شركة بارسونز (Parsons Corporation) تبحث عن مدير تسليم (Handover Manager) للبنية التحتية للمرافق للعمل في مشروع القدية بالرياض.

نبذة عن الوظيفة

مدير التسليم مسؤول عن إدارة انتقال أصول المرافق الرئيسية من مرحلة البناء والتشغيل إلى مرحلة التشغيل الفعلي، لضمان استيفاء جميع متطلبات التسليم المتعلقة بالجودة والامتثال البيئي والاستدامة، وتوثيقها وقبولها من قبل العميل وفرق التشغيل.

المهام والمسؤوليات

  • تطوير وإدارة خطة التسليم للمشروع بما يتوافق مع معايير المرافق والمتطلبات التنظيمية.
  • تحديد نطاق التسليم والمعالم الرئيسية ومعايير القبول للجودة والبيئة والاستدامة.
  • التنسيق مع فرق الهندسة والبناء والتشغيل والصحة والسلامة والبيئة والتشغيل والصيانة لمواءمة توقعات التسليم.
  • التخطيط والإشراف على مراجعات الجاهزية وعمليات التدقيق قبل التسليم وأنشطة القبول النهائي.
  • ضمان استيفاء جميع متطلبات ضمان الجودة ومراقبة الجودة قبل التسليم، والتحقق من مطابقة الأصول للمخططات والمواصفات المعتمدة.
  • التأكد من استيفاء الالتزامات البيئية وشروط التصاريح وتوثيقها، وإجراء عمليات التفتيش النهائية مع الجهات التنظيمية.
  • التحقق من تحقيق أهداف الاستدامة وتوثيقها، وجمع الأدلة للشهادات البيئية، ودعم إعداد تقارير الكربون والاستدامة.
  • قيادة تجميع ومراجعة وتسليم جميع وثائق التسليم، وضمان تكاملها مع أنظمة إدارة الأصول.
  • العمل كنقطة اتصال رئيسية لفرق التشغيل خلال مرحلة التسليم، وتنظيم تدريب موظفي التشغيل والصيانة.
  • تسهيل حل المشكلات العالقة والعيوب وفجوات التوثيق التي قد تعيق قبول الأصول أو الامتثال التنظيمي.
  • تقديم تحديثات حالة التسليم والمخاطر وتقييمات الجاهزية لقادة المشروع وممثلي العميل.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة (مدني، ميكانيكي، كهربائي، بيئي) أو إدارة الإنشاءات أو العلوم البيئية أو أي تخصص ذي صلة (يفضل).
  • مزيج معادل من التعليم والخبرة ذات الصلة في مجال المرافق سينظر فيه.
  • خبرة لا تقل عن 10 سنوات في مشاريع المرافق أو البنية التحتية (نقل وتوزيع الكهرباء، المحطات الفرعية، خطوط الأنابيب، محطات المعالجة، محطات الضخ، الشبكات).
  • خبرة مثبتة في أدوار إغلاق المشاريع أو التشغيل أو التسليم.
  • خلفية قوية في ضمان/مراقبة الجودة والامتثال البيئي في مشاريع الإنشاءات أو المشاريع الرأسمالية.
  • يفضل بشدة خبرة في أطر الاستدامة أو أنظمة التصنيف على مشاريع البنية التحتية أو المرافق.

المهارات المطلوبة

  • فهم قوي لدورة حياة مشاريع المرافق من التصميم إلى التشغيل والتسليم.
  • معرفة بممارسات ضمان/مراقبة الجودة وأنظمة التفتيش ومتطلبات اختبار أصول وأنظمة المرافق.
  • الإلمام بالتشريعات البيئية والتصاريح ومتطلبات المراقبة ذات الصلة بالمرافق.
  • فهم مبادئ ومقاييس الاستدامة في البنية التحتية (الطاقة، الكربون، المياه، المواد، المرونة).
  • مهارات تنظيمية وتنسيقية ممتازة، والقدرة على إدارة كميات كبيرة من الوثائق وواجهات متعددة.
  • مهارات قوية في التواصل وإدارة أصحاب المصلحة، بما في ذلك تسهيل المراجعات والتفاوض عند التسليم.
  • الكفاءة في استخدام أدوات المشروع الشائعة وأنظمة إدارة الوثائق؛ خبرة في BIM أو GIS أو EAM Systems مفيدة.

