شركة Acwa China تبحث عن مدير فني (Technical Manager) للعمل في المملكة العربية السعودية، لتقديم الدعم الهندسي والاستشارات الفنية لمحطات إنتاج الطاقة والمياه التي تديرها الشركة، بهدف تحسين الأداء وتقليل تكاليف التشغيل والصيانة وزيادة عمر المحطات.
المهام والمسؤوليات
- التحقق الدقيق من البيانات الأساسية ومواصفات التصميم ومعايير الأنظمة للمعدات الرئيسية في محطات الطاقة والتحلية التي يقوم بها مقاولو EPC.
- المشاركة في تطوير 'نطاق العمل' الذي يحدد المتطلبات الوظيفية ومواصفات المعدات عند الحاجة إلى تعديل أي نظام أو معدات بواسطة جهة خارجية.
- مساعدة إدارة المحطة في الرد على استفسارات المقاولين المتعلقة بالمواصفات الفنية وتوضيحها.
- مساعدة فرق التشغيل والصيانة في تحليل المشكلات الحرجة للنظام وأعطال التشغيل، والتوصية بإجراءات لتجنب تكرارها.
- إجراء دراسات تقييم العمر المتبقي (RLA) للمعدات الرئيسية والتوصية بإجراءات تصحيحية لإطالة العمر الافتراضي أو تحقيق استخدام اقتصادي أفضل.
- تقديم الدعم الهندسي والاستشارات الفنية في مجالات: الدراسات التطبيقية (تطوير العمليات، تحسين المعالجة الأولية، تحديد أسباب التآكل والترسيب، تقييم الأثر البيئي، التنبؤ بعمر المعدات)، ودراسات التقييم (أداء المواد والمعدات مثل المواد الكيميائية والسبائك والطلاءات، والمعدات مثل مبادلات الضغط وأنظمة التنظيف)، ودراسات حل المشكلات (تحليل حالات الفشل، التحقيقات، اقتراح الإجراءات العلاجية، مراقبة جودة المياه).
- أداء مهام أخرى يتم تكليفه بها.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة كحد أدنى (مطلوب).
- يفضل درجة الماجستير في العلوم الكيميائية أو الهندسة الكيميائية/الميكانيكية مع 20 عاماً من الخبرة في المجال ذي الصلة، أو درجة الدكتوراه في نفس التخصص مع 15 عاماً من الخبرة.
- خبرة لا تقل عن 16 عاماً مع درجة البكالوريوس في تشغيل وصيانة محطات التوليد المشترك الكبرى (محطات الدورة المركبة ووحدات MED + SWRO للتحلية) في منصب قيادي، أو 10 أعوام مع الدكتوراه في نفس المجال، مع خلفية قوية في الكيمياء والبيولوجيا والمعادن.
- يفضل خبرة (ماجستير + 20 عاماً) مع نشر 5 أوراق بحثية/تقارير مشاريع وحضور 5 مؤتمرات في مجال تشغيل وصيانة محطات التوليد المشترك، أو (دكتوراه + 15 عاماً) بنفس الشروط.
- العضوية في الجمعيات والهيئات المهنية الوطنية والإقليمية والدولية تعتبر ميزة إضافية.
- ظروف العمل: يتطلب السفر المتكرر إلى محطات مختلفة وقيادة السيارة بنفسه، والدخول إلى أجزاء من مقطرات MSF والغلايات للتفتيش المادي، والعمل مع المصممين/المقاولين أثناء مراحل التصميم والإنشاء والتشغيل.
المهارات المطلوبة
- الإلمام بمبادئ أنظمة إدارة الجودة والصحة والسلامة المهنية والبيئة.
- خبرة عملية واسعة في عمليات محطات توليد الطاقة والتحلية (MED وSWRO)، مع القدرة على مراجعة تصاميم المحطات والتقييم الفني للمشاريع، وإتقان الحسابات الهندسية وتوازن المواد والطاقة والتصميم الحراري للمبادلات الحرارية والحسابات الهيدروليكية وتحليل العمليات والأنظمة والحماية، والمعايير الدولية والممارسات واللوائح.
- معرفة بأداء المواد والتآكل والتفتيش القائم على المخاطر وتقييم العمر المتبقي للمعدات الثابتة (الغلايات والتوربينات والمبخرات والمضخات وأجهزة استرداد الطاقة وخطوط النقل وأوعية الضغط والمبادلات الحرارية والأنابيب الضغطية وغيرها).
- القدرة على قراءة المخططات التخطيطية وتقييم المواصفات، واستخدام أحدث البرامج المتعلقة بالعمليات، ومهارات تحليلية لحل المشكلات وتحليل فشل العمليات/المعدات وإجراء التحقيقات وتحليل السبب الجذري واقتراح تحسينات.
- معرفة الملوثات المحتملة للمياه والبيئة وحدودها القصوى المسموح بها ومخاطرها، وإجراء دراسات الجدوى، وخبرة في كتابة التقارير والتحرير الفني.
- الإلمام بالهندسة القيمية والصيانة التنبؤية/الوقائية/التصحيحية وتحليل صحائف بيانات العمليات تعتبر ميزة إضافية.
- مهارات أساسية في استخدام الحاسب الآلي (MS Word، Excel، PowerPoint، MS Project) ضرورية.
- إجادة الاتصال باللغة الإنجليزية (كتابة وتقارير وعروض).

