شركة الاتصالات السعودية (stc) تبحث عن مدير قسم تخطيط وتصميم متكامل للأقمار الصناعية (Satellite Planning & Integrated Design Section Manager) في مدينة الرياض.

نبذة عن الوظيفة

يتولى شاغل الوظيفة مسؤولية تخطيط وتحسين البنية التحتية لخدمات الأقمار الصناعية لضمان السعة والمرونة والأداء والتوافق مع متطلبات الأعمال. كما ينسق شاغل الوظيفة تخطيط الاستثمارات، والتكامل الشبكي، والامتثال التنظيمي، وحوكمة الهندسة، وتسليم المشاريع لضمان خدمات أقمار صناعية موثوقة ومستقبلية. ويؤدي مهامه وفقاً للسياسات والإجراءات المعتمدة.

المهام والمسؤوليات

  • إعداد النفقات الرأسمالية السنوية للبنية التحتية لخدمات الأقمار الصناعية (GEO وMEO وLEO).
  • تحليل خطط البنية التحتية لخدمات الأقمار الصناعية لضمان توافق متطلبات النقل والشبكات البصرية.
  • التنسيق مع جميع فرق أصحاب المصلحة (WBU وCBU وEBU وRoyal وSTS والبنية التحتية) لتقييم توقعات مشاريع الصوت والنطاق العريض لخدمات الأقمار الصناعية.
  • مراجعة تقارير سعة الشبكة واستخدامها وأدائها للأقمار الصناعية لضمان السعة الكافية وجاهزية الخدمة.
  • تحسين الاستثمارات وقيادة تطور البنية التحتية لخدمات الأقمار الصناعية لتحسين كفاءة الشبكة ومرونتها وتغطيتها.
  • قيادة تخطيط وتنفيذ خارطة الطريق لتقنيات الأقمار الصناعية من الجيل التالي المعتمدة، بما يضمن التوافق مع أولويات الأعمال وأهداف التحول الشبكي.
  • تطوير وصيانة استراتيجية البنية التحتية لخدمات الأقمار الصناعية، بما في ذلك التحديث والتوسع واستخدام الطيف وتطور التقنيات.
  • مراقبة أداء وتوفر البنية التحتية لخدمات الأقمار الصناعية وضمان الامتثال لمؤشرات أداء الخدمة وتنفيذ خطط التحسين عند الحاجة.
  • التعاون مع فرق التنظيم وإدارة الطيف لضمان التوافق والكفاءة في تخطيط وترخيص واستخدام البنية التحتية لخدمات الأقمار الصناعية.
  • الإشراف على تصميم شبكات الوصول والنقل للأقمار الصناعية GEO/MEO/LEO، بما في ذلك جميع متطلبات التكامل.
  • دمج أنظمة الأقمار الصناعية متعددة المدارات بسلاسة مع البنية التحتية الأرضية.
  • دعم الشراكات وقيادة تحسينات الشبكات الساتلية وضمان التوافق التقني عبر الوظائف لتحقيق أمن الشبكة وقابلية التوسع والجاهزية المستقبلية.
  • مراجعة المعايير وضمان الامتثال التنظيمي لجميع مشاريع الأقمار الصناعية.
  • تنسيق متطلبات الحيز الفضائي مع فرق الطلب التجاري والتنظيمية ذات الصلة لمشاريع الأقمار الصناعية.
  • ضمان تضمين قواعد هيئة الاتصالات والفضاء والتقنية (CST) والمتطلبات التنظيمية في جميع مشاريع الأقمار الصناعية بدعم من الفرق التنظيمية.
  • تطوير وإدارة مبادرات التحسين الهندسي التي تعزز تسليم بيانات الأعمال (SoW) الأساسية والنقل، وتقليل رفض اختبار قبول الأداء (PAT) وتعزيز جودة البيانات والدقة الهندسية.
  • الحفاظ على مؤشر جودة البيانات (DQHI) وتحسينه لأنظمة CDE المرتبطة بأنظمة ISOW للأقمار الصناعية.
  • تنفيذ ضوابط جودة البيانات (DQG) في أنظمة ISOW للأقمار الصناعية والحفاظ على متطلبات تحسين جودة البيانات.
  • حل وتتبع الحالات الحرجة لأداء التقنية المعلقة مع إدارات البنية التحتية بالتنسيق مع أصحاب المصلحة المعنيين.
  • المتابعة والتحكم والإبلاغ من البداية إلى النهاية لبيانات الأعمال المتكاملة حتى اختبار قبول الأداء/التسليم (PAT/HO) إلى هندسة النظم المتقدمة (SEA).
  • توحيد دراسة المرونة بحيث تكون مماثلة ومتوافقة مع العمليات لتجنب اكتشاف حالات فشل بعد النشر.

