تعلن شركة أكوا الصين (Acwa China) عن توفر وظيفة 'مسؤول HSSE' (HSSE Officer) في السعودية، وهي وظيفة قائمة على المصنع تهدف إلى دعم إدارة وتنفيذ نظام إدارة الصحة والسلامة والبيئة (HSE) على المستوى الميداني بالعمل مع عمليات محطات الطاقة أو المياه. يتبع هذا المنصب تقاريرياً إلى مهندس HSE / مدير المصنع العام / مدير المشروع ومدير HSE المؤسسي.
المهام والمسؤوليات
- التنسيق والمشاركة الفعالة في أنشطة المصنع مع الحفاظ على التركيز على أهداف الشركة العامة والاتساق من خلال إدارة HSE.
- إجراء محادثات السلامة (toolbox talks) عند الحاجة، وجلسات توعية HSE، واجتماعات HSE الميدانية مع الموظفين والمقاولين.
- قيادة برامج التدريب الميداني في HSE المصممة لتحفيز العاملين الميدانيين.
- تحسين الإبلاغ عن الأفعال/الظروف غير الآمنة والحوادث الوشيكة، وتسجيلها، والمشاركة في التحقيقات.
- التنسيق والمشاركة في المراجعة المستمرة لأنظمة إدارة HSE.
- مساعدة فريق الإدارة والصحة المهنية وتقديم الدعم في جميع جوانب عملية المعالجة بعد الحوادث/الإصابات.
- العمل مع موظفي التشغيل والصيانة لتعزيز نظام تصريح العمل وضمان سلامة جميع المشاركين في العمليات.
- تحديد الإجراءات غير الممتثلة أو غير المكتملة أو دون المستوى للأنشطة التي تشمل الموظفين و/أو المقاولين في المصنع.
- مساعدة الموظفين الميدانيين والمقاولين في العناية بمعدات الحماية الشخصية وفحصها وضمان الامتثال لاستخدامها في الميدان.
- تسجيل جميع الحوادث والإبلاغ عنها، بما في ذلك إصابات الموظفين.
- دعم برامج HSE المؤسسية مثل السلامة القائمة على الأشخاص (PBS)، و5S، وعملية عدم وقوع الحوادث (ZIP).
- فحص سجلات معدات مثل السقالات والسلالم والرافعات والأدوات ومعدات العمل والأدوات الكهربائية.
- دعم برامج حوافز HSE والبرامج الترويجية مثل يوم السلامة، يوم البيئة العالمي، وحملات HSE التي تعلنها الشركة.
- تعزيز برامج مراقبة واتصال HSE التي تشمل مسؤولي HSE المالك والمقاول.
- فحص طفايات الحريق المحمولة ومحطات غسيل العيون/الاستحمام الطارئة والحفاظ على السجلات عند الحاجة.
- مساعدة مهندس HSE في عملية تقييم المخاطر والحفاظ على إجراءات السيطرة المحددة.
- دعم مسؤول الحادث كجزء من فريق الاستجابة للطوارئ.
- دعم البرامج البيئية المؤسسية مثل إدارة النفايات والتشجير ومكافحة الانسكابات.
- دعم برامج الصحة المهنية المؤسسية مثل 'كن بصحة جيدة وابق بصحة جيدة'، إدارة الإجهاد، برامج الإقلاع عن التدخين، ومبادرات النظام الغذائي والتمارين الرياضية.
- إجراء جولات تفقدية منتظمة لمراقبة ضوابط HSE.
- ضمان توفر إجراءات الإسعافات الأولية في المواقع.
- ضمان توفر معدات مكافحة الحريق وفحص حالتها.
- جمع الانحرافات البيئية وضمان تحديد وتنفيذ الإجراءات التصحيحية.
- التنسيق لتدريبات الطوارئ الخاصة بـ HSE وتقديم التقارير عنها.
- ضمان المراقبة المستمرة لمناطق العمل ووجود ضوابط للمخاطر المحددة.
- تقديم تدريب تعريفي للموظفين الجدد والزوار والمقاولين والمقاولين من الباطن.
- ضمان توفر المرافق الطبية والأدوية في سيارة الإسعاف.
- مراقبة صلاحية شهادات المعدات ورخص المشغلين.
- أداء مهام HSE أخرى يتم تكليفه بها من وقت لآخر.
الشروط والمتطلبات
- شهادة جامعية (مرغوبة).
- شهادة NEBOSH العامة في الصحة والسلامة المهنية (مفضلة).
- مدرب ومعتمد كمدقق HSE من معهد معترف به (مفضل).
- حد أدنى 4 سنوات من الخبرة المباشرة في منصب مماثل.
- يفضل 5+ سنوات من الخبرة العملية ذات الصلة ضمن فريق متعدد الثقافات.
- الإلمام بتشريعات الصحة والسلامة والبيئة المعمول بها في المملكة العربية السعودية (مرغوب).
- رخصة قيادة سعودية سارية، أو الرغبة في الحصول عليها خلال 3 أشهر بعد اجتياز فترة الاختبار.
- ظروف العمل: قد يعمل الموظف بالقرب من الأجزاء الميكانيكية المتحركة وفي ظروف جوية خارجية، وفي أماكن مرتفعة وخطرة، وقد يتعرض للأبخرة والجزيئات المحمولة جواً والمواد الكيميائية السامة ومخاطر الصعق الكهربائي. مستوى الضوضاء معتدل عادةً، وقد تكون هناك ظروف عالية جداً.

