that field implementation is consistent with approved design documents and manufacturer requirements.
  • Coordinate technical interfaces between ITS field equipment, traffic signals, communications networks, ATMS/iNET platforms, TCC systems, and external stakeholders.
  • Review material submittals, shop drawings, method statements, installation details, test procedures, and commissioning documentation.
  • Participate in factory acceptance tests, site acceptance tests, integration testing, commissioning, and operational-readiness activities.
  • Support troubleshooting of field and integration issues during construction, testing, and early operations.
  • Verify as-built documentation, equipment inventories, configuration records, test results, and handover material before system acceptance.
  • Contribute to ITS guidelines, specifications, O&M procedures, implementation frameworks, and technical assessment reports prepared for RCRC.
  • Coordinate with roadway, traffic signal, communications, cybersecurity, electrical, civil, and TCC operations specialists to resolve multidisciplinary interface issues.
  • Maintain awareness of emerging ITS technologies and provide practical recommendations for scalable, interoperable, and maintainable deployments in Riyadh.


What Required Skills You’ll Bring

  • Bachelor’s degree in Electrical Engineering, Electronics Engineering, Communications Engineering, Computer/Systems Engineering, Civil/Transportation Engineering, or a closely related discipline.
  • 7+ years of experience in ITS design, technical specifications, design review, construction support, system integration, testing, or commissioning.
  • Demonstrated experience with field ITS systems such as CCTV, detection, DMS/VMS, communications, cabinets, power, or comparable traffic-management technologies.
  • Experience preparing or reviewing technical specifications, drawings, shop drawings, material submittals, method statements, and test documentation.
  • Working knowledge of ITS communications networks, fiber-optic systems, Ethernet/IP, field cabinets, power distribution, grounding, environmental requirements, and basic cybersecurity considerations.
  • Understanding of system integration concepts, interfaces, data exchange, and central traffic-management systems.
  • Ability to conduct field inspections and evaluate installation quality, constructability, compliance, and operational readiness.
  • Strong technical writing skills and ability to document design comments, field observations, test findings, and corrective actions clearly.
  • Ability to interpret engineering drawings, specifications, equipment datasheets, and system architecture documentation.
  • Strong teamwork and coordination skills across civil, electrical, communications, software, and traffic engineering disciplines.


What Desired Skills You’ll Bring

  • Previous ITS project experience in Saudi Arabia or the GCC.
  • Familiarity with NTCIP, ONVIF, SNMP, REST/API integration, DATEX II, or other relevant ITS and communications standards.
  • Experience with traffic control centers, ATMS platforms, iNET, TransSuite, or comparable traffic-management software.
  • Experience with adaptive traffic systems, ramp metering, emergency vehicle preemption, transit signal priority, automated incident detection, or connected-vehicle applications.
  • Professional engineering registration or relevant ITS/network certification is an advantage.
  • Arabic language skills are desirable but not required.
