شركة البلد الأمين للتطوير والتنمية العمرانية، وهي شركة مساهمة مغلقة تأسست عام 2009 بمرسوم ملكي باعتبارها الذراع الاستثمارية لأمانة العاصمة المقدسة، تعلن عن حاجتها لشغل وظيفة "مسؤول مخاطر" بدوام كلي وفي موقع الشركة بمكة المكرمة. يعمل المسؤول على تحديد وتقييم ومراقبة المخاطر المالية والتشغيلية والقانونية والمتعلقة بالمشاريع في مبادرات التطوير والتنمية العمرانية.
المهام والمسؤوليات
- المحافظة على سجل المخاطر وتحديثه باستمرار.
- إجراء تحليلات المخاطر على المشاريع القائمة والجديدة.
- إعداد تقارير ولوحات معلومات دورية عن المخاطر للإدارة ولجان الحوكمة.
- تطوير وتحديث سياسات وأطر وإجراءات إدارة المخاطر.
- تنسيق تقييمات المخاطر مع الإدارات الداخلية والشركاء الخارجيين.
- دعم الامتثال للوائح التنظيمية المعمول بها والمشاركة في عمليات التدقيق.
- التوصية بإجراءات التخفيف لتحسين وضع المخاطر العام للشركة.
- التعاون مع فرق المشاريع والمالية والقانونية والتشغيلية لدمج الوعي بالمخاطر والضوابط في العمليات الرئيسية والقرارات الاستراتيجية.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة المخاطر أو المالية أو إدارة الأعمال أو الهندسة أو مجال ذي صلة.
- وجود شهادة مهنية ذات صلة (مثل CRM أو FRM أو PMI-RMP أو ISO 31000) تعتبر ميزة إضافية.
- خبرة في الجهات المرتبطة بالحكومة أو المشاريع البلدية أو الشراكات بين القطاعين العام والخاص تعتبر مفيدة.
- معايير أخلاقية عالية والالتزام بالسرية والنزاهة والتحسين المستمر في ممارسات المخاطر.
المهارات المطلوبة
- معرفة قوية بمبادئ وأطر وأدوات إدارة المخاطر، ويفضل في مشاريع العقارات أو التطوير العمراني أو البنية التحتية.
- القدرة على تحديد وتحليل وتصنيف المخاطر المالية والتشغيلية ومخاطر الامتثال، واقتراح استراتيجيات تخفيف عملية.
- الكفاءة في تحليل البيانات وإعداد التقارير واستخدام جداول البيانات وبرامج العروض التقديمية لإعداد تقارير ولوحات معلومات واضحة عن المخاطر.
- مهارات ممتازة في التواصل الكتابي والشفهي باللغة الإنجليزية؛ مهارات اللغة العربية تعتبر ميزة كبيرة.
- قدرة مثبتة على العمل بشكل تعاوني مع فرق متعددة التخصصات وأصحاب المصلحة على مستويات مختلفة.
- مهارات تنظيمية قوية، واهتمام بالتفاصيل، والقدرة على إدارة مشاريع متعددة والمواعيد النهائية.

Company Description AlBalad AlAmeen for Development and Urban Regeneration is a closed joint stock company established in 2009 by Royal Decree as the investment arm of the Municipality of Makkah. The company focuses on long-term urban development and regeneration projects in the Holy City. It manages an undeveloped land bank of over 60 million square meters, providing significant opportunities for large-scale real estate and infrastructure initiatives. Joining AlBalad AlAmeen means contributing to projects that support the sustainable growth and modernization of Makkah while preserving its unique character and importance. Team members work in a mission-driven environment with public and private sector stakeholders.
Role Description This is a full-time, on-site Risk Officer role based in Mecca. The Risk Officer is responsible for identifying, assessing, and monitoring financial, operational, legal, and project-related risks across development and urban regeneration initiatives. Day-to-day tasks include maintaining the risk register, performing risk analyses on existing and proposed projects, and preparing regular risk reports and dashboards for management and governance committees. The role involves developing and updating risk policies, frameworks, and procedures, as well as coordinating risk assessments with internal departments and external partners. The Risk Officer will support compliance with applicable regulations, participate in audits, and recommend mitigation measures to enhance the company’s overall risk posture. The position also requires collaboration with project, finance, legal, and operations teams to embed risk awareness and controls into key processes and strategic decisions.

- Proficiency in data analysis, reporting, and the use of spreadsheets and presentation software to prepare clear risk reports and dashboards.
- Excellent written and verbal communication skills in English; Arabic language skills are highly advantageous.
- Proven ability to work collaboratively with cross-functional teams and stakeholders at different levels.
- Strong organizational skills, attention to detail, and the ability to manage multiple projects and deadlines.
- Bachelor’s degree in Risk Management, Finance, Business Administration, Engineering, or a related field; a relevant professional certification (e.g., CRM, FRM, PMI-RMP, ISO 31000) is a plus.
- Experience in government-related entities, municipal projects, or public–private partnerships is beneficial.
- High ethical standards and a commitment to confidentiality, integrity, and continuous improvement in risk practices.