Job Summary
To provide engineering support and technical consultancy to all NOMAC operated Power and water producing facilities in terms of resolving operational difficulties/troubleshooting, evaluating material performance, reviewing Plant/Equipment Designs/specifications, coordinating in developing Projects, suggesting proactive actions to enhance Plant Performance, minimize O&M cost, achieve targeted Plant availability, maximize sustainability of the production and the facility, suggest measures to extend Plant life, etc.

To carryout diligent verification of basic data, design specifications, systems standards of major Plant equipments installed by the EPC Contractors in NOMAC operated Power & Desalination Projects or to be installed in new Projects.

To participate in developing the “Scope of Work” defining the functional requirements/ equipment specifications, in case any system/equipment requires modification to be performed by outsourced agency.

To assist Plant Management in responding to the queries and/or clarifications concerning technical specifications asked by the Contractors.

To assist Plant O&M crews in analyzing critical system upsets/operating problems and recommend measures to avoid recurrences.

To perform Residual Life Assessment (RLA) studies for the major Plant equipments and recommend corrective actions for extending the lifespan and/or for better and economic utilization of the equipment, wherever necessary.

To execute and offer engineering support and technical consultancy to NOMAC Plants in following major areas:
Areas of Applied Studies: Process development and optimization of conventional thermal and membrane desalination processes; Optimization of pretreatment processes; Root cause identification of corrosion, scaling and other process related problems; Assessment of environmental impacts of Power/Desalination Plants discharges on the marine habitat and vice versa; Life prediction of major equipment and state-of-art assessment of Project designs and their current status.
Areas of Evaluation Studies: Performance evaluation of different materials and equipment for the suitability and application in Desalination/Power industry; The materials may include propriety chemicals (e.g., antiscalants, antifoam, coagulants, O2-scavengers, disinfectants, corrosion inhibitors, cleaning agents and other treatment chemicals), metallic alloys, non-metallic construction materials, coatings, insulators, etc., whereas the equipment may include pressure exchangers, condenser tubes, ERDs, RO, UF, membranes, MCF elements, MHDs, Sponge Balls Cleaning System, Sponge Balls, etc.
Areas of Troubleshooting Studies: Failure case studies; Event Investigations; Suggesting remedial actions for recurring and unusual problems; Monitoring feed and product water qualities.

M.S. + 20 years Exp. with minimum 5 Papers/Project reports published and 5 Conferences attended all in the field of O&M of major Co-generation Plants (combined cycle Power generation and MED + SWRO Desalination units) OR Ph.D. + 15 years Exp. with minimum 5 Papers/Project reports published and 5 Conferences attended all in the field of O&M of major Co-generation Plants (combined cycle Power generation and MED + SWRO Desalination units).
Membership of national, regional and international professional Societies, Associations, Boards, Committees, Agencies, Forums, etc., will be counted extra merit.
Required Skills
- Awareness of Quality, Occupational Health & Safety and Environment Management system principles
- The TM should have extensive practical exposure to process, mainly Power generation and Desalination (MED and SWRO) Plants, capable of reviewing Plant designs, technical evaluation of projects, versed with engineering calculations, material and energy balance, thermal design and rating of Heat Exchangers, hydraulic calculations, process and control and system/protection analyses, International codes, practices, regulations and standards. material performance and corrosion, Risk-Based Inspection and inspection techniques, determination of Plant aging, Residual Life Assessment on fixed equipment (Boilers, Turbines, Evaporators, Pumps, Energy Recovery Devices, Water Transmission pipelines, pressure vessels, columns, heat exchangers, pressure piping, etc.), schematic diagrams, specification assessment, working knowledge to use process related latest software, analytical ability to handle Trouble-shooting, process/equipment failures, carryout investigations/Root Cause Analysis, suggest plant modifications/process improvement, analyze the impact of chemical imbalances, know potential water/environmental pollutants, their maximum permissible limits and hazards, carryout feasibility studies, experience of Report writing and technical editing.
- Familiarization with value engineering, predictive/ preventive/corrective maintenance, Analysis of Process Data Sheets, etc., will be additional advantage.
Basic computer skills, such as MS Word, MS Excel, MS Power Point, and MS project, etc., are must. Similarly, the candidate should have proficient English communication, reporting and presentation skills.
Work Condition
The TM will be travel frequently to various Plants, driving the Car by himself. He has to enter the segments of MSF distillers/Boiler for physical inspection. He may be assigned to work jointly with Designers/ Contractors in the field/sites during design/erection/commissioning phases of the Plants.
