شركة البلد الأمين للتطوير والتجديد الحضري، وهي شركة مساهمة مغلقة تأسست عام 2009 كذراع استثماري لأمانة العاصمة المقدسة، تبحث عن رئيس وحدة الأصول (Head of Asset Unit) للعمل بشكل كامل ودوام كامل في مكة المكرمة. يتولى هذا الدور قيادة إدارة محفظة أصول الشركة وتحسينها وتطويرها استراتيجياً.
المهام والمسؤوليات
- قيادة إدارة محفظة الأصول وتحسينها وتطويرها الاستراتيجي.
- الإشراف على تخطيط الأصول وتصنيفها وتقييمها، وضمان دقة سجلات الأصول وتوثيقها.
- تطوير وتنفيذ سياسات إدارة الأصول، ومراقبة أداء الأصول، واقتراح مبادرات لتعزيز قيمتها واستخدامها.
- التنسيق مع فرق المالية والقانونية والمشاريع والتطوير لمواءمة استراتيجيات الأصول مع الأهداف المؤسسية والمتطلبات التنظيمية.
- إعداد تقارير دورية عن الأصول، ودعم اتخاذ القرارات المتعلقة بالاستثمارات والتصفيات والشراكات.
- قيادة فريق العمل لضمان معايير عالية من الحوكمة والامتثال.
الشروط والمتطلبات
- خبرة مثبتة في إدارة الأصول أو محافظ العقارات أو البنية التحتية، ويفضل في مجال التطوير الحضري أو الاستثمار العام.
- درجة البكالوريوس في إدارة الأعمال أو المالية أو العقارات أو الهندسة أو التخطيط الحضري أو مجال ذي صلة؛ درجة الماجستير أو شهادة مهنية معتمدة (مثل RICS أو CFA أو PMP) ميزة إضافية.
- إتقان اللغتين العربية والإنجليزية تحدثاً وكتابة.
- معرفة باللوائح المحلية والأطر البلدية والسياق الاقتصادي لمكة المكرمة (مفضلة).
المهارات المطلوبة
- مهارات قوية في تقييم الأصول والتحليل المالي وتحسين المحفظة، والقدرة على تفسير البيانات المالية والتشغيلية لاتخاذ القرارات.
- خبرة في تطوير وتنفيذ سياسات وإجراءات وأطر رقابية لإدارة الأصول، بما في ذلك الإشراف على المخاطر والامتثال.
- مهارات ممتازة في إدارة أصحاب المصلحة والتواصل، مع القدرة على العمل بفعالية مع الفرق الداخلية والجهات الحكومية والشركاء من القطاع الخاص.
- خبرة قيادية مثبتة في إدارة وتطوير فرق متعددة التخصصات، وتحديد الأهداف ومراقبة الأداء.

Company Description AlBalad AlAmeen for Development and Urban Regeneration is a closed joint stock company established by Royal Decree in 2009 as the investment arm of the Municipality of Makkah. The company focuses on strategic urban development, regeneration projects, and long-term value creation within the Holy City. It manages and develops an undeveloped land bank of over 60 million square meters, enabling large-scale real estate and infrastructure initiatives. AlBalad AlAmeen works closely with public and private stakeholders to support sustainable growth, urban transformation, and improved quality of life in Makkah.
Role Description The رئيس وحدة الأصول (Head of Asset Unit) is a full-time, on-site role based in Mecca, responsible for leading the management, optimization, and strategic development of the company’s asset portfolio. The role includes overseeing asset planning, classification, and valuation, and ensuring accurate asset records and documentation. The Head of Asset Unit will develop and implement asset management policies, monitor asset performance, and propose initiatives to enhance asset value and utilization. The role involves coordinating with finance, legal, projects, and development teams to align asset strategies with corporate objectives and regulatory requirements. The individual will also prepare regular asset reports, support decision-making for investments, disposals, and partnerships, and lead a team to ensure high standards of governance and compliance.
Qualifications

Qualifications
- Proven experience in asset management, real estate, or infrastructure portfolios, preferably within urban development or public sector investment.
- Strong skills in asset valuation, financial analysis, and portfolio optimization, with the ability to interpret and use financial and operational data for decision-making.
- Experience in developing and implementing asset management policies, procedures, and control frameworks, including risk and compliance oversight.
- Excellent stakeholder management and communication skills, with the ability to work effectively with internal teams, government entities, and private partners.
- Demonstrated leadership experience in managing and developing multidisciplinary teams, setting objectives, and monitoring performance.
- Strong organizational and project management skills, including the ability to prioritize, manage multiple initiatives, and meet deadlines.
- Bachelor’s degree in Business Administration, Finance, Real Estate, Engineering, Urban Planning, or a related field; a master’s degree or relevant professional certification (e.g., RICS, CFA, PMP) is an advantage.
- High proficiency in MS Office and relevant asset management or ERP systems; familiarity with data and reporting tools is beneficial.
- Fluency in Arabic and good command of English, both written and spoken.
- Knowledge of local regulations, municipal frameworks, and the economic context of Makkah is highly desirable.
