تسعى WSP in the Middle East إلى تعيين مهندس سلامة وصحة مهنية (HSE Engineer) ذي خبرة عالية للانضمام إلى فريق الإشراف على مشروع طرق سريعة رئيسي في الرياض، المملكة العربية السعودية. سيلعب المرشح دوراً محورياً في ضمان الامتثال لأعلى معايير الصحة والسلامة والبيئة طوال مراحل تنفيذ المشروع.

المهام والمسؤوليات

  • مراقبة وإنفاذ الامتثال لخطط وإجراءات ومعايير السلامة والصحة والبيئة الخاصة بالمشروع.
  • إجراء تفتيشات وتدقيقات وتقييمات سلامة دورية في مواقع البناء النشطة.
  • مراجعة ومراقبة وثائق السلامة والصحة والبيئة الخاصة بالمقاول، بما يشمل تقييم المخاطر، بيانات طرق العمل، خطط الرفع، خطط إدارة المرور، خطط الاستجابة للطوارئ.
  • ضمان الامتثال للوائح الصحة والسلامة والبيئة في المملكة العربية السعودية، بالإضافة إلى متطلبات العميل والمشروع.
  • تحديد الممارسات غير الآمنة، الظروف غير الآمنة، والمخاطر البيئية، وضمان اتخاذ الإجراءات التصحيحية الفورية.
  • المشاركة في تحقيقات الحوادث، تحليل الأسباب الجذرية، وتطوير الإجراءات التصحيحية والوقائية.
  • مراقبة أداء المقاول بناءً على مؤشرات الأداء الرئيسية (KPIs) وأهداف السلامة والصحة والبيئة للمشروع.
  • حضور اجتماعات التقدم، التنسيق، التوعية (toolbox)، والسلامة مع المقاولين وأصحاب المصلحة وممثلي العميل.
  • التحقق من أن جميع الأفراد مدربون ومنخرطون ومؤهلون بشكل مناسب للمهام المسندة إليهم.
  • مراقبة أنشطة العمل التي تتضمن الحفر، تشغيل المعدات الثقيلة، أعمال الرفع، إدارة المرور المؤقتة، الأماكن المغلقة، وغيرها من أنشطة البناء عالية المخاطر.
  • إعداد تقارير تفتيش السلامة، تقارير الملاحظات، تقارير عدم المطابقة، وملخصات الأداء الشهرية.
  • تعزيز ثقافة سلامة إيجابية عبر المشروع ودعم مبادرات السلامة السلوكية.
  • مراقبة الامتثال البيئي فيما يخص إدارة النفايات، التحكم بالغبار، إدارة الضوضاء، منع التلوث، ومتطلبات الاستدامة.
  • التواصل مع ممثلي العميل والجهات التنظيمية والمقاولين وأصحاب المصلحة في جميع الأمور المتعلقة بالسلامة والصحة والبيئة.
  • مساعدة المهندس المقيم ومدير الإنشاءات في تحقيق أهداف السلامة للمشروع والحفاظ على ثقافة انعدام الضرر.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة، الصحة والسلامة المهنية، الهندسة البيئية، أو تخصص ذي صلة.
  • شهادات مهنية في السلامة والصحة المهنية مثل NEBOSH International General Certificate، NEBOSH Diploma، IOSH، أو ما يعادلها.
  • شهادات إضافية في التحقيق في الحوادث، تقييم المخاطر، أو التدقيق تعتبر ميزة إضافية.
  • خبرة مهنية لا تقل عن 12 عاماً في مجال الصحة والسلامة والبيئة.
  • خبرة مثبتة في مشاريع إنشاء الطرق السريعة الرئيسية.
  • خبرة سابقة في العمل لدى استشاري هندسي أو مستشار إشراف موقع تعتبر مرغوبة للغاية.
  • خبرة مثبتة في العمل على مشاريع داخل المملكة العربية السعودية.
  • معرفة قوية باللوائح السعودية ومتطلبات مشاريع البنية التحتية ومعايير السلامة والصحة والبيئة الدولية.
  • خبرة في إدارة أداء المقاولين في مجال السلامة والصحة والبيئة ضمن مشاريع البنية التحتية واسعة النطاق.
  • الإلمام بالمشاريع التي تشمل إنشاء طرق وتقاطعات وجسور وتحويل مرافق وإدارة مرور وأعمال بنية تحتية مرتبطة.