Job Description

Parsons is seeking a highly accomplished and results-oriented Handover Manager to join our pivotal team on the prestigious Qiddiya Project in Riyadh.

The Handover Manager is responsible for managing the transition of major utility assets from construction and commissioning into operations. This role ensures that all handover requirements related to quality, environmental compliance, and sustainability commitments are fully met, properly evidenced, and accepted by the client and operations teams.

Working across multi-disciplinary project teams, the Handover Manager oversees the close-out process, coordinates documentation and certifications, and ensures the receiving Operations & Maintenance O&M teams have the information, training, and records needed to operate assets safely, compliantly, and sustainably.

What You'll Be Doing

  • Handover Planning & Coordination
  • Develop and maintain the project Handover Management Plan, aligned with utilities’ standards and regulatory requirements.
  • Define handover scope, milestones, and acceptance criteria for quality, environmental, and sustainability deliverables.
  • Coordinate with Engineering, Construction, Commissioning, HSE, Environmental, and O&M teams to align handover expectations.
  • Plan and manage readiness reviews, pre-handover audits, and final acceptance activities.
  • Quality Assurance / Quality Control (QA/QC)
  • Ensure all QA/QC requirements are met prior to handover.
  • Verify that installed assets match approved drawings, specifications, and equipment data sheets.
  • Support or lead final quality and system walkdowns with client, independent certifiers, and regulators where required.
  • Environmental Compliance
  • Ensure all project environmental obligations and permit conditions are met and documented at handover.
  • Confirm as-built environmental controls are in place and functioning.
  • Coordinate final environmental inspections and audits with regulatory authorities and client representatives.
  • Ensure environmental risks and residual obligations are clearly communicated to O&M teams.
  • Sustainability & ESG Deliverables
  • Verify achievement and documentation of project sustainability objectives and commitments.
  • Coordinate evidence collection for sustainability certifications where applicable.
  • Ensure operations teams receive sustainability-related performance baselines, models, and guidance for ongoing performance.
  • Support preparation of as-built carbon and sustainability performance reports for internal and external stakeholders.
  • Documentation & Information Management
  • Lead compilation, review, and submission of all handover documentation.
  • Ensure documentation meets client, regulatory, and corporate standards, and is structured for integration into asset management systems.
  • Work with document control and digital teams to ensure handover packages are complete, consistent, and traceable.
  • Interface with Operations & Stakeholders
  • Act as primary point of contact for Operations during the handover phase, clarifying requirements and acceptance criteria.
  • Organize and track training for O&M staff on new systems, equipment, and environmental/sustainability obligations.
  • Facilitate resolution of outstanding issues, defects, or documentation gaps that could impede asset acceptance or regulatory compliance.
  • Present handover status updates, risks, and readiness assessments to project leadership and client representatives.


What Required Skills You'll Bring

  • Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, Environmental), Construction Management, Environmental Science, or related discipline preferred.
  • Equivalent combination of education and relevant utilities experience will be considered.
  • Minimum 10 years of experience in utilities or infrastructure projects (electric T&D, substations, pipelines, treatment plants, pumping stations, networks).
  • Demonstrated experience in project close-out, commissioning, or handover roles.
  • Strong background in QA/QC and environmental compliance on construction or capital projects.
  • Experience with sustainability frameworks or rating systems on infrastructure or utility projects is highly desirable.


What Desired Skills You'll Bring

  • Strong understanding of the utilities project lifecycle from design to commissioning and handover.
  • Knowledge of QA/QC practices, inspection regimes, and test requirements for utility assets and systems.
  • Familiarity with environmental legislation, permitting, and monitoring requirements relevant to utilities.
  • Understanding of sustainability principles and metrics in infrastructure (energy, carbon, water, materials, resilience).
  • Excellent organizational and coordination skills; able to manage large volumes of documentation and multiple interfaces.
  • Strong communication and stakeholder management skills, including facilitation of reviews and negotiations at handover.
  • Proficiency with common project tools document management systems; experience with BIM, GIS, or EAM systems is beneficial.
  • Detail-oriented, proactive, and able to work under time pressure to meet regulatory and contractual deadlines.

  • Completeness and quality of handover documentation at the agreed handover dates.
  • Number and severity of open snags/defects at practical completion and final acceptance.
  • Compliance with environmental permit conditions and absence of post-handover non-compliances.
  • Achievement and verification of sustainability targets and certifications.
  • Operations team satisfaction with the quality of handover and readiness of assets.
