Projactive is looking for an experienced Programme / PMO Manager to join a major technology transformation programme within the Saudi financial services and capital markets sector.

This is a hands-on programme leadership role supporting the replacement and transformation of a business-critical capital markets platform, working across business, technology, vendors and senior stakeholders.

The Role

You will take ownership of the day-to-day programme management and PMO governance, helping drive a complex, multi-workstream transformation from planning through implementation and go-live.

Key responsibilities include:

• Establish and maintain the integrated programme plan, milestones and critical path
• Lead programme governance, reporting and executive-level status management
• Manage RAID, dependencies, decisions, actions and change control
• Coordinate business, technology, implementation partners and third-party vendors
• Track delivery across requirements, solution implementation, testing, UAT, data migration and readiness activities
• Support regulatory and market-readiness activities where applicable
• Drive issue resolution and escalate critical programme risks appropriately
• Monitor programme performance, deliverables and resource requirements
• Prepare Steering Committee and senior management reporting
• Ensure strong governance while maintaining delivery momentum
• Support cutover, go-live readiness and transition into operations

What We’re Looking For

We are particularly interested in candidates with:

• 8+ years of project/programme management or PMO experience
• Demonstrable experience managing large technology transformation programmes
• Strong programme governance and stakeholder-management capabilities
• Experience working with multiple vendors and cross-functional delivery teams
• Strong understanding of the technology delivery lifecycle, including requirements, implementation, testing, UAT, migration and go-live
• Excellent executive reporting and communication skills
• Ability to operate effectively in complex, high-pressure delivery environments
• PMP, PgMP, PRINCE2, MSP or equivalent certification preferred

Highly Desirable

Experience in one or more of the following would be a significant advantage:

• Capital markets
• Brokerage or securities
• Order Management Systems (OMS)
• Trading platforms
• Investment management technology
• Financial services transformation
• Regulatory or exchange-related technology programmes

Location & Availability

The role is based in Riyadh and requires strong engagement with client stakeholders.

Candidates who are currently based in Saudi Arabia, have a transferable Iqama and can join at short notice will be prioritised.
