تعلن الاتصالات السعودية (stc) عن توفر فرصة وظيفية في الرياض لشغل منصب مدير قسم تخطيط وتمكين خدمات المحطات الفضائية والأرضية، وذلك لإدارة أنشطة التخطيط والتمكين التقني والجاهزية للتنفيذ في هذا المجال الحيوي.

نبذة عن الوظيفة

يتولى شاغل المنصب مسؤولية إدارة تخطيط وتمكين خدمات المحطات الفضائية والأرضية، وضمان المواءمة بين متطلبات الأعمال والقدرات التقنية والجاهزية البنية التحتية والتشغيل. يؤدي مهامه وفق السياسات والإجراءات المعتمدة.

المهام والمسؤوليات

  • إدارة أنشطة تخطيط وتمكين خدمات المحطات الفضائية/الأرضية لدعم أولويات الأعمال والأهداف التشغيلية.
  • قيادة أنشطة التخطيط والتنسيق والجاهزية للتنفيذ عبر الجهات المعنية الداخلية والخارجية.
  • ضمان الامتثال للسياسات والإجراءات التنظيمية والمعايير الفنية.
  • دفع التحسين المستمر لعمليات التخطيط والتمكين.
  • العمل كنقطة اتصال وحيدة لأنشطة التخطيط والتمكين للمحطات الفضائية والأرضية.
  • تجميع متطلبات الأعمال في خطط فنية وبنية تحتية وسعة.
  • تطوير خرائط طريق فنية وخطط تنفيذ تدعم أولويات الأعمال.
  • تنسيق أنشطة التخطيط مع قطاعات التقنية والبنية التحتية والشركاء الخارجيين.
  • إدارة الطلب الفني وجدولة التنفيذ وتحديد الأولويات.
  • قيادة تقييمات الجدوى الفنية والتحقق من الحلول.
  • تنسيق التكامل والاختبار والجاهزية للتنفيذ عبر الأنظمة والمنصات.
  • مراقبة تقدم التنفيذ والمخاطر الفنية وأنشطة النشر.
  • تطوير حوكمة التخطيط والوثائق الفنية ومعايير التنفيذ.
  • تنسيق جاهزية البنية التحتية وتخطيط السعة.
  • مراقبة التطورات في القطاع وتقديم توصيات تدعم نمو الأعمال المستقبلي.
  • تحديد الأهداف ومؤشرات الأداء الرئيسية لأعضاء القسم وضمان تطبيق نظام إدارة الأداء في stc.
  • توجيه تخطيط وتخصيص موارد القسم بما يتوافق مع متطلبات العمل.
  • ضمان تطوير القدرات من خلال التدريب والمشاركة المستمرة للمعرفة.
  • أداء المهام والمسؤوليات الأخرى ذات الصلة حسب توجيه المدير المباشر.

الشروط والمتطلبات

  • خبرة لا تقل عن 6 سنوات في المجال ذي الصلة.
  • خبرة سابقة في تخطيط الشبكات، أو تمكين الخدمات، أو التخطيط الفني، أو البنية التحتية للاتصالات، ويفضل في قطاع الاتصالات.
  • درجة البكالوريوس في هندسة الاتصالات أو الهندسة الكهربائية.
  • شهادات مهنية: PMP و ITIL Foundation.

المهارات المطلوبة

  • معرفة بتخطيط الشبكات.
  • معرفة بتمكين الخدمات.

Job Purpose

The role holder is responsible for managing the planning, technical enablement, and implementation readiness of Space and Ground Station services, ensuring alignment between business requirements, technology capabilities, infrastructure readiness, and operational deployment. The role holder shall carry out his duties in accordance with the stipulated business policies and procedures.

Job Responsibility

Strategic And Managerial Responsibilities

  • Manage the Space / Ground Stations Services Planning & Enablement activities to support business priorities and operational objectives.
  • Lead planning, coordination, and implementation readiness activities across internal and external stakeholders.
  • Ensure compliance with organizational policies, procedures, and technical standards.
  • Drive continuous improvement across planning and enablement processes.

Core Responsibilities

  • Act as the single point of contact for Space and Ground Station planning and enablement activities.
  • Consolidate business requirements into technical, infrastructure, and capacity plans.
  • Develop technical roadmaps and implementation plans supporting business priorities.
  • Coordinate planning activities with Technology, Infrastructure, and external partners.
  • Manage technical demand, implementation planning, and prioritization activities.
  • Lead technical feasibility assessments and solution validation.
  • Coordinate integration, testing, and implementation readiness across systems and platforms.
  • Monitor implementation progress, technical risks, and deployment activities.
  • Develop planning governance, technical documentation, and implementation standards.
  • Coordinate infrastructure readiness and capacity planning.
  • Monitor industry developments and recommend improvements supporting future business growth.

People Management Responsibilities

  • Defines goals and key performance indicators for members of the section and ensures effective application of the stc performance management process.
  • Directs planning and allocation of section resources in line with business requirements.
  • Ensures capability development through coaching and continuous knowledge sharing.
  • Performs other responsibilities and tasks related to the job as directed by line manager.

  • Minimum of 6 years of experience in the relevant field.

Nature Of Experience

  • Prior experience in Network Planning, Service Enablement, Technical Planning, or Telecommunications Infrastructure, preferably within the telecommunications industry.
