شركة عزم السعودية (Saudi Azm) تعلن عن توفر وظيفة مدير تسليم تقني (Technical Delivery Manager) في الرياض، السعودية.

المهام والمسؤوليات

قيادة عمليات التسليم الهندسي من البداية إلى النهاية عبر عدة مبادرات تقنية استراتيجية.
ترجمة متطلبات الأعمال والمنتج إلى خطط تسليم تقنية واضحة.
drive التخطيط التقني والتقدير وتحديد الأولويات وتنفيذ السبرنت وإدارة الإصدارات.
مراقبة progress التسليم والجداول الزمنية والتبعيات والمعالم الرئيسية.
ضمان التسليم الناجح ضمن النطاق والجودة والوقت والميزانية المتفق عليها.
مراجعة بنى الحلول والتصاميم التقنية ونهج التنفيذ وخطط التطوير.
ضمان توافق الحلول الهندسية مع معايير البنية والأمان والجودة والتطوير المعتمدة.
تقديم التوجيه التقني وتحدي القرارات التصميمية عند الحاجة.
تعزيز حلول برمجيات قابلة للتطوير وقابلة للصيانة وآمنة وعالية الأداء.
دعم حوكمة البنية عبر بيئات ERP/GRP والتقنية المؤسسية.
إدارة والإشراف على شركاء تطوير البرمجيات الخارجيين وشركاء التسليم التقني.
وضع توقعات تسليم واضحة ومعالم رئيسية ومؤشرات أداء ومعايير جودة.
مراقبة أداء البائعين وضمان الالتزام بالالتزامات التقنية والتسليمية المتفق عليها.
التنسيق الفعال بين أصحاب المصلحة الداخليين وفرق الهندسة الخارجية.
تحديد ومعالجة مشكلات التسليم أو الأداء بشكل استباقي.
امتلاك وصيانة خارطة طريق التسليم الهندسي بما يتوافق مع أولويات المنتج والأعمال.
ضمان التنفيذ الفعال عبر دورة حياة تطوير البرمجيات (SDLC).
وضع عمليات التسليم المناسبة والحوكمة والتوثيق والتقارير.
الشراكة مع مكتب إدارة المشاريع (PMO) وأصحاب المصلحة المعنيين لتقديم حالة التسليم والتوقعات الدقيقة.
دفع التحسين المستمر في العمليات الهندسية وممارسات التسليم.
التعاون الوثيق مع فرق المنتج والأعمال وضمان الجودة والبنية التحتية والعمليات وأصحاب المصلحة الآخرين.
ضمان دعم القرارات التقنية لأهداف الأعمال واستراتيجية المنتج وقيمة العميل والأولويات التجارية.
المساهمة في مناقشات خارطة الطريق التقنية والمنتجية.
تقييم الخيارات التقنية بناءً على قيمة الأعمال والجدوى وقابلية التوسع والتكلفة.
دعم اعتماد استراتيجيات SaaS والسحابة والتقنيات الحديثة عند الاقتضاء.
دعم ودفع مبادرات التحديث السحابي، خاصة في بيئات Microsoft Azure.
تعزيز الممارسات الهندسية الحديثة والقدرات السحابية الأصلية والأتمتة والتكامل والبنى القابلة للتطوير.
المساهمة في مبادرات التحديث التقني والتحول الرقمي.
ضمان مراعاة الحلول السحابية للأداء والأمان والتوفر وقابلية التوسع والكفاءة التشغيلية.
ضمان اتباع فرق الهندسة لأفضل ممارسات تطوير البرمجيات والاختبار والأمان والجودة.
العمل عن كثب مع فرق ضمان الجودة والعمليات لضمان جاهزية الإنتاج وجودة الإصدار.
مراقبة الأداء التقني والتشغيلي ودفع التحسين المستمر.
تعزيز التوثيق الفعال وإدارة المعرفة والدروس المستفادة.
ضمان دعم عمليات التسليم لمتطلبات الجودة والحوكمة التنظيمية.
تحديد وتقييم وإدارة المخاطر التقنية والتسليمية.
الحفاظ على الرؤية الواضحة للتبعيات والقيود والمشكلات وخطط التخفيف.
دعم حوكمة الهندسة والمراجعات الداخلية وعمليات التدقيق ومتطلبات الامتثال.
المساهمة في أطر الجودة ونضج العمليات، بما في ذلك الممارسات المتعلقة بـ CMMI عند الاقتضاء.
ضمان الحفاظ على التوثيق التقني المناسب وضوابط الحوكمة.
دعم تطوير وتحسين القدرات الهندسية بشكل مستمر.
تدريب وتوجيه الفرق التقنية وتعزيز ثقافة المساءلة والتعاون والجودة.
المساهمة في التوظيف والتقييمات التقنية وتطوير الأداء وبناء القدرات.
تحديد فرص تحسين الإنتاجية الهندسية من خلال الأتمتة والتقنيات الناشئة.
دعم مبادرات الابتكار، بما في ذلك تقييم واعتماد حلول الذكاء الاصطناعي/التعلم الآلي بناءً على قيمة الأعمال والعائد على الاستثمار وأطر الأولويات مثل ICE/RICE.

