شركة بارسونز (Parsons Corporation) تبحث عن مدير استدامة مشروع استثنائي للانضمام إلى فريق الإشراف على الإنشاءات في الموقع ضمن مشروع تطوير حضري رئيسي في الدرعية، يتضمن سلسلة من الحدائق الأيقونية والمتنزهات المحلية والمساحات المفتوحة وأكثر من 55 كيلومتراً من واجهات الشوارع، بهدف خلق بيئة نابضة بالحياة وشاملة تعزز جودة الحياة والوصول والرفاهية المجتمعية.

المهام والمسؤوليات

  • تقديم التقارير إلى مدير المشروع/مدير الإنشاءات والعمل كقائد للمشروع في مجال الإدارة البيئية والاستدامة في الموقع.
  • تطوير وتنفيذ والإشراف على خطة الإدارة البيئية للمشروع وخطة الاستدامة وفقاً لمعايير بارسونز ومتطلبات العميل واللوائح المعمول بها.
  • مراجعة واعتماد خطط المقاول للبيئة والاستدامة، وخطة إدارة الإنشاءات البيئية (CEMP)، وخطة إدارة النفايات، وخطة منع التلوث، والإجراءات ذات الصلة، وضمان توافقها مع أهداف المشروع.
  • مراقبة أنشطة الإنشاء لضمان الامتثال للوائح البيئية المحلية وشروط التصاريح وأهداف الاستدامة (مثل كفاءة الموارد، تقليل النفايات، اعتبارات الكربون).
  • إجراء عمليات تفتيش وتدقيق بيئي واستدامة منتظمة في الموقع، وتحديد حالات عدم المطابقة وضمان اتخاذ الإجراءات التصحيحية والوقائية في الوقت المناسب.
  • الإشراف على إدارة النفايات والضوضاء والغبار وجودة الهواء واستخدام المياه وحماية التربة والبيئة والمواد الخطرة وفقاً لمعايير المشروع.
  • تنسيق أنشطة الرصد البيئي (مثل الضوضاء والغبار وجودة المياه) ومراجعة تقارير الرصد، واتخاذ الإجراءات المناسبة حسب الحاجة.
  • التعاون مع فرق الصحة والسلامة والبيئة والإنشاءات والتصميم لدمج مبادئ الاستدامة في طرق الإنشاء واختيار المواد ومعالجة النفايات واللوجستيات في الموقع.
  • دعم تنفيذ متطلبات أنظمة تقييم الاستدامة (مثل LEED أو Envision أو ما يعادلها)، بما في ذلك التوثيق وجمع الأدلة والتواصل مع المقيمين المستقلين حسب الاقتضاء.
  • تقديم التوجيه الفني لفرق بارسونز والمقاولين حول أفضل الممارسات البيئية وحلول الإنشاء المستدامة.
  • قيادة أو المشاركة في تحقيقات الحوادث البيئية، وتحليل الأسباب الجذرية، وإعداد التقارير، وتتبع تنفيذ الإجراءات التصحيحية.
  • إعداد وتقديم تدريبات ومحاضرات توعوية حول المواضيع البيئية والاستدامة لموظفي المشروع وعاملين المقاولين.
  • التنسيق مع ممثلي العميل والجهات التنظيمية والمدققين الخارجيين في جميع الأمور البيئية والاستدامة، بما في ذلك عمليات التفتيش وإعداد التقارير.
  • إدارة التقارير البيئية والاستدامة للمشروع، بما في ذلك التقارير الأسبوعية/الشهرية ولوحات مؤشرات الأداء الرئيسية وعروض الملخص لأصحاب المصلحة الداخليين والخارجيين.
  • ضمان تحديد المخاطر والفرص البيئية في وقت مبكر، وتقييمها، وإدراجها في سجلات مخاطر المشروع وخطط التخفيف.
  • دعم أنشطة التسليم والإغلاق من خلال التحقق من الوفاء بالالتزامات البيئية، واكتمال التوثيق، وإثبات أهداف/اعتمادات الاستدامة بشكل صحيح.

