تعلن شركة SAIC عن توفر فرص وظيفية لمهندسي أنظمة (Senior Systems Engineer) لدعم برنامج تحديث أنظمة C4I التابع للبحرية الأمريكية لصالح القوات البحرية الملكية السعودية (RSNF)، في كل من الرياض وجبيل بالمملكة العربية السعودية، وذلك ضمن مشاريع المبيعات العسكرية الخارجية (FMS).
المهام والمسؤوليات
- إجراء هندسة أنظمة شاملة لأنظمة C4I (مثل GCCS وNAVMACS وأجهزة الراديو والهوائيات وروابط البيانات التكتيكية Link-11/16/22 وCENTRIXS وشبكات الاتصالات وSATCOM وADSI وVBSS) المنشورة على متن وحدات RSNF البحرية والبرية.
- إجراء مسوحات مواقع تقنية في مرافق RSNF بالرياض وجبيل وجدة؛ توثيق التكوينات الفعلية وترجمة الاحتياجات التشغيلية إلى متطلبات هندسية.
- تخطيط وتنفيذ اختبارات التحقق من تشغيل النظام (SOVTs)؛ وضع إجراءات الاختبار، ومتابعة التركيبات، وتوثيق التباينات، ودفع الحلول.
- البحث وإجراء تحليل البدائل (AoA) للمنتجات التجارية الجاهزة (COTS) (مثل الرادارات وGPS وAIS واتجاه الراديو وكاميرات EO وGMDSS وAPS والراديو الطارئ وFOTN وCCTV وشاشات العرض وVTC) وتقديم دراسات تقييم مع التوصيات.
- دعم مراجعات هندسة النظم والمراجعات الفنية (SETR) بما في ذلك SRR وPDR وCDR وTRR؛ إعداد وعرض مخرجات الهندسة.
- إعداد وتنقيح الوثائق الفنية لأغراض الإفصاح الأجنبي؛ التنسيق مع مكتب الإفصاح الأجنبي التابع للحكومة الأمريكية.
- التفاعل مع كبار المسؤولين العسكريين والحكوميين من الجانبين الأمريكي (مدراء برامج NAVWAR ومدنيين من رتبة GS-15 وضباط ميدانيين من رتبة O-6) والسعودي.
- تقديم المدخلات الهندسية للجدول الرئيسي المتكامل (IMS) وعرض حالة الجدول لقيادة البرنامج باستخدام MS Project وMS PowerPoint.
- تحديد وتوثيق وتخفيف المخاطر الفنية؛ رفع تأثيرات التكلفة أو الجدول أو الأداء إلى مدير البرنامج.
- الامتثال لجميع متطلبات العمل خارج الولايات المتحدة، والأمن، وتصاريح الدخول إلى الدول؛ الحفاظ على جواز سفر أمريكي ساري المفعول ووثائق العمل اللازمة للمملكة العربية السعودية.
الشروط والمتطلبات
- درجة البكالوريوس في أحد تخصصات الهندسة من كلية أو جامعة معتمدة بالإضافة إلى خبرة لا تقل عن خمس (5) سنوات.
- التصريح الأمني الفعّال من المستوى Secret مع القدرة على الاحتفاظ به؛ الجنسية الأمريكية إلزامية.
- خبرة لا تقل عن خمس (5) سنوات في دعم أنظمة C4I (مثل GCCS أو NAVMACS أو روابط البيانات التكتيكية أو أجهزة الراديو/الهوائيات أو SATCOM أو ADSI أو أنظمة مماثلة).
- خبرة لا تقل عن ثلاث (3) سنوات في التعامل مع المعدات التجارية الجاهزة (COTS) (مثل الرادارات أو GPS أو كاميرات EO أو GMDSS أو APS أو FOTN أو CCTV أو أنظمة VTC).
- خبرة في العمل خارج الولايات المتحدة ضمن جهود التعاون الأمني والتعامل مع كبار المسؤولين العسكريين/الحكوميين الأمريكيين أو الأجانب.
- خبرة في الإفصاح الأجنبي، وتنقيح الوثائق الفنية، ومسوحات المواقع، واختبارات SOVT، أو تحليل البدائل (AoA) للمنتجات التجارية الجاهزة.
