Role Summary:

The Specialist, Technical Licensing is responsible for providing technical expertise in licensing activities by supporting licensees with product related requirements, technical compliance, troubleshooting and integration of licensed technologies into operations and Audits. The role ensures that all licensed threading, manufacturing, and product qualification processes meet company standards as well as client and international specifications. The position acts as a key technical interface with licensees and third-party inspectors to ensure consistent quality performance and compliance.

Roles & Responsibilities:

• Audits & Compliance: Plan and execute technical and quality audits of licensees to ensure compliance with company standards and applicable specifications.
• Licensee Technical Support: Provide technical guidance to licensees on threading, manufacturing processes, product qualification, and operational improvements.
• Specification Alignment: Ensure all licensee processes and outputs align with Saudi Aramco requirements and international standards (API, ISO, etc.).
• Quality System Oversight: Review and verify that licensees maintain effective quality management systems in line with company and client expectations.
• Inspection & NCR Review: Review inspection reports, quality documentation, and Non Conformance Reports (NCRs), ensuring proper root cause analysis and corrective actions.
• Stakeholder Interface: Act as the focal technical point with third-party bodies on quality and compliance matters.
• Gauge & Insert Oversight: Ensure proper management, calibration, and compliance of gauges and threading inserts at licensee facilities.
• Continuous Improvement: Identify gaps and improvement areas in licensee operations and support implementation of best practices.
• Cross-functional Collaboration: Work closely with internal teams (engineering, operations, and commercial) to ensure alignment on quality and technical matters.

Qualifications:

Bachelor’s degree in Material Science Engineering, Mechanical Engineering, Petroleum Engineering, or related field preferred.

Experience:

• Minimum 5-7 years in technical licensing, OCTG, threading, or oil & gas manufacturing.
• Strong experience in quality assurance, audits, and technical compliance.

Skills:

• Strong knowledge of OCTG, threading, and inspection standards.
• Familiarity with Saudi Aramco requirements and international standards (API/ISO).
• Excellent analytical and problem-solving skills.
• Effective communication and stakeholder management.
• Attention to detail with strong auditing capability.
