شركة أكوا الصين (ACWA China) تعلن عن وظيفة مهندس مناوبة (Shift in Charge) في السعودية، حيث سيكون مسؤولاً عن إدارة عمليات تشغيل المحطة خلال المناوبة وضمان أدائها بأمان وكفاءة وفقاً للإجراءات والمعايير المعتمدة.

نبذة عن الوظيفة

مهندس مسؤول عن الإشراف على أنشطة تشغيل المحطة بالكامل خلال فترة المناوبة، وضمان تنفيذ جميع العمليات بأمان وكفاءة وفقاً لإجراءات التشغيل القياسية (SOPs) ومعايير الجودة والجداول الزمنية ومتطلبات التشغيل الأخرى. كما يتحمل مسؤولية التشغيل والإغلاق الآمن للمحطة حسب الإجراءات المعتمدة.

المهام والمسؤوليات

  • الامتثال لقواعد ولوائح السلامة، والإلمام الكامل بمخاطر السلامة في المحطة.
  • الإلمام باتفاقيات التشغيل والصيانة للمحطة، ومخططات الأنابيب والأجهزة (P&IDs)، وإجراءات التشغيل القياسية (SOPs)، وتعليمات العمل، ومنطق التحكم والتشغيل، وإجراءات الطوارئ، والمتطلبات التنظيمية، والوثائق الأخرى ذات الصلة.
  • ضمان تشغيل المحطة وفق المعايير المقررة بأقل مخاطر على الأفراد والمعدات والمواد، والامتثال لمعايير السلامة والبيئة.
  • التنسيق مع جميع الأقسام الأخرى في الأنشطة المتعلقة بتشغيل المحطة خلال المناوبة، والفهم الكامل لنظام تصاريح العمل المطبق في المحطة، وإصدار وإلغاء تصاريح العمل حسب الصلاحية، والتنسيق مع الكيميائي بشأن أنشطة الكيمياء.
  • اتباع جداول التشغيل المحددة مسبقاً لتحقيق الإنتاجية المستهدفة بأمان وكفاءة، والتنسيق مع مدير التشغيل بشأن أي تغييرات في حالة المحطة.
  • اتخاذ القرارات السريعة في الموقع لتصحيح أي تشوهات أو اضطرابات، واتخاذ الإجراءات التصحيحية أثناء حالات الطوارئ، والإشراف على قوائم التشغيل المبدئية وفحوصات التعشيق واختبارات الحماية والأنشطة غير الروتينية مثل الحفظ والتنظيف الحمضي.
  • إصدار تصاريح العمل لقسم الصيانة بعد الحصول على التفويض، والفهم الكامل لإجراءات نظام تصاريح العمل، وتطبيع المعدات بعد الإفراج عنها وإجراء الاختبارات اللازمة للتأكد من سلامتها بعد الصيانة.
  • مراقبة الحالة العامة للمحطة وتلخيص الأنشطة في سجل المناوبة، وتعبئة تقارير الحالة اليومية للمحطة، وتسجيل جميع الأحداث التي وقعت خلال المناوبة.
  • الحفاظ على سجلات تقييم الموظفين وجداول الإجازات، وإعداد نماذج التقييم لاحتياجات الموظفين.
  • إعداد تقارير الحوادث والإصابات والتقارير الأخرى التي تطلبها الأقسام وتقديمها للجهات المختصة في الوقت المحدد، والحفاظ على سجلات دقيقة لجميع الأنشطة في المحطة.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة (إلزامي).
  • يفضل الحصول على دراسات عليا في الهندسة مع تخصص في هندسة محطات الطاقة.
  • خبرة لا تقل عن 8 سنوات في محطات الطاقة / التحلية / التناضح العكسي (RO).
  • يفضل خبرة في محطات مماثلة في الشرق الأوسط.
  • الاستعداد للعمل في مواقع نائية.

