شركة Jasara Program Management Company تبحث عن Senior Construction Manager (PMC) للإشراف على مشاريع الأنفاق والبنية التحتية تحت الأرض في المملكة العربية السعودية. يشغل المدير منصب الممثل الرئيسي للشركة في مراقبة وتنسيق وإدارة المقاولين وفق عقود التكلفة الزائدة والقابلة للقياس والتصميم والبناء (EPC/Design & Build)، مع ضمان تنفيذ الأعمال بأمان وكفاءة وفقًا للأهداف التعاقدية ومعايير الجودة والالتزامات التنظيمية. يتطلب الدور خبرة رائدة في تنفيذ مشاريع أنفاق كبرى تشمل آلات حفر الأنفاق (TBM) وطريقة NATM/SEM والآبار العميقة والكهوف والمرافق الفاخرة تحت الأرض.
المهام والمسؤوليات
- العمل كممثل رئيسي للشركة والمستشار الموثوق للعميل في جميع أنشطة البناء الخاصة بالأنفاق والأعمال تحت الأرض.
- الإشراف الاستراتيجي على أنشطة البناء ومتابعة أداء المقاولين مقابل الجداول الزمنية والميزانيات ومتطلبات السلامة والجودة.
- مراجعة والتحقق من منهجيات البناء وخطط العمل وتسلسل التنفيذ وخطط توزيع الموارد.
- ضمان توافق تسليم المشروع مع خطط التنفيذ المعتمدة وأهداف العميل.
- قيادة فرق الإشراف على المقاولين من مختلف الأنواع (Cost Plus، Re-measurable، EPC، Design & Build، والمتخصصة في الأنفاق).
- تقييم قدرات المقاولين والإنتاجية واتجاهات الأداء وخطط التعافي.
- التحقق من جداول المقاولين وتقارير التقدم وتقييم المخاطر وخطط التخفيف.
- مراقبة الواجهات الحرجة للبناء وحل المشكلات التي تؤثر على تسليم المشروع.
- تقديم الخبرة الفنية في منهجيات الأنفاق وتقنيات البناء تحت الأرض.
- مراجعة واعتماد مقترحات البناء المتعلقة بأعمال حفر TBM (بما في ذلك الماكرو)، NATM/SEM/VMT، الحفر والتفجير، بناء الآبار والكهوف، دعم الأرض وتحسينها واستقرارها، أنظمة نزح المياه، وأنظمة الدعم المؤقتة والدائمة.
- تقييم المخاطر الجيوتقنية والتوصية بإجراءات التخفيف.
- تعزيز ثقافة 'السلامة أولاً' والإشراف على امتثال المقاولين لمتطلبات الصحة والسلامة والبيئة وأفضل الممارسات الدولية.
- المشاركة في عمليات التدقيق والتفتيش وجولات السلامة القيادية، وقيادة مراجعات الحوادث الكبرى والإجراءات التصحيحية.
- مراقبة تقدم البناء مقابل الجداول الأساسية، وتحديد مخاطر الجدول الزمني وتأخيرات الأنشطة الحرجة، وتقييم برامج التعافي والتعجيل.
- تقديم تقارير دقيقة عن التقدم وتقارير تنفيذية للعميل.
- دعم فرق الشؤون التجارية ومراقبة المشاريع في تقييم المطالبات والتغييرات وطلبات تمديد الوقت وأوامر التغيير.
- مراجعة مستحقات المقاولين المتعلقة بأعمال البناء وتقديم توصيات خبراء بشأن الأداء والالتزامات التعاقدية، والمساعدة في تجنب النزاعات وحلها.
- العمل كواجهة رئيسية للبناء بين العميل وفريق الشركة والمقاولين والمصممين والجهات الرسمية، والمشاركة في اجتماعات اللجنة التنفيذية والتوجيهية.
- تقديم تحديثات أداء البناء والمخاطر الرئيسية وخطط التخفيف والتوصيات الاستراتيجية، وبناء علاقات قوية مع أصحاب المصلحة.
- ضمان امتثال أنشطة البناء للتصميم والمواصفات والكودات والمعايير المعتمدة، وقيادة عمليات تدقيق الجودة ومراجعات الاستعداد للبناء، ومراقبة خطط الفحص والاختبار (ITPs) وعمليات مراقبة الجودة، وتطبيق الدروس المستفادة ومبادرات التحسين المستمر.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو تخصص ذي صلة.
- يفضل درجة الماجستير في الهندسة أو إدارة البناء أو إدارة المشاريع.
- يفضل أن يكون مهندسًا محترفًا (PE، CEng أو ما يعادلها).
- يفضل الحصول على شهادة إدارة المشاريع (PMP أو ما يعادلها).
- خبرة لا تقل عن 20 عامًا في مشاريع البنية التحتية الكبرى.
- خبرة لا تقل عن 15 عامًا في أعمال الأنفاق والأعمال تحت الأرض.
- خبرة مؤكدة في قيادة المشاريع الضخمة من جهة الشركة أو العميل (PMC/Client-side).
- سجل حافل في إدارة مشاريع تتجاوز قيمتها مليار دولار أمريكي.
- خبرة واسعة في: آلات حفر الأنفاق (TBM) بما في ذلك الماكرو، NATM/SEM/VMT، الآبار العميقة والكهوف، أماكن الإقامة الفاخرة تحت الأرض، البنية التحتية تحت الأرض، أنفاق المرافق والخدمات الأخرى.

Technical Assurance
- Provide expert guidance on tunnelling methodologies and underground
- Review and approve construction proposals relating to:
- TBM (micro and other) excavation works
- NATM/SEM/VMT tunnelling
- Drill and blast operations
- Shaft and cavern construction
- Ground Support, improvement and stabilization
- Dewatering systems
- Temporary and permanent support systems
- Assess geotechnical risks and recommend mitigation measures
- Promote and enforce a "Safety First" culture across the project
- Oversee contractor compliance with project HSE requirements and international
- Participate in site audits, inspections, and leadership safety walks
- Review major risk activities and ensure appropriate controls are implemented
- Lead independent reviews of significant incidents and corrective actions

Qualifications
- Bachelor's Degree in Civil Engineering or related discipline
- Master's Degree in Engineering, Construction Management, or Project Management
- Professional Engineer (PE, CEng, or equivalent) preferred
- Project Management certification (PMP or equivalent) desirable
- Minimum 20 years of experience in major infrastructure construction projects
- Minimum 15 years of experience in tunnelling and underground works
- Proven PMC or Client-side leadership experience on mega projects
- Demonstrated success managing projects exceeding USD 1 billion in value
- Extensive experience with:
- Tunnel Boring Machines (TBM) - not key, potentially micro
- NATM / SEM / VMT
- Deep shafts and caverns
- Underground premium accommodation