Job Summary

Roles & Responsibilities
- Coordinate and actively participate in plant activities while maintaining focus on overall company objectives and consistency through HSE management.
- Conduct toolbox talks (if required), HSE awareness sessions, and on-field HSE meetings with staff and contractors.
- Lead on-site HSE training programs designed to motivate field personnel.
- Improve unsafe act/condition and near-miss reporting, recording, and participation in investigations.
- Coordinate and participate in the continuous auditing of HSE management systems.
- Assist the Administration and Occupational Health Team and provide support in all aspects of the post-accident/injury treatment process.
- Work with operations and maintenance employees to promote the permit-to-work system and ensure the safety of everyone involved in the processes.
- Identify non-compliant, incomplete, or substandard procedures for activities involving employees and/or contractors in the plant.
- Assist field staff and contractors in the care and inspection of their PPE and ensure PPE compliance in the field.
- Record and report all incidents, including employee injuries.
- Support Corporate HSE programs such as People Based Safety, 5S, and Zero Incident Process.
- Inspect equipment logbooks and records such as scaffolding, ladders, cranes, tools, work equipment, and power tools.
- Support HSE incentive programs and promotional programs such as Safety Day, World Environment Day, and HSE campaigns announced by Corporate.
- Promote HSE Observation and Communication programs involving owner and contractor HSE officers.
- Inspect portable fire extinguishers and safety eye-wash/shower stations and maintain records, if required.
- Assist the HSE Engineer in the risk assessment process and maintenance of identified control measures.
- Support the Incident Controller as part of the emergency response team.
- Support Corporate Environmental programs such as waste management, plantation, and spill control.
- Support Corporate Occupational Health Programs such as Get Healthy Stay Healthy, Stress Management, Quit Smoking Programs, Diet and Exercise initiatives.
- Conduct regular walk-around checks to monitor HSE controls.
- Ensure availability of first aid measures at locations.
- Ensure availability of firefighting equipment and inspect its condition.
- Collect environmental deviations and ensure identification and implementation of corrective actions.
- Coordinate HSE emergency drills and reports.
- Ensure continuous monitoring of work areas and the presence of controls for identified risks.
- Provide induction training to new employees, visitors, contractors, and subcontractors.
- Ensure the availability of medical facilities and medicines in the ambulance.
- Monitor the validity of equipment certifications and operator licenses.
- Perform other HSE duties as assigned from time to time.
Educational Requirements
Desired:
- Degree Certificate
- NEBOSH General Certificate in Occupational Health and Safety
- HSE Trained and Certified Auditor from a recognized institute
Minimum Experience
- 4 years of direct working experience in a similar capacity
- 5+ years of relevant working experience within a multicultural team
- Awareness of Quality, Occupational Health & Safety, and Environmental Management System principles.

- Familiarity with applicable K.S.A. Health, Safety, and Environmental legislation.
- Valid K.S.A. driving license, or willingness to obtain one within 3 months after completion of the probationary period.