المهارات المطلوبة

  • فهم ممتاز لأنظمة إدارة الصحة والسلامة والبيئة في البناء.
  • معرفة قوية بتقنيات تقييم المخاطر وتحديد المخاطر.
  • القدرة على إجراء التفتيشات والتدقيقات والتحقيقات في الحوادث بفعالية.
  • مهارات قوية في كتابة التقارير والتواصل.
  • القدرة على التأثير والتوجيه وإشراك فرق المشروع والمقاولين لتحسين أداء السلامة.
  • مهارات قوية في التعامل مع الأطراف المعنية وإدارة أصحاب المصلحة.
  • إتقان استخدام تطبيقات Microsoft Office وأنظمة الإبلاغ عن السلامة والصحة والبيئة.
  • إجادة اللغة الإنجليزية. مهارات اللغة العربية تعتبر ميزة إضافية.

Job Description

WSP is seeking a highly experienced HSE Engineer to join our Construction Supervision team on a major Roads & Highways project in Riyadh, Saudi Arabia. The successful candidate will play a key role in ensuring the highest standards of health, safety, and environmental compliance are maintained throughout project execution.

Working as part of the Engineer's site supervision team, the HSE Engineer will monitor construction activities, ensure contractor compliance with project HSE requirements, and support the delivery of a safe working environment in accordance with Saudi Arabian regulations, client requirements, and international best practices.

Responsibilities

  • Monitor and enforce compliance with project-specific HSE plans, procedures, and standards.
  • Conduct regular site inspections, audits, and safety assessments across active construction areas.
  • Review and monitor contractor HSE documentation, including risk assessments, method statements, lifting plans, traffic management plans, and emergency response plans.
  • Ensure compliance with Saudi Arabian health, safety, and environmental regulations, as well as client and project requirements.
  • Identify unsafe acts, unsafe conditions, and environmental risks, ensuring prompt corrective actions are implemented.
  • Participate in incident investigations, root cause analysis, and the development of corrective and preventive measures.
  • Monitor contractor performance against Key Performance Indicators (KPIs) and project HSE objectives.
  • Attend progress, coordination, toolbox, and safety meetings with contractors, stakeholders, and client representatives.
  • Verify that all personnel are appropriately trained, inducted, and competent for their assigned roles.
  • Monitor work activities involving excavation, heavy plant operations, lifting activities, temporary traffic management, confined spaces, and other high-risk construction activities.
  • Prepare HSE inspection reports, observation reports, non-conformance reports, and monthly performance summaries.
  • Promote a positive safety culture across the project and support behavioural safety initiatives.
  • Monitor environmental compliance relating to waste management, dust control, noise management, pollution prevention, and sustainability requirements.
  • Liaise with client representatives, regulatory authorities, contractors, and project stakeholders on all HSE-related matters.
  • Assist the Resident Engineer and Construction Manager in achieving project safety objectives and maintaining a zero-harm culture.


Qualifications

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
  • Professional HSE certifications such as NEBOSH International General Certificate, NEBOSH Diploma, IOSH, or equivalent.
  • Additional certifications in incident investigation, risk assessment, or auditing would be an advantage.
  • Minimum 12 years of professional HSE experience.
  • Proven experience on major Roads & Highways construction projects.
  • Previous experience working for an engineering consultancy or site supervision consultant is highly desirable.
  • Demonstrated experience working on projects within Saudi Arabia (KSA).
  • Strong knowledge of Saudi regulations, infrastructure project requirements, and international HSE standards.
  • Experience managing contractor HSE performance on large-scale infrastructure projects.
  • Familiarity with projects involving road construction, interchanges, bridges, utility diversions, traffic management, and associated infrastructure works.


Skills & Competencies

  • Excellent understanding of construction health, safety, and environmental management systems.
  • Strong knowledge of risk assessment and hazard identification techniques.
  • Ability to conduct site inspections, audits, and incident investigations effectively.
  • Strong report writing and communication skills.
  • Ability to influence, coach, and engage project teams and contractors to improve safety performance.
  • Strong interpersonal and stakeholder management skills.
  • Proficient in Microsoft Office applications and HSE reporting systems.
  • Fluent in English. Arabic language skills would be advantageous.
