المهام والمسؤوليات
- دعم تنفيذ وصيانة نظام إدارة الجودة للمشروع (QMS).
- مراقبة الامتثال لخطة الجودة وإجراءاتها ومواصفاتها ومعاييرها ومتطلبات العقد.
- تقديم دعم متخصص في الجودة لفرق الهندسة والبناء والمشتريات والتشغيل وإدارة المشروع.

- مراقبة سجلات الجودة وتقارير الفحص ونتائج الاختبار وموافقات المواد ووثائق الجودة الأخرى.
- تحديد مخاطر الجودة والاتجاهات وأوجه القصور المتكررة وحالات عدم المطابقة المحتملة.
- دعم تطوير وتنفيذ الإجراءات التصحيحية والوقائية.
- مراجعة تقارير عدم المطابقة (NCRs) والملاحظات وأوجه القصور ومخاوف الجودة ومراقبة إغلاقها في الوقت المناسب.

- مراجعة أنظمة إدارة الجودة وخطط الجودة للمقاولين والمقاولين من الباطن.

- دعم تسليم المشروع وإغلاقه بضمان اكتمال ملفات الجودة وسجلاتها وامتثالها.
- مسؤوليات جودة الهندسة والتصميم: مراجعة مخرجات الهندسة للامتثال لمتطلبات الجودة وإجراءات المشروع.
- مراقبة تنفيذ عمليات مراقبة جودة التصميم والتدقيق.
- دعم تدقيقات استشاريي التصميم الرئيسيين والمتخصصين.
- مراقبة عمليات مراجعة التصميم والتدقيق والتحقق والموافقة.
- تتبع تعليقات الجودة والملاحظات والإجراءات التصحيحية المتعلقة بالتصميم.
- التحقق من مراجعة تغييرات التصميم وتوثيقها والتحكم فيها بشكل مناسب.
- دعم مراجعات الجودة متعددة التخصصات والتدقيقات الفنية.
- مراقبة امتثال مخرجات الهندسة للقوانين والمعايير ومتطلبات العميل ومعايير التصميم المعتمدة.
- دعم حل مشكلات الجودة المتكررة في التصميم وتحديد فرص تحسين العمليات.
- مسؤوليات جودة البناء: مراقبة تنفيذ متطلبات الجودة في أنشطة الموقع.
- إجراء تفتيش ميداني لأنشطة البناء الحرجة.
- مراجعة خطط الفحص والاختبار (ITPs) وبيانات الطريقة وسجلات الأعمال وسجلات المواد ووثائق الجودة.
- التحقق من إكمال الفحوصات والاختبارات المطلوبة قبل المتابعة في أنشطة البناء التالية.
- مراقبة جودة المواد واختبارها وإمكانية تتبعها وتخزينها وامتثالها.
- دعم التحقيق في عيوب البناء ومشكلات الجودة المتكررة.
- مراقبة اتجاهات NCR وأداء المقاولين.
- التنسيق مع فرق البناء ومراقبة الجودة لضمان حل مشكلات الجودة في الوقت المناسب.
- مسؤوليات المطار / البنية التحتية والمدرجات: دعم إدارة الجودة عبر صالات المطار والبنية التحتية للمدرجات والمدارج والممرات وساحات الانتظار والطرق والمرافق وتبريد المناطق والأعمال المرتبطة بها.
- مراقبة متطلبات الجودة المرتبطة بأنظمة المطار والمدرجات الحرجة.
- دعم التدقيقات والمراقبة الميدانية لأعمال الطيران والبنية التحتية المتخصصة.
- ضمان تنفيذ متطلبات الجودة لأعمال جانب المطار وجانب الطرق بشكل مناسب.
- دعم ضمان الجودة أثناء البناء المرحلي وأنشطة الواجهات المعقدة.
- مراقبة الامتثال لمتطلبات المطار والطيران والبنية التحتية والهيئات الخاصة بالمشروع.
- أداء الجودة وإعداد التقارير: تطوير وصيانة لوحات معلومات وتقارير أداء الجودة.

