About the job

Kent is seeking a Proposal Engineer to join our growing engineering Team within the Oil & Gas market in Khobar, Saudi Arabia. This is a pivotal opportunity to help shape a new and expanding team, strengthen our technical capability, and enhance Kent’s presence and reputation across the sector.

Responsibilities:

To co-ordinate and develop Engineering Services Proposals covering Studies, FEED and Detailed Design phases.

The Proposal Engineer is responsible for preparing accurate and competitive cost estimates for project bids. This role involves analyzing project scope requirements, coordinating with various departments as required, and ensuring that all technical and financial aspects of the proposal are aligned with client specifications and industry standards. The Proposal Engineer will be embedded in the Engineering Operations team and will co-ordinate with the Kent proposals group as required to ensure Kent procedures and Governance is adhered to.

Details / responsibilities

Review Requests for Proposals (RFPs):

•• Analyze RFPs to understand project scope requirements and determine the feasibility of the bid with guidance from Engineering VP and Director.

•• Communicate with potential clients to clarify requirements and gather additional information

Cost Estimation:

•• Develop detailed hours estimates and sub-contractor requirements and other project-related expenses

•• Utilize estimation tools and department norms

Technical Proposal Preparation:

•• Prepare comprehensive technical proposals that outline project specifications, timelines, and methodologies

•• Ensure that all technical aspects of the proposal are feasible and align with client expectations - obtain support from the Engineering team on as needed basis

Risk Assessment and Mitigation:

•• Identify potential risks associated with the project and develop strategies to mitigate them

•• Include risk management plans in the proposal to ensure project success

Coordination and Collaboration:

•• Work closely with engineering, finance, project management, and other departments to gather necessary information for the proposal

•• Ensure that all stakeholders are aligned and that the proposal reflects a unified approach

•Support development of internal documents/ presentations for approvals prior to bid submission

•Ensure win themes/ plans are embedded within the tender

Client Interaction:

•• Engage with clients to present proposals, answer questions, and negotiate terms

•• Maintain strong relationships with clients to enhance the chances of winning bids

Compliance and Standards:

•• Ensure that all proposals comply with industry standards, regulations, and client specifications

•• Stay updated with industry trends and best practices to continuously improve proposal quality

Knowledge/ Qualification/ Training/ Certification:

• As minimum a bachelor’s degree in engineering (any discipline)

• 7-10 years relevant experience

• Have worked for at least 3 years in similar positions for an international company

• Capable of using the appropriate software

• Excellent interpersonal and analytical attributes

• Able to effectively communicate technical issues to peers and line manager and hold presentations to project management and Clients

(written and verbal

• Capability of collating, verifying and handling project information and producing reports

• Adequate knowledge and communication skills in project execution and management for own level

• Adequate analytical mindset for interpreting engineering, procurement, construction and planning information

• Adequate knowledge of contract administration for own level

• Good knowledge of processes of constructions

• Adequate awareness of how to handle risks and mitigation measures across functions

• Good interpersonal and analytical attributes

• Ownership of responsibility for work

• Ability to effectively communicate project issues to peers and line manager and hold presentations to project management and Clients

• Ability to collaborate with cross-functional teams
