هيئة الزكاة والضريبة والجمارك (ZATCA) تعلن عن وظيفة أخصائي أول تحليلات البيانات (Data Analytics Senior Specialist) في الرياض.
المهام والمسؤوليات
- تعزيز تبني التحليلات المتقدمة عبر الهيئة من خلال التفكير المسبق في حالات الاستخدام والأدوات التي قد ترفع الفعالية التشغيلية.
- مراجعة وتحسين محفظة التحليلات المتقدمة الحالية.
- تقييم استخدام وفعالية حلول التحليلات المتقدمة في الوحدات الأخرى وتحسينها.
- مراجعة البنية التحتية الحالية المستخدمة لتطوير واستضافة المنتجات التحليلية واقتراح منصات تعاون جديدة (Alteryx, SAS, Data Robot...) لضمان تعاون فعال وأرشفة واستخدام المنتجات.
- زيادة الوعي بالتحليلات المتقدمة عبر الهيئة من خلال جلسات تعليمية عن الموضوعات التحليلية وتحفيز الإدارات لتحسين عملياتها.
- استكشاف وترتيب أولويات حالات استخدام التحليلات المتقدمة لدعم تحقيق الأهداف الاستراتيجية للهيئة.
- تطوير حلول تحليلية لإثبات المفهوم (Proof-of-Concept) للتحقق من فعالية وتأثير حالات الاستخدام المطروحة.
- تطوير نماذج وحلول تحليلية معقدة ومؤثرة باستخدام تقنيات التعلم الآلي (machine learning) أو التعلم العميق (deep-learning) لأصحاب المصلحة الداخليين أو الخارجيين.
- تحديد ونطاق متطلبات تطوير منتجات مدعومة بالتحليلات المتقدمة.
- إجراء تحليلات تفاعلية معقدة للبيانات أو تطوير نماذج تحليلية لدعم أصحاب المصلحة في الإجابة عن أسئلة استراتيجية.
- تعريف وثائق متطلبات الأعمال (BRDs) واتفاقيات مستوى الخدمة (SLAs) لمنتجات التحليلات المتقدمة بالتعاون مع الإدارات وأصحاب المصلحة.
- ترجمة BRDs و SLAs إلى مجموعة إجراءات ومهام لتسليم المنتجات ضمن الإطار الزمني ومعايير الجودة المطلوبة.
- إدارة الطلبات الخارجية وتحسين توزيع عبء العمل.
- إدارة التواصل مع الإدارات وأصحاب المصلحة لضمان التوافق والتسليم الفعال للطلبات والمنتجات.
- التنسيق مع أصحاب المصلحة بشأن خطة التسليم والأهداف والنتائج المرجوة.
- مراقبة رضا أصحاب المصلحة الخارجيين وتنفيذ إجراءات تصحيحية لتحسين التسليم.
- اتباع جميع السياسات والإجراءات والعمليات التشغيلية القياسية ذات الصلة لضمان العمل بشكل محكم ومتسق.
- المساعدة في حل المشكلات المُصعَّدة وتقديم الدعم اللازم للفريق المبتدئ لضمان سير العمل بكفاءة.
- رفع المشكلات المعقدة إلى الشخص المختص لإغلاق القضايا بشكل صحيح.
- أداء مهام أخرى حسب الطلب.
- تدريب الموظفين المبتدئين على الأنشطة الوظيفية المختلفة لضمان نقل المعرفة عند الاقتضاء.
- تقديم توجيه واضح وترتيب أولويات المهام وتوزيع المسؤوليات ومراقبة سير عمل المرؤوسين/الموظفين المبتدئين.
- دعم الموظفين المبتدئين أو التقارير المباشرة لتنفيذ مهامهم وفق السياسات والإجراءات المقررة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب، علوم البيانات، أو ما يعادلها - إلزامي.
- درجة الماجستير في علوم الحاسب، علوم البيانات، إدارة الأعمال، أو ما يعادلها - مفضل.
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة.

Job Details
Advanced Analytics Management
• Grow the adoption of advanced analytics across ZATCA by proactively thinking of use cases and tools that could enhance operational effectiveness
• Review and enhance of the current advanced analytics portfolio
• Assess the utilization and effectiveness of advanced analytics solutions across other business units and potentially improve the effectiveness of these solutions
• Review current infrastructure used to develop and host analytical products and propose new collaboration platforms (Alteryx, SAS, Data Robot, etc.), to ensure efficient collaboration and archiving/utilization of products
• Increase awareness of advanced analytics across ZATCA by running educational session about analytical topics incentivizing various departments to think of ways to improve their operations through AA
• Explore and prioritize advanced analytics use cases to support in achieving ZATCA’s strategic objectives
• Develop Proof-of-Concept analytical solutions to validate the effectiveness and impact of ideated use cases
• Develop complex and impactful analytical models and solutions, leveraging machine learning and/or deep-learning techniques for internal or external stakeholders
• Define and scope the requirements to develop AA enabled products
• Perform complex reactive data analysis or develop analytical models to support external and/or internal stakeholders in answering strategic questions
• Define the BRDs and SLAs for a variety of AA products in collaboration with other departments and stakeholders
• Translate BRDs and SLAs into a set of actions and tasks to deliver products within the required timeframe and quality standards
• Manage external requests and optimize the workload allocation
• Manage communication with other departments and stakeholders to ensure alignment and efficient delivery of requests and AA products
• Align with stakeholders on delivery plan, objectives, and desired outcomes
• Monitor the satisfaction of external stakeholders and implement corrective measures to improve the delivery
Organization and Operations
• Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
• Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
• Escalate complex problems to the relevant person to ensure cases/issues are closed properly
• Perform other duties as requested
People Management
• Train junior staff on the different job activities to ensure transfer of know-how, when applicable
• Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
• Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
• Bachelor’s degree in Computer Science, Data Science, or equivalent is required
• Master’s degree in Computer Science, Data Science, Business Administration, or equivalent is preferred

A minimum of 5 years of relevant experience