The Senior Project Quality Specialist will support the implementation, monitoring, and continuous improvement of the Project Quality Management System across the Airport / Infrastructure / Airfield project. The role will provide specialist quality support to Engineering, Construction, Procurement, Commissioning, and Project Management teams, ensuring that project activities and deliverables comply with approved quality requirements, contractual obligations, specifications, standards, and Client expectations.
What You'll Be Doing
- Support the implementation and maintenance of the Project Quality Management System (QMS).
- Monitor compliance with the Project Quality Plan, quality procedures, specifications, standards, and contractual requirements.
- Provide specialist quality support to Engineering, Construction, Procurement, Commissioning, and Project Management teams.
- Review project quality procedures, Inspection and Test Plans (ITPs), Method Statements, checklists, and quality-related documentation.
- Ensure quality requirements are clearly defined and incorporated into project execution plans and work packages.
- Conduct quality surveillance and compliance inspections across project activities.
- Monitor implementation of approved quality procedures by contractors, subcontractors, consultants, and suppliers.
- Review and verify inspection and testing requirements for project works.
- Monitor quality records, inspection reports, test results, material approvals, and other quality documentation.
- Identify quality risks, trends, recurring deficiencies, and potential non-conformances.
- Support the development and implementation of corrective and preventive actions.
- Review Non-Conformance Reports (NCRs), observations, deficiencies, and quality concerns and monitor their timely closure.
- Perform root cause analysis for significant or recurring quality issues.
- Support the implementation of corrective and preventive action plans.
- Conduct internal quality audits and support external and Client audits.
- Prepare audit plans, audit reports, findings, observations, and follow-up actions.
- Monitor closure of audit findings and verify effectiveness of corrective actions.
- Review contractor and subcontractor Quality Management Systems and quality plans.
- Participate in prequalification and quality capability assessments of contractors, suppliers, and subcontractors.
- Review quality-related technical submissions, procedures, and project documentation.
- Coordinate with Document Control to ensure quality records are properly controlled, traceable, and maintained.
- Monitor quality performance indicators and prepare quality reports and dashboards.
- Analyze project quality data to identify trends and opportunities for improvement.
- Provide regular quality performance updates to the Project Quality Manager and Project Management.
- Support quality awareness, training, workshops, and toolbox sessions.
- Promote a proactive quality culture across the project.
- Support investigation of quality incidents, failures, and major deficiencies.
- Participate in technical and quality review meetings with Client, Consultant, Contractors, and project stakeholders.
- Ensure lessons learned are captured and incorporated into project quality processes.
- Support project handover and closeout by ensuring quality dossiers and records are complete and compliant.
- Review engineering deliverables for compliance with approved quality requirements and project procedures.
- Monitor implementation of design quality control and checking processes.
- Support audits of Lead Design Consultants and specialist design consultants.
- Monitor design review, checking, verification, and approval processes.
- Track design-related quality comments, observations, and corrective actions.
- Verify that design changes are appropriately reviewed, documented, and controlled.
- Support multidisciplinary design quality reviews and technical audits.
- Monitor compliance of engineering deliverables with applicable codes, standards, Client requirements, and approved design criteria.
- Support resolution of recurring design quality issues and identify opportunities for process improvement.
- Monitor implementation of construction quality requirements across site activities.
- Conduct surveillance inspections of critical construction activities.
- Review ITPs, Method Statements, WIRs, MIRs, testing records, and quality documentation.
- Verify that required inspections and tests are completed before subsequent construction activities proceed.
- Monitor material quality, testing, traceability, storage, and compliance.
- Support investigation of construction defects and recurring quality issues.
- Monitor NCR trends and contractor performance.
- Coordinate with Construction and QA/QC teams to ensure timely resolution of quality issues.
- Airport / Infrastructure & Airfield Responsibilities
- Support quality management across airport terminals, airfield infrastructure, runways, taxiways, aprons, roads, utilities, district cooling, and associated infrastructure works.
- Monitor quality requirements associated with critical airport and airfield systems.
- Support audits and surveillance activities for specialist aviation and infrastructure works.
- Ensure quality requirements for airside and landside works are appropriately implemented.
- Support quality assurance during phased construction and complex interface activities.
- Monitor compliance with project-specific airport, aviation, infrastructure, and authority requirements.
- Develop and maintain quality performance dashboards and reports.
- Monitor key quality indicators, including:
- NCRs
- Observations
- Audit Findings
- First-Time Pass Rate
- Inspection Performance
- Test Failures
- Rework
- Corrective Action Closure
- Quality Trends
- Identify areas of poor quality performance and recommend improvement initiatives.
- Provide data-driven recommendations to Project Quality Management and senior leadership.
- Prepare weekly and monthly quality reports.
- Support management reviews and quality performance presentations.
- Bachelor's Degree in Engineering, Quality Management, Construction Management, or a related discipline.
- Minimum of 10 years of relevant experience in project quality management, QA/QC, quality assurance, or quality control.
- Strong experience on major construction, infrastructure, airport, or multidisciplinary projects.
- Proven experience implementing and monitoring Project Quality Management Systems.
- Strong experience with audits, inspections, NCR management, corrective actions, and quality performance monitoring.
- Experience working with Clients, Consultants, Contractors, and specialist subcontractors.
- Strong knowledge of ISO 9001 and quality management principles.
- Experience with engineering and construction quality processes is highly desirable.
- Strong knowledge of quality documentation, ITPs, Method Statements, inspection procedures, and testing requirements.
- Experience on airport / airfield projects is preferred.
- ISO 9001 Lead Auditor or equivalent quality certification is preferred.
