Incumbents in this position are responsible for preparing, priming and painting a variety of surfaces such as building interiors/exteriors, bridges, parking lots, traffic markings, signs and equipment.

Essential Functions And Responsibilities

  • Applies paint to surfaces including canvas, walls, floors, doors, ceilings, and cabinets.
  • Mixes, matches, and applies paint, varnish, shellac, enamel, and other finishes.
  • Scrapes, sands, primes, or seals surfaces prior to painting.
  • Cleans walls to ensure proper coatings adherence.
  • Covers surfaces with cloth or plastic to ensure protection.
  • Calculates amounts of required materials and estimate costs.
  • Fills cracks, holes, and joints with caulk, putty, plaster, or other fillers, using caulking guns, broad knives, and putty knives.
  • Erects scaffolding, movable and immovable staging and various rigging to gain access to difficult areas; moves furniture and equipment as necessary.
  • Removes fixtures such as pictures, doorknobs, lamps, and electric switch covers prior to painting.
  • Selects and buys paint from vendors.
  • Purchase quality brushes, tools, and equipment.
  • Applies several coats according to paint manufacturer’s instructions.
  • Understands the use and various applications and uses of primer and primer/stain killer.
  • Tapes off areas when needed.
  • Applies touchups or second coats.
  • Removes paint splatters when finished.
  • Thoroughly cleans up all equipment, including brushes and spray guns, etc.
  • Utilizes spray guns for large jobs.
  • Works on ladders to reach high ceilings or walls.
  • Reads blueprints/instructions and examines surfaces to determine the kind and amount of work necessary.
  • Fills cracks and holes with appropriate material (e.g. plaster, joint cement, spackle, etc.).
  • Mixes paint and other materials to prepare the right color or texture.
  • Paints surfaces according to manufacturer’s instructions with various tools.
  • Adheres to all health and safety precautions.
  • Operates and uses required tools and equipment skillfully and safely.
  • Properly uses protective equipment and follows all safety procedures and standards.
  • Estimates time and materials required on widely varied assignments.
  • Coordinates workflow for multiple projects.
  • Follows and gives oral and written instructions.
  • Maintains cooperative working relationships.
  • Work independently while meeting timelines and maintaining quality standards.
  • Perform heavy physical labor and perform physical activities, such as, but not limited to, lifting equipment (up to 50 lbs. unassisted), bending, standing, climbing or walking.
  • Safely uses manual tools and power equipment common in the construction trades.
  • Handles hazardous materials safely.
  • Must have reliable transportation to and from workplace.
  • Prepares, primes, sands, seals, patches, and paints surfaces, buildings, and fixtures utilizing all types of painting materials such as varnish, lacquer, shellac, enamel, latex, epoxy, waterproofing, and heat resistant finishes.
  • Tapes, flushes, repairs and applies texturing, wallpaper, and acoustic layers on a variety of surfaces.
  • Adjusts colors when necessary; utilizes enhanced finishing skills when appropriate.
  • Applies materials to new construction, existing, multi-story buildings, alterations, and remodeling.
  • Operates, cleans, and maintains all painting equipment, including brush, roll, sprayers and pumps, etc. Safely stores and labels all materials.
  • Maintains appropriate records.
  • Inventories equipment, parts, chemicals, and supplies.
  • May train and direct the work of other classified staff in the area.
  • Properly uses Personal Protective Equipment (PPE) and follows all safety procedures and standards.
  • Coordinates workflow with other skilled trade group for multiple projects.

Knowledge, Skills, And Abilities

  • Knowledge of commercial/industrial practices and processes of the painting trade; paints, varnishes, lacquers, enamels, epoxies, paint removers, and related materials, and of their properties and application; applicable code requirements; methods and practices followed in the maintenance of tools, machinery, and equipment; occupational hazards of the painting trade, safety, and precautionary measures to be observed.
  • Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
  • Human Interaction: Requires the ability to explain, demonstrate and clarify to co-workers within well-established policies, procedures and standards. Ability to follow specific instructions and respond to simple requests from supervisors.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as painting rollers/brushes, scrapers, common hand and power tools, ladders, scaffolding, stencils, sandblasting equipment, compressor, paint sprayer, large paint stripers, glass cutter, and/or related materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information such as work orders, inventory sheets, time sheets, labor and materials reports, job estimates, blueprints, and general operating manuals.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; compute ratios and proportion; calculate surface areas and volumes.
  • Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties that may be subject to frequent change.
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, heights, toxic/poisonous agents.
  • Physical Requirements: Requires the ability to lift, push and pull carts, ladders, painting equipment and signs up to fifty (50) pounds. Requires manual dexterity to paint and perform related tasks. Requires the ability to stoop, kneel, bend, twist balance and climb while painting and making signs.
  • Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors and shapes associated with job-related objects, materials and tasks. Incumbents are required to recognize colors and shapes to paint and letter signs. Requires the ability to distinguish object at close range.

Qualifications

Three years of experience as a commercial painter including work operating spray-painting machines and compressors or work operating paint equipment on a paint-lining truck; OR completion of a recognized Painter apprenticeship program. OR an equivalent combination of training and experience.

License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position..

  • In some locations: as part of the Background Check, applicants must meet the minimum screening requirements for certification to access the REJIS and MULES Criminal Justice Information Systems within 30 days of appointment. Incumbents must maintain said certifications while employed by the City of St. Louis.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