الشروط والمتطلبات

  • خبرة لا تقل عن 6 سنوات في مجال البنية التحتية لخدمات الأقمار الصناعية ضمن قطاع الاتصالات.
  • درجة البكالوريوس في هندسة الاتصالات أو الهندسة الإلكترونية.
  • شهادات إضافية حسب ما يرد في الإعلان الأصلي.

Job Purpose

The role holder is responsible for planning and optimizing Satellite Services Infrastructure to ensure capacity, resilience, performance, and alignment with business requirements. The role holder coordinates investment planning, network integration, regulatory compliance, engineering governance, and project delivery to ensure reliable and future-ready satellite services. The role holder shall carry out his duties in accordance with the stipulated business policies and procedure.

Job Responsibility

  • Prepare the annual CAPEX for Satellite Services Infrastructure (GEO, MEO, and LEO)
  • Analyze Satellite Services Infrastructure plans to ensure transport, and optical network requirements are aligned.
  • Coordinate with all stakeholders teams including WBU, CBU, EBU, Royal, STS, and Infra to assess voice and broadband project forecasts for Satellite services.
  • Review network capacity, utilization, and performance reports for Satellite to ensure adequate capacity and service readiness.
  • Optimize investments and drive the evolution of Satellite services infrastructure to improve network efficiency, resilience, and coverage.
  • Lead the planning and execution of the rollout roadmap for approved next-generation satellite technologies, ensuring alignment with business priorities and network transformation objectives.
  • Develop and maintain the Satellite Services Infrastructure strategy, including modernization, expansion, spectrum utilization, and technology evolution.
  • Monitor Satellite Services Infrastructure performance and availability, ensuring compliance with service KPIs and implementing optimization plans where required.

Job Responsibility (cont.)

  • Collaborate with regulatory and spectrum management teams to ensure the alignment and efficiency for Satellite Services Infrastructure planning, licensing, and utilization
  • Oversee the design of GEO/MEO/LEO satellite access and transport networks, including all integration requirements.
  • Integrate multi-orbit satellite systems seamlessly with terrestrial infrastructure.
  • Support partnerships, drive satellite network improvements, and ensure cross-functional technology alignment to achieve network security, scalability, and future readiness.
  • Review standards and ensure regulatory compliance for all satellite projects.
  • Coordinate space segment requirements with the related business demand and regulatory teams for satellite projects.
  • Ensure CST rules and regulatory requirements are incorporated into all satellite projects with the support of regulatory teams.
  • Develop and govern engineering improvement initiatives that enhance Core and Transport SoWs delivery, minimize PAT rejections, and strengthen data quality and engineering accuracy.
  • Maintain and Enhance Data Quality Health Index (DQHI) for CDE’s related to satellite ISOW Systems.
  • Implement DQG controls into Satellite ISOW Systems and maintain Data Quality enhancement requirements.
  • Solve & track Technology Performance critical cases that are pending with infra departments in coordination with concerned stakeholders.
  • End-to-End Tracking, Controlling, and Reporting functionalities for the integrated SOWs till PAT/HO to SEA
  • Unify the resiliency study to be similar and aligned with operations to avoid failure scenarios cases discovery after the deployment.
