نبذة عن الوظيفة
تقديم توصيات النقل للمخطط الرئيسي للمدينة، مع مراعاة النقل العام في المناطق السكنية، ومناولة المواد ونقل البضائع للمنطقة الصناعية، ونقل السكك الحديدية، وحركة المرور المرتبطة بالموانئ.
المهام والمسؤوليات
- تطبيق مبادئ وتقنيات وتحليلات إدارة حركة المرور.
- مراجعة واستشارة وتعديل خطط إدارة حركة المرور للمقاولين وطلبات المقاولين/القطاع الصناعي.
- خبرة واسعة في سلامة المرور وتنفيذ الجوانب الفنية المختلفة لأعمال هندسة سلامة المرور.
- توجيه المهام الروتينية لهندسة المرور والتصميم التي تتطلب تطبيق الممارسات الهندسية وفقاً للمعايير المحلية (RC) والوطنية (MOT) والدولية (FHWA) حسب الاقتضاء.
- الإشراف على دراسات هندسة المرور وقيادتها.
- المساعدة في إعداد وتحديث مواصفات أجهزة المرور الميدانية.
- مساعدة ومراجعة المقاولين في تطوير وتقديم خطط إدارة حركة المرور (TMPs).
- التواصل مع المسؤولين الداخليين والخارجيين.
- مراجعة والمساعدة في تطوير نطاقات العمل للمشاريع/الدراسات (مثل تنسيق الإشارات وتحسينها، دراسة تأثير حركة المرور، تدقيق سلامة الطرق، خطط إدارة حركة المرور المؤقتة، دراسات الوصول، إلخ).
- تقديم الدعم الفني للجهات الداخلية والخارجية لتحسين حركة المرور وسلامتها.
- إجراء دراسات هندسة المرور المتعلقة بشبكة النقل.
- إعداد تقارير تقييم المرور وتأثير حركة المرور.
- مراجعة تقارير المرور المعدة من قبل الاستشاريين الآخرين.
- تقديم تقييم سعة الطرق السريعة وموازنة أحجام المرور لتقييم مستوى الخدمة الحالي والمقترح.
- استخدام الحاسوب ونتائجه لإعداد التقارير وتطوير مخططات المرور.
- استخدام برامج نمذجة المرور مثل AutoCAD وSYNCHRO وSYDRA وVISSIM وHCS بمهارة عالية.
- تقديم الدعم لإجراء مسوحات المرور لتوفير أحجام المرور وتوليد الرحلات وتوزيعها.
- إجراء ومراجعة التقاطعات الإشارية والقدرة على إعداد وتحسين توقيت الإشارات باستخدام برامج معروفة (Highway Capacity Software).
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية / هندسة النقل.
- خبرة 8-10 سنوات أو 12-14 سنة من الخبرة العملية ذات الصلة في مجال هندسة المرور باستخدام البرامج المعروفة في القطاع.
- خبرة في دراسات تأثير حركة المرور (TIS) على مستوى المنطقة والمدينة، ونمذجة المرور، وتنسيق الإشارات وتحسينها، وتحليل سعة الإشارات، ونظام النقل الذكي (ITS)، ولوائح وزارة النقل (MOT) في منطقة دول مجلس التعاون الخليجي.
- خبرة في تطوير خطط النقل على مستوى المنطقة والمدينة.
- معرفة واستخدام المعايير الدولية مثل AASHTO - Green Book وHCM وHSM وMUTCD وITE وإرشادات FHWA.
- مهندس مرور تشغيلي معتمد / مسجل.
- معرفة ممتازة بأدوات وإجراءات تقييم تخطيط النقل، ومعالجة البيانات، وإتقان استخدام البرامج ذات الصلة (مثل TransCAD وSYNCHRO وSIDRA وVISUM وVISSIM وHCS وCORSIM وSimtraffic وCivil3D وAutoCAD وMS Office).
- معرفة شاملة بالممارسات واللوائح الصناعية.
- خبرة في نمذجة الطلب على النقل ونظرية تدفق المرور.
- معرفة في تخطيط ونمذجة النقل.
- إجراء نمذجة المحاكاة الكلية والجزئية لتقييم أداء مرافق النقل المحددة مثل التقاطعات والطرق السريعة وأنظمة النقل العام.
- إجراء نمذجة التقاطعات لتحليل تدفق المرور وتحسين الإشارات وتنسيقها وتحسين السعة.

- الإلمام بالتكنولوجيا الحالية وكيفية استخدامها بفعالية في المشروع.

Project Overview
Jubail is one of Bechtel’s most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.
Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.
Job Summary
Provide transportation recommendation for City Master plan, taking into account public transportation in residential areas, material handling and goods movement for industrial area, rail freight, and port related traffic.

Job Summary

Major Responsibilities
- Applying traffic management, principles, techniques, and analysis.
- Responsibility includes the review, consultation and revision of contractors Traffic Management Plans and Contractor/Industry applications.
- Extensive experience of traffic safety and undertake various technical aspects of traffic safety engineering work.
- Directs routine traffic engineering and design assignments requiring the application of engineering practices in accordance with Local (RC), National (MOT), International (FHWA) standards where applicable.
- Supervises and leads traffic engineering studies.
- Assists in preparing and updating specifications of traffic field devices.
- Assists and review contractors in developing and submitting Traffic Management Plans (TMPs).
- Liaises with internal and external stakeholder officials.
- Review and assist in developing scope-of-works for projects/studies (e.g., Signal Coordination and Optimization, Traffic Impact Study, Road Safety Audit, Temporary Traffic Management Plans, Access Studies, etc.)
- Provide technical support to various internal & external entities to improve traffic mobility and traffic safety.
- Perform traffic engineering studies as it relates to transportation network system.
- Prepare Traffic Assessment and Traffic Impact reports.
- Review traffic reports prepared by other consultants.
- Provide highway capacity assessment and traffic volumes balancing to evaluate existing and proposed level of service.
- Utilize computer and computer generated results to prepare report and develop traffic schemes.
- Excellent and very proficient in using traffic modeling software such as AutoCAD, SYNCHRO, SYDRA, VISSIM and HCS software.
- Provide support to conduct traffic surveys, to provide traffic volumes and trip generation and trip distribution.
- Perform and review signalized intersection and able to prepare and optimize traffic signal timing using industry know software (Highway Capacity Software).
- BS in Civil Engineering/Transportation Engineering.
- 8-10 years of experience or 12-14 years of relevant work experience relevant experience working in traffic engineering field utilizing industry known software.
- Must have experience with Traffic Impact Studies (TIS) at district and city level, traffic modeling, signal coordination and optimization, signal capacity analysis, Intelligent Transportation System (ITS), and MOT regulations within the GCC region.
- Must have developed district and city level transportation plans
- Knowledge and experience of using international standards such as AASHTO - Green Book, HCM, HSM, MUTCD, ITE, and FHWA guidelines.Chartered / Registered Professional Traffic Operation Engineer
- Excellent knowledge of transportation planning evaluation tools and procedures, data manipulation and proficiency in the use of relevant software’s (e.g., TransCAD, SYNCHRO, SIDRA, VISUM, VISSIM, HCS, CORSIM, Simtraffic, Civil3D, AutoCAD and MS Offices).
- Thorough knowledge of industry practices and regulations.
- Experience in transportation demand modelling, and traffic flow theory.
- Knowledge in Transportation Planning and Modelling
- Conduct macro & microsimulation modelling to assess the performance of specific transportation facilities, such as intersections, highways, and public transport systems.
- Perform junction modelling to analyze intersection traffic flow, signal optimization & coordination, and capacity improvements.
