شركة البلد الأمين للتطوير والتنمية الحضرية، الذراع الاستثماري لأمانة العاصمة المقدسة، تعلن عن توفر وظيفة رئيس وحدة الحلول الرقمية (Head of Digital Solutions Unit) في مكة المكرمة. تعمل الشركة منذ تأسيسها عام 2009 على تشكيل التطوير الحضري وإعادة التأهيل داخل مكة، وتمتلك محفظة أراضٍ تتجاوز 60 مليون متر مربع. يشغل شاغل الوظيفة منصبًا قياديًا مسؤولاً عن تحديد وتنفيذ استراتيجية الحلول الرقمية لدعم أهداف التطوير والتنمية.
المهام والمسؤوليات
- تحديد وتنفيذ استراتيجية الحلول الرقمية لدعم أهداف التطوير والتنمية الحضرية.
- قيادة تصميم وهندسة المنصات الرقمية والإشراف على تنفيذ مبادرات المدن الذكية والتحول الرقمي.
- ضمان تكامل الأنظمة عبر وحدات الأعمال.
- إدارة وتوجيه فريق متعدد التخصصات والعمل مع أصحاب المصلحة الداخليين والشركاء الخارجيين.
- تقديم استشارات متخصصة حول القدرات الرقمية لدعم القرارات التجارية.
- تحديد فرص الابتكار الرقمي وترتيب أولويات الاستثمارات التقنية وإدارة الميزانيات والجداول الزمنية.
- ضمان امتثال الحلول لمتطلبات الجودة والأمان والتنظيم.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب، نظم المعلومات، الهندسة، إدارة الأعمال أو مجال ذي صلة (تفضل درجة الماجستير).
- خبرة مثبتة في التحول الرقمي، مشاريع المدن الذكية، أو تطبيقات تقنية واسعة النطاق، ويفضل في قطاع العقارات أو التطوير الحضري أو القطاع العام.
- القدرة على العمل في الموقع في مكة المكرمة والتعاون بفعالية مع الفرق متعددة الوظائف والشركاء الخارجيين.
المهارات المطلوبة
- قيادة قوية للفريق والقدرة على توجيه وتطوير وتحفيز فرق تقنية متنوعة.
- خبرة في هندسة الحلول (Solution Architecture) وتصميم منصات رقمية متكاملة وقابلة للتوسع وآمنة.
- إتقان الاستشارات والقدرة على تقديم المشورة لأصحاب المصلحة حول الاستراتيجيات الرقمية وأفضل الممارسات.
- خبرة في المبيعات أو التعامل مع أصحاب المصلحة في مجال المنتجات الرقمية وتطوير الأعمال.
- مهارات تحليلية قوية وحل المشكلات والتخطيط الاستراتيجي مع القدرة على ترجمة احتياجات العمل إلى حلول تقنية.
- مهارات تواصل ممتازة باللغة الإنجليزية (إتقان اللغة العربية ميزة إضافية).

Company Description AlBalad AlAmeen for Development and Urban Regeneration is a closed joint stock company established in 2009 by Royal Decree as the investment arm of the Municipality of Makkah. The company plays a central role in shaping urban development and regeneration within the Holy City. It manages and develops a substantial land bank of over 60 million square meters of undeveloped land in Mecca. AlBalad AlAmeen focuses on strategic, sustainable projects that support the city’s long-term growth and infrastructure needs. Role Description This is a full-time, on-site role based in Mecca for a Head of Digital Solutions Unit (رئيس وحدة الحلول الرقمية). The role is responsible for defining and executing the digital solutions strategy to support the company’s development and urban regeneration objectives. Day-to-day tasks include leading the design and architecture of digital platforms, overseeing implementation of smart city and digital transformation initiatives, and ensuring systems integration across business units. The Head of Digital Solutions Unit will manage and mentor a multidisciplinary team, coordinate with internal stakeholders and external partners, and provide expert consulting on digital capabilities to support business decisions. The role also involves identifying digital innovation opportunities, prioritizing technology investments, managing budgets and timelines, and ensuring that solutions meet quality, security, and regulatory requirements.
Qualifications

Qualifications
- Strong leadership capabilities, including Team Management and Team Leadership skills to guide, develop, and motivate diverse digital and technical teams.
- Expertise in Solution Architecture, including designing scalable, secure, and integrated digital platforms and systems.
- Proficiency in Consulting, with the ability to advise stakeholders on digital strategies, technology options, and best practices.
- Experience in Sales or stakeholder-facing roles related to digital products or solutions, including supporting business development and presenting digital roadmaps.
- Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field; a master’s degree is an advantage.
- Proven experience in digital transformation, smart city projects, or large-scale technology implementations, preferably in real estate, urban development, or public sector environments.
- Strong analytical, problem-solving, and strategic planning skills, with the ability to translate business needs into technical solutions.
- Excellent communication skills in English; proficiency in Arabic is highly beneficial.
- Ability to work on-site in Mecca and collaborate effectively with cross-functional teams and external partners.
