شركة Acwa China تعلن عن وظيفة HSSE Officer للعمل في محطة سدرة بالمدينة المنورة، السعودية، ضمن قسم التشغيل والصيانة.

نبذة عن الوظيفة

  • دعم تنفيذ ومراقبة وإنفاذ أنشطة الصحة والسلامة والأمن والبيئة (HSSE) في المحطة.
  • اتخاذ الإجراءات اللازمة والمعقولة لمنع الضرر بالأفراد والمعدات والبيئة.
  • ضمان الامتثال للمتطلبات القانونية والمعايير التنظيمية والالتزامات التعاقدية.

المهام والمسؤوليات

  • تقديم الدعم الفني لتقييم المخاطر ومراجعة مهام الأنشطة التشغيلية الرئيسية للكشف عن مخاطر HSSE المحتملة ومنعها.
  • حضور الاجتماعات مع المقاولين والمقاولين من الباطن والموردين وتقديم المشورة بشأن إدارة HSSE وأدائهم لتعزيز الوعي وضمان الالتزام بالمعايير المحددة.
  • المساعدة في تنفيذ نظام إدارة HSSE في المحطة، بما في ذلك الاستعداد والاستجابة للطوارئ، لضمان التوافق مع معايير Acwa Operations والامتثال للمتطلبات القانونية والالتزامات التعاقدية.
  • إجراء جولات تفتيش يومية لموقع المحطة لمراقبة أداء HSSE والامتثال للسياسات والإجراءات.
  • إعداد تقارير HSSE يومية/شهرية تسلط الضوء على الحوادث والمخاوف والقضايا في المحطة لضمان التصعيد وحل المشكلات في الوقت المناسب.
  • دعم تنفيذ نظام تصاريح العمل، والتأكد من اتخاذ الإجراءات المناسبة قبل بدء العمل مثل عزل المعدات أو المحطة، والإغلاقات، والتشغيل التجريبي، لضمان سلامة مناطق العمل.
  • المساعدة في تطوير سيناريوهات تدريبات الطوارئ وإجراء تدريبات محاكاة ميدانية لاختبار الجاهزية للطوارئ.
  • الإبلاغ والاستجابة الفورية لحوادث HSSE باستخدام قنوات وبروتوكولات الاتصال المحددة للطوارئ لتقليل الأضرار قدر الإمكان.
  • المشاركة في تحقيقات حوادث HSSE التي تتطلب الإبلاغ، للمساهمة في تحديد الأسباب الجذرية وتقديم توصيات للإجراءات التصحيحية والوقائية.
  • الحفاظ على علاقات عمل إيجابية مع الجهات التنظيمية وخدمات الطوارئ والمقاولين والسلطات المحلية لضمان الدعم المتبادل والامتثال لمتطلبات HSSE.
  • المساعدة في تقديم تدريب HSSE لضمان awareness جميع الموظفين والعاملين لدى المقاولين بمعايير HSSE وأنظمة إدارة الأصول.
  • تقديم المشورة للمقاولين حول محتوى معايير HSSE لتعزيز الوعي بتوقعات HSSE وتمكين تطبيق أفضل الممارسات.
  • المساعدة في تنفيذ حملات HSSE في الموقع لضمان نشر ثقافة HSSE المناسبة لجميع الموظفين والعاملين المتعاقدين.

الشروط والمتطلبات

  • درجة البكالوريوس في تخصص السلامة أو البيئة أو الهندسة أو ما يعادلها من الخبرة العملية.
  • شهادة من مؤسسة HSSE معترف بها (مثل NEBOSH، OSHA، IOSH، IEMA).
  • عضوية مهنية أو انتماء إلى مؤسسة HSSE دولية (مثل OSHA، IOSH، IEMA).
  • خبرة من 3 إلى 5 سنوات في مجال HSSE في قطاع المرافق / الطاقة.
  • يفضل خبرة في أنظمة الطاقة الشمسية العائمة (Floating Solar PV).
  • العمل بشكل وثيق مع قائد فريق HSSE وموظفي المحطة.
  • بناء علاقة تعاون مع خدمات الطوارئ والمقاولين واستشاريي HSSE.

المهارات المطلوبة

  • معرفة شاملة بالمعايير المحلية والدولية لـ HSSE.
  • مهارات تواصل وشخصية جيدة.

Position Title: HSSE Officer

Reports to: Site Supervisor

Function: O&M

Job Location: Al Madinnah Al Manwarah, Sidra

Job Purpose

HSSE Officer will support the implementation, monitoring and enforcement of HSSE activities in the Plant, and take all necessary and reasonable actions to prevent harm to people, equipment and the environment, whilst ensuring compliance with legal requirements, organisational standards and contractual obligations.

Responsibilities

 Technical Guidance and Services

  • Provide support to assess risks and review tasks of key operational activities in order to identify and prevent probable HSSE hazards leading to significant losses.
  • Attend meetings with contractors, sub-contractors, and vendors and advise them on the HSSE management and performance in order to create awareness and ensure adherence to defined standards.

HSSE Management Systems

  • Assist in the implementation of the Plant’s HSSE management system, including emergency preparedness and management, to ensure conformity to Acwa Operations standards and compliance with HSSE legal requirements and contractual obligations.

HSSE Management, Monitoring & Reporting

  • Conduct site HSSE tours on a day-to-day basis, monitoring the site HSSE performance and compliance to ensure adherence to the HSSE policies and procedures.
  • Develop daily / monthly HSSE reports, highlighting any incidents, concerns and issues at the Plant to ensure timely escalation and resolution of problems at the site.
  • Support the implementation of the work permit system, ensuring proper measures are taken prior to commencement of work such as equipment or plant isolation, shutdowns, commissioning etc., to ensure all work areas are safe for required work.

Emergency Planning and response

  • Assist in the development of emergency drill scenarios and conduct site emergency mock drills, in order to check readiness for emergencies.
  • Report and respond on an immediate basis to HSSE incidents using the established emergency communication channels and protocols, to minimize damages as much as possible.
  • Participate in the investigations for reportable HSSE incidents, to contribute to the identification of root causes and provide recommendations for corrective and preventive actions.

Stakeholder Management

  • Maintain positive working relationships with regulators and emergency services, contractors and local authorities to ensure mutual support and adherence to HSSE compliance requirements.

Training

  • Assist to the delivery of HSSE training to ensure that all employees and contractor staff are aware of the HSSE standards and the asset HSSE management systems.
  • Help advise contractors on the content of HSSE standards in order to create awareness on the HSEE expectations and enable the provision of best practices.
  • Assist in the implementation of HSSE campaigns on the site to ensure proper HSSE Culture is disseminated to all employees and contract staff.

Attributes

  • Thorough knowledge of local and international standards for HSSE
  • Good communication and inter-personal skills
  • Ability to manage and work with people

Who Will Fit

  • Bachelor degree holder in Safety, Environmental or Engineering or demonstrable equivalent
  • Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA etc.)
  • 3 - 5 years’ experience in HSSE in the Utilities / Energy sector
  • Floating Solar PV experience preferred
  • Needs to work closely with the HSSE Team Leader, Plant employees
  • Needs to build a rapport with the Emergency Services, contractors, HSSE consultants and advisors