الشروط والمتطلبات

  • درجة البكالوريوس في العلوم البيئية أو الهندسة البيئية أو الاستدامة من جامعة معترف بها.
  • خبرة لا تقل عن 10 سنوات في الإدارة البيئية و/أو الاستدامة في مشاريع إنشاءات أو بنية تحتية واسعة النطاق، ويفضل أن يكون ذلك في دور موقعي.
  • معرفة قوية باللوائح والمعايير البيئية ومتطلبات التصاريح المطبقة على مشاريع الإنشاءات في المملكة العربية السعودية أو دول مجلس التعاون الخليجي.
  • خبرة مثبتة في تنفيذ أنظمة الإدارة البيئية وممارسات الإنشاء المستدامة في المشاريع الكبرى.
  • خبرة مع أنظمة تقييم الاستدامة والمباني الخضراء (مثل LEED أو Envision أو BREEAM أو Mostadam أو ما شابه ذلك)، ويُفضل الحصول على اعتماد أو شهادة ذات صلة.
  • القدرة المثبتة على قيادة برامج البيئة والاستدامة وإجراء التدقيق والتأثير على أداء المقاولين.
  • يفضل وجود خبرة في المملكة العربية السعودية أو منطقة الخليج.

المهارات المطلوبة

  • مهارات قوية في التواصل والتنسيق وكتابة التقارير، مع القدرة على التفاعل بثقة مع العملاء والجهات التنظيمية والمقاولين.
  • الإلمام بأنظمة إدارة الصحة والسلامة والبيئة، ودمج متطلبات البيئة والاستدامة ضمن أطر الصحة والسلامة والبيئة العامة للمشروع.

Job Description

Parsons is looking for an exceptionally talented Project Sustainability Manager to join our site-based construction supervision team on a major public realm development in Diriyah, which includes a series of iconic and neighborhood parks, open spaces, and over 55 kilometers of streetscape. The objective of this program is to create a vibrant, inclusive environment that enhances livability, accessibility, and community well-being.

What You’ll Be Doing

  • Report to the Project Director/Construction Director and act as the project lead for environmental management and sustainability on site.
  • Develop, implement, and oversee the Project Environmental Management Plan and Sustainability Plan in line with Parsons standards, client requirements, and applicable regulations.
  • Review and approve the contractor’s Environmental & Sustainability Plans, CEMP, Waste Management Plan, Pollution Prevention Plan, and related procedures, ensuring alignment with project objectives.
  • Monitor construction activities to ensure compliance with local environmental regulations, permit conditions, and sustainability targets (e.g., resource efficiency, waste reduction, carbon considerations).
  • Conduct regular environmental and sustainability inspections and audits on site, identifying non‑conformances and ensuring timely corrective and preventive actions.
  • Oversee management of waste, noise, dust, air quality, water usage, soil protection, ecology, and hazardous materials in accordance with project standards.
  • Coordinate environmental monitoring activities (e.g., noise, dust, water quality) and review monitoring reports, ensuring appropriate actions are taken as needed.
  • Collaborate with HSE, construction, and design teams to integrate sustainability principles into construction methods, materials selection, waste handling, and site logistics.
  • Support implementation of sustainability rating system requirements (e.g., LEED, Envision, or equivalent), including documentation, evidence gathering, and liaison with independent assessors, as applicable.
  • Provide technical guidance to Parsons and contractor teams on environmental best practices and sustainable construction solutions.
  • Lead or participate in environmental incident investigations, root-cause analysis, and reporting, and track implementation of corrective actions.
  • Prepare and deliver training and toolbox talks on environmental and sustainability topics to project staff and contractor personnel.
  • Coordinate with client representatives, regulatory authorities, and third-party auditors on all environmental and sustainability matters, including inspections and reporting.
  • Manage project environmental and sustainability reporting, including weekly/monthly reports, KPI dashboards, and summary presentations for internal and external stakeholders.
  • Ensure that environmental risks and opportunities are identified early, assessed, and incorporated into project risk registers and mitigation plans.
  • Support handover and close-out activities by verifying environmental commitments are fulfilled, documentation is complete, and sustainability targets/credits are properly evidenced.


What Required Skills You’ll Bring

  • Bachelor's degree in Environmental Science, Environmental Engineering, Sustainability from a recognized university.
  • In environmental management and/or sustainability on large-scale construction or infrastructure projects, preferably in a site-based role.
  • Strong knowledge of environmental regulations, standards, and permitting requirements applicable to construction projects in KSA or the GCC.
  • Demonstrated experience implementing Environmental Management Systems and sustainable construction practices on major projects.
  • Experience with green building/sustainability rating systems (e.g., LEED, Envision, BREEAM, Mostadam or similar); relevant accreditation or certification is preferred.
  • Proven ability to lead environmental and sustainability programs, conduct audits, and influence contractor performance.
  • Strong communication, coordination, and report-writing skills, with the ability to interface confidently with clients, regulators, and contractors.
  • Familiarity with HSE management systems and the integration of environmental and sustainability requirements within overall project HSE frameworks.
  • Experience in KSA or the GCC region is preferred.
