المهام والمسؤوليات
- مراجعة تقييمات المشاريع، الميزانيات، خطط التكاليف، التدفقات النقدية والعقود من منظور المقرض.
- مراقبة تقدم البناء، البرنامج، التكاليف، الجودة، التغييرات، المطالبات والتأخيرات.
- التحقق المستقل من تقدم المشروع وطلبات دفع المقاول لدعم السحوبات من المقرض.
- مراقبة التكلفة حتى الاكتمال، التوقعات، الطوارئ والأداء المالي العام للمشروع.
- تحديد وتقييم والإبلاغ عن المخاطر الرئيسية للمشروع مع التوصية بإجراءات التخفيف المناسبة.
- إجراء عمليات تفتيش ميدانية منتظمة وحضور اجتماعات تقدم المشروع.
- التواصل مع المقترض والمقاول وفريق التصميم مع الحفاظ على الاستقلالية والسرية.
- إعداد تقارير المراقبة، توصيات السحب، الملخصات التنفيذية وتقارير المخاطر المخصصة.
الشروط والمتطلبات
- عضوية معتمدة من RICS (MRICS/FRICS) أو هيئة مهنية معادلة معترف بها.
- ما لا يقل عن 8-10+ سنوات من الخبرة بعد التخصص في الكميات، تشمل خبرة سابقة في مراقبة التطوير/البنوك أو دور وكيل صاحب العمل أو مراقبة المشاريع.
- خبرة في العمل على مشاريع في المملكة العربية السعودية أو منطقة الخليج الأوسع مفضلة بشدة؛ إلمام بممارسات المقاولات المحلية والعقود القائمة على FIDIC والبيئة التنظيمية والترخيصية السعودية.
- فهم قوي لهياكل تمويل الإنشاءات، آليات السحب ومتطلبات مخاطر المقرض.
- مهارات كتابة تقارير ممتازة تناسب جمهور لجان الائتمان/الاستثمار.
- الاستعداد والقدرة على السفر/الإقامة في الموقع داخل المملكة العربية السعودية.

Key Responsibilities
- Review project appraisals, budgets, cost plans, cashflow and contracts from a lender's perspective.
- Monitor construction progress, programme, costs, quality, variations, claims and delays.
- Independently verify project progress and contractor payment applications to support lender drawdowns.
- Monitor cost-to-complete, forecasts, contingency and overall project financial performance.
- Identify, assess and report key project risks, recommending appropriate mitigation measures.
- Conduct regular site inspections and attend project progress meetings.
- Liaise with the Borrower, Contractor and design team while maintaining independence and confidentiality.
- Prepare monitoring reports, drawdown recommendations, executive summaries and ad hoc risk reports
Experience & Background
- Chartered membership of RICS (MRICS/FRICS) or equivalent recognised professional body
- Minimum 8-10+ years' post-qualification QS experience, including prior experience in development/bank monitoring, employer's agent, or project monitoring roles
- Experience working on projects in Saudi Arabia or the wider GCC strongly preferred; familiarity with local contracting practices, FIDIC-based contracts, and Saudi regulatory/permitting environment
- Strong understanding of construction finance structures, drawdown mechanisms, and lender risk requirements
- Excellent written reporting skills suitable for credit/investment committee audiences
- Willingness and ability to travel/be based on site across KSA