المهارات المطلوبة

  • الإلمام بمبادئ أنظمة إدارة الجودة والصحة والسلامة المهنية والبيئة.
  • معرفة المتطلبات القانونية المطبقة.
  • إتقان إجراء تحليل الأسباب الجذرية (RCA).
  • تقييم مخاطر المخاطر (Hazard Risk Assessment).
  • تقييم الأثر البيئي (Aspect Impact Assessment).
  • مهارات التحقيق.
  • الإلمام باحتواء الانسكابات.
  • القدرة على إدارة حالات الطوارئ المتعلقة بالصحة والسلامة والبيئة.

Job Summary

Responsible for overall plant operation activities in shift. Ensure that all the activities in the plant are performed in a safe and efficient manner in accordance with the approved Standard Operating Procedures, quality standards, time schedules, and other operating requirements.

Responsible for safe startup/shut down of the plant as per the Standard Operating Procedures.

Roles & Responsibilities

  • Comply with safety rules and regulations. Be fully aware of the safety hazards in the plant.
  • Familiar with plant O&M agreements, P&IDs, SOPs, Work Instructions, Operation and control logics, emergency operation procedures, as well as regulatory requirements and any other related documents.
  • Ensure that the plant is operated to the established standards with minimum risk to men, machine and materials, comply with safety and environmental standards.
  • Coordinate with all other departments all activities that are related to plant operations during the shift and comply with safety rules and regulations. Have a complete understanding of the permit to work system applied to the plant. Issue and cancel permits to work per authorization. Coordinate activities involving plant chemistry with the Chemist.
  • Follow preset operational schedules to fulfill the targeted production availability safely and efficiently. Coordinate all activities or changes in plant status with Operations Manager.
  • Make quick, on the spot decisions to correct abnormalities or disturbances. Take corrective actions during a state of emergency. Supervise the start-up checklist, interlock checks, protection tests, non-routine activities like preservation, acid cleaning etc.
  • Upon authorization, issue work permits for maintenance section involved. Have a complete understanding of the permit to work system procedure applied to the plant. Issue and cancel permits to work per authorization. Normalize the equipment after release and perform necessary testing to check the equipment or system after maintenance.
  • Monitor the overall status of the plant and summarize activities in the log book. Fill daily plant status reports and relay all activities that occurred during the shift.
  • Maintain staff evaluation records, vacation schedules etc. Prepare evaluation forms for personnel requirement.
  • Prepare incident/accident reports and other reports required by the departments and submit to the concerned authorities within stipulated time period. Keep accurate records on all activities performed in the plant on regular basis.
  • Assist in the training and familiarization of new personnel in the shift.
  • Study and suggest any modifications which can improve plant efficiency.
  • Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled and updated.
  • Implement, monitor and report IMS objectives, Targets and programs.
  • Report deviations in Integrated Management System, identify root cause and implement corrective and preventive actions.
  • Ensure regulatory compliance with respect to their scope of activities.
  • Ensure identification of root cause for the identified non conformances/deviations and implement corrective actions/preventive actions.
  • Identify the competency gap for subordinate personnel and implement necessary actions.
  • Carry out periodic performance evaluation of reporting employees.
  • Provide on-the-job training to new employees and evaluate their OJT Performance.
  • Identification, documentation and control of hazards in assigned work area.
  • Ensure aspects identified are monitored and operational controls are followed.
  • Control emergencies, incidents and near misses.
  • Communicate with the Load Dispatch Center.
  • Perform other duties as assigned.

Job Specifications

Educational

Desired

  • Bachelor of Engineering is a must.

Preferred

  • Post Graduate in Engineering with Power Plant Engineering.

Minimum Experience (Type And Duration)

Minimum

  • 8 years in Power / Desalination / RO Plant.

Preferable

  • Experience in similar plants in Middle East.

Required Skills

  • Awareness of Quality, Occupational Health & Safety and Environment Management System principles.