الشروط والمتطلبات

درجة البكالوريوس في علوم الحاسب أو هندسة البرمجيات أو تقنية المعلومات أو مجال ذي صلة.
خبرة من 3 إلى 5+ سنوات في هندسة البرمجيات أو التسليم التقني أو إدارة الهندسة أو دور قيادي تقني مماثل.
خبرة في إدارة فرق تطوير البرمجيات و/أو بائعي التكنولوجيا الخارجيين.
فهم قوي لدورة حياة تطوير البرمجيات ومنهجيات التسليم الرشيقة (Agile).
خبرة في التخطيط التقني والتقدير وتنفيذ السبرنت وإدارة الإصدارات وحوكمة التسليم.
فهم قوي لبنية البرمجيات وتكامل الأنظمة وتطوير التطبيقات وبيئات التكنولوجيا المؤسسية.
خبرة مع Microsoft Azure ومبادرات التحديث السحابي مرغوب فيها بشدة.
معرفة قوية بأفضل ممارسات جودة البرمجيات والأمان وقابلية التوسع والأداء والتشغيل.
مهارات قوية في التواصل مع أصحاب المصلحة والقدرة على العمل عبر الوظائف التقنية والتجارية.
الجنسية السعودية مطلوبة.

Job Description

Key Responsibilities1. Technical Delivery Leadership

Lead end-to-end engineering delivery across multiple strategic technology initiatives.
Translate business and product requirements into clear technical delivery plans.
Drive technical planning, estimation, prioritization, sprint execution, and release management.
Monitor delivery progress, timelines, dependencies, and key milestones.
Ensure successful delivery within agreed scope, quality, timeline, and budget.

2. Engineering & Architecture Governance

Review solution architectures, technical designs, implementation approaches, and development plans.
Ensure engineering solutions follow established architecture, security, quality, and development standards.
Provide technical guidance and challenge design decisions where required.
Promote scalable, maintainable, secure, and high-performing software solutions.
Support architecture governance across ERP/GRP and enterprise technology environments.

3. External Team Management

Manage and oversee external software development and technology delivery partners.
Establish clear delivery expectations, milestones, KPIs, and quality standards.
Monitor vendor performance and ensure adherence to agreed technical and delivery commitments.
Coordinate effectively between internal stakeholders and external engineering teams.
Identify and address delivery or performance issues proactively.

4. Engineering Roadmap & SDLC

Own and maintain the engineering delivery roadmap in alignment with product and business priorities.
Ensure effective execution across the Software Development Life Cycle (SDLC).
Establish appropriate delivery processes, governance, documentation, and reporting.
Partner with PMO and relevant stakeholders to provide accurate delivery status and forecasts.
Drive continuous improvement across engineering processes and delivery practices.

5. Product & Business Alignment

Collaborate closely with Product, Business, QA, Infrastructure, Operations, and other stakeholders.
Ensure technical decisions support business objectives, product strategy, customer value, and commercial priorities.
Contribute to technology and product roadmap discussions.
Evaluate technical options based on business value, feasibility, scalability, and cost.
Support the adoption of SaaS, cloud, and modern technology strategies where applicable.

6. Cloud & Technology Modernization

Support and drive cloud modernization initiatives, particularly within Microsoft Azure environments.
Promote modern engineering practices, cloud-native capabilities, automation, integration, and scalable architectures.
Contribute to technology modernization and digital transformation initiatives.
Ensure cloud solutions consider performance, security, availability, scalability, and operational efficiency.

7. Quality, Security & Operational Excellence

Ensure engineering teams follow software development, testing, security, and quality best practices.
Work closely with QA and Operations to ensure production readiness and release quality.
Monitor technical and operational performance and drive continuous improvement.
Promote effective documentation, knowledge management, and lessons learned.
Ensure delivery processes support organizational quality and governance requirements.

8. Risk, Compliance & Governance

Identify, assess, and manage technical and delivery risks.
Maintain visibility of dependencies, constraints, issues, and mitigation plans.
Support engineering governance, internal reviews, audits, and compliance requirements.
Contribute to quality frameworks and process maturity, including CMMI-related practices where applicable.
Ensure appropriate technical documentation and governance controls are maintained.

9. Team Capability & Innovation

Support the development and continuous improvement of engineering capabilities.
Coach and guide technical teams and promote a culture of accountability, collaboration, and quality.
Contribute to recruitment, technical assessments, performance development, and capability building.
Identify opportunities to improve engineering productivity through automation and emerging technologies.
Support innovation initiatives, including the evaluation and adoption of AI/ML solutions based on business value, ROI, and prioritization frameworks such as ICE/RICE.

Job Requirements

Required Qualifications

Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.
3-5+ years of experience in software engineering, technical delivery, engineering management, or a related technology leadership role.
Experience managing software development teams and/or external technology vendors.
Strong understanding of software development life cycle and Agile delivery methodologies.
Experience with technical planning, estimation, sprint execution, release management, and delivery governance.
Strong understanding of software architecture, system integration, application development, and enterprise technology environments.
Experience with Microsoft Azure and cloud modernization initiatives is highly desirable.
Strong knowledge of software quality, security, scalability, performance, and operational best practices.
Strong stakeholder and communication skills with the ability to work across technical and business functions.
Saudi nationality is required.