- مهارات تحليلية وحل مشكلات قوية تتعلق بأنظمة C4I واتصالات الشبكات.
المهارات المطلوبة
- خبرة لا تقل عن ثلاث (3) سنوات في منتجات NAVWAR الأساسية ودعم مراجعات هندسة النظم والمراجعات الفنية (SETR) (مفضلة).
- إكمال دورات إدارة التعاون الأمني (SCM) من DISAM (مثل SCM-CONUS) و/أو شهادة الشؤون الدولية من DISAM من المستوى 1 أو أعلى (مفضلة).
- خبرة في العمل في مواقع نائية (مثل دول الشرق الأوسط) لدعم جهود التعاون الأمني أو العملاء الأجانب (مفضلة).
- إتقان تطوير وعرض الجداول الرئيسية المتكاملة (IMS) باستخدام أدوات مثل MS Project وMS PowerPoint أو ما يعادلها (مفضلة).

Description

- Perform end-to-end systems engineering for C4I capabilities (GCCS, NAVMACS, HF/UHF/VHF radios and antennas, Tactical Data Links Link-11/16/22, CENTRIXS, Network Communications, SATCOM, ADSI, VBSS) deployed to RSNF afloat and ashore.
- Conduct technical site surveys at RSNF facilities in Riyadh, Jubail, and Jeddah; capture as-built configurations and translate operational needs into engineering requirements.
- Plan and execute System Operation Verification Tests (SOVTs); develop test procedures, witness installations, document discrepancies, and drive resolution.
- Research and conduct Analysis of Alternatives (AoA) for COTS products (radars, GPS, AIS, Radio Direction Finding, EO cameras, GMDSS, APS, Emergency Radio, FOTN, CCTV, Video Display, VTC) and provide trade studies with recommendations.
- Support Systems Engineering and Technical Reviews (SETR) including SRR, PDR, CDR, and TRR events; prepare and present engineering artifacts.
- Author and sanitize technical documentation for foreign disclosure review; coordinate disclosure determinations with the U.S. Government Foreign Disclosure Office.
- Interface with U.S. Government (NAVWAR program managers, GS-15 civilians, O-6 field grade officers) and senior RSNF military and government officials.
- Contribute engineering inputs to the Integrated Master Schedule (IMS) and brief schedule status to program leadership in MS Project and MS PowerPoint.
- Identify, document, and mitigate technical risks; escalate cost, schedule, or performance impacts to the Program Manager.
- Comply with all OCONUS work, security, and country-clearance requirements; maintain valid U.S. passport and Kingdom of Saudi Arabia work documentation.
Required Education
- Bachelor's degree in an Engineering field from an accredited college or university and five (5 years’ experience.
- Must possess an active Secret security clearance with the ability to maintain; US Citizenship required.
- Five or more (5+) years of experience supporting C4I systems (e.g., GCCS, NAVMACS, Tactical Data Links, Radios/Antennas, SATCOM, ADSI, or similar systems).
- Three or more (3+) years of experience with COTS equipment (e.g., radars, GPS, EO cameras, GMDSS, APS, FOTN, CCTV, or VTC systems).
- Experience working OCONUS in security cooperation efforts, engaging with U.S. Government or foreign senior military/government officials.
- Expertise with foreign disclosure, technical documentation sanitization, site surveys, SOVTs, or AoAs of COTS products.
- Strong analytical and problem-solving skills related to C4I systems and network communications.
- Three or more (3+) years of experience with NAVWAR prime mission products and supporting Systems Engineering and Technical Reviews (SETR).
- Completion of DISAM Security Cooperation Management (SCM) courses (e.g., SCM-CONUS) and/or DISAM International Affairs Certification Level 1 or above.
- Experience working in austere locations (e.g., Middle Eastern nations) supporting security cooperation efforts or foreign customers.
- Proficiency in developing and presenting Integrated Master Schedules (IMS) using tools like MS Project and MS PowerPoint (or similar).
- Master's degree in an Engineering field from an accredited institution.
