انضم إلى فريق Kent في المنطقة الشرقية، المملكة العربية السعودية، كمستشار أول في سلسلة التوريد والمشتريات (Senior Supply Chain/Procurement Specialist). ستتولى مسؤولية تنفيذ أنشطة المشتريات الشاملة في بيئة مشاريع EPC للنفط والغاز، مع التركيز على المصادر الفعالة من حيث التكلفة والامتثال للجداول الزمنية والمتطلبات الفنية.
المهام والمسؤوليات
- تنفيذ أنشطة المشتريات لمشاريع EPC، بما في ذلك مصادر المعدات الهندسية والمواد السائبة وخدمات المقاولات الفرعية.
- إدارة ومعالجة طلبات الشراء وطلبات العروض وتقييم العروض وأوامر الشراء باستخدام نظام Oracle ERP (Fusion/EBS).
- قيادة التقييم الفني والتجاري للعروض بالتعاون مع فرق الهندسة والمشاريع.
- إجراء تحديد الموردين وتأهيلهم وتقييم أدائهم المستمر، مع التركيز على قوائم الموردين المعتمدين (AVL).
- التفاوض على الأسعار وشروط التسليم (Incoterms) والشروط التعاقدية لتحقيق أفضل النتائج للمشروع.
- ضمان توافق المشتريات مع جداول المشروع، وتسريع العناصر الحرجة لتحقيق معالم البناء.
- إدارة الأنشطة بعد منح العقد، بما في ذلك التسريع والتنسيق لمراجعة مستندات الموردين وعمليات التفتيش والخدمات اللوجستية ومتابعة التسليم.
- ضمان الامتثال لمعايير أرامكو السعودية/المشغلين الرئيسيين، والمحتوى المحلي (IKTVA)، وسياسات المشتريات الخاصة بالشركة.
- مراقبة أداء الموردين وحل المشكلات التجارية أو المتعلقة بالتسليم بشكل استباقي.
- إعداد تقارير المشتريات من Oracle ERP، وتتبع مؤشرات الأداء الرئيسية مثل توفير التكاليف والتسليم في الوقت المحدد وقيم الالتزام.
- تحديد وتنفيذ فرص خفض التكاليف وهندسة القيمة.
- دعم أنشطة إدارة المخاطر، بما في ذلك تحديد قيود سلسلة التوريد وتطوير استراتيجيات التخفيف.
- تقديم الإرشاد للمشترين المبتدئين والمساهمة في تحسين عمليات المشتريات.
- التعاون مع فرق الخدمات اللوجستية والعقود والجودة والبناء لضمان تنفيذ سلسلة التوريد بسلاسة.
الشروط والمتطلبات
- درجة البكالوريوس في سلسلة التوريد أو الهندسة أو إدارة الأعمال أو مجال ذي صلة.
- يفضل بشدة الحصول على شهادة مهنية مثل CIPS.
- خبرة لا تقل عن 8 إلى 12+ سنة في مجال المشتريات، مع خبرة كبيرة في مشاريع EPC للنفط والغاز.
- خبرة مثبتة في المملكة العربية السعودية، مع معرفة باللوائح المحلية والسعودة ومشهد الموردين.
- خبرة قوية في شراء المعدات الهندسية (مثل المضخات والصمامات والضواغط) والمواد السائبة ومقاولات EPC الفرعية.
- خبرة عملية في أنظمة Oracle ERP وAVEVA ERM (خاصة وحدات المشتريات وP2P).
- فهم قوي لدورة حياة مشتريات المشاريع، بما في ذلك إدارة العناصر طويلة الأجل والتسريع.
- الإلمام بالمعايير الدولية ومتطلبات العملاء الرئيسيين (مثل أرامكو السعودية وسابك).
- خبرة قوية في التفاوض مع الموردين وإدارة العقود ومعالجة المطالبات.
- مهارات تحليلية وإعداد تقارير قوية مع القدرة على الاستفادة من بيانات ERP لاتخاذ القرارات.
- مهارات ممتازة في إدارة أصحاب المصلحة والتواصل في بيئة مشاريع متعددة التخصصات.
المهارات المطلوبة
- إتقان اللغة الإنجليزية (اللغة العربية ميزة إضافية).
- القدرة على العمل بشكل مستقل وذاتي مع الدعم عند الحاجة.
- معرفة بأفضل الممارسات في المشتريات والاستعداد لتوجيه الزملاء الأقل خبرة.
- تطوير العلاقات وبناءها خارج نطاق قسم العمل.
- القدرة على قيادة التغيير والبحث عن فرص التعلم والنمو الجديدة.

The Senior Buyer is responsible for delivering end-to-end procurement activities within the Oil & Gas EPC environment in Saudi Arabia, ensuring the timely, compliant, and cost-effective sourcing of engineered equipment, bulk materials, and subcontracted services. Details / Responsibilities
- Execute procurement activities for EPC projects, including sourcing of engineered equipment, long-lead items, bulk materials, and subcontract services
- Process and manage purchase requisitions, RFQs, bid evaluations, and purchase orders using ORACLE ERP (Fusion/EBS)
- Lead technical and commercial evaluation of bids in coordination with engineering and project teams
- Conduct supplier identification, prequalification, and ongoing performance evaluation, with a focus on approved vendor lists (AVL)
- Negotiate pricing, delivery terms, Incoterms, and contractual conditions to achieve optimal project outcomes
- Ensure procurement aligns with project schedules, expediting critical items to meet construction milestones
- Manage post-award activities including expediting, vendor document review coordination, inspections, logistics, and delivery follow-ups
- Ensure compliance with Saudi Aramco / major operator standards, local content (IKTVA), and company procurement policies
- Monitor supplier performance and resolve commercial or delivery issues proactively
- Generate procurement reports from ORACLE ERP, tracking KPIs such as cost savings, on-time delivery, and commitment values
- Identify and implement cost reduction and value engineering opportunities
- Support risk management activities, including identifying supply chain constraints and developing mitigation strategies
- Provide mentorship to junior buyers and contribute to procurement process improvements
- Collaborate with logistics, contracts, quality, and construction teams to ensure seamless supply chain execution
- Bachelor’s degree in Supply Chain, Engineering, Business Administration, or related field
- Professional certification (e.g., CIPS) is strongly preferred
- 8-12+ years of procurement experience, with significant exposure to Oil & Gas EPC projects
- Proven experience in Saudi Arabia (KSA), with knowledge of local regulations, Saudization, and supplier landscape
- Strong experience in procuring engineered equipment (e.g., pumps, valves, compressors), bulk materials, and EPC subcontracting
- Hands-on expertise in ORACLE ERP & AVEVA ERM systems (Oracle Fusion or EBS), particularly procurement and P2P modules
- Strong understanding of project procurement lifecycle, including long-lead item management and expediting
- Familiarity with international standards and major client requirements (e.g., Saudi Aramco, SABIC)
- Solid experience in supplier negotiations, contract administration, and claims handling
- Strong analytical and reporting skills with the ability to leverage ERP data for decision-making
- Excellent stakeholder management and communication skills in a multi-disciplinary project environment
- Fluent in English; Arabic is an advantage
