تعلن شركة RIG (Recruitment International Group) عن فرصة وظيفية لشغل منصب مدير الموارد البشرية (HR Director) في قطاع الدفاع والعسكري، مقر العمل في الرياض، المملكة العربية السعودية.
نبذة عن الوظيفة
نبحث عن مدير موارد بشرية ذي خبرة لقيادة وظيفة الموارد البشرية في شركة راسخة ومتنامية تعمل ضمن قطاع الدفاع والعسكري في السعودية. سيكون مقر العمل في الرياض، وسيتولى المسؤولية عن تطوير وتنفيذ استراتيجية الأفراد في الشركة، ودعم النمو التنظيمي، وضمان امتلاك الشركة للمواهب والهيكل والبنية التحتية اللازمة لتحقيق أهدافها طويلة المدى. يُفضل أن يكون لدى المرشح خبرة سابقة في قطاع الدفاع أو الطيران أو الهندسة أو التصنيع أو أي بيئة تقنية خاضعة للتنظيم، مع فهم عميق لمشهد التوظيف السعودي ومتطلبات التوطين.
المهام والمسؤوليات
- تطوير وتنفيذ استراتيجية الموارد البشرية الشاملة للشركة بما يتوافق مع أهداف العمل.
- تقديم المشورة الاستراتيجية في مجال الموارد البشرية للرئيس التنفيذي وفريق القيادة التنفيذية والإدارة العليا.
- بناء وتطوير وظيفة موارد بشرية عالية الأداء تتناسب مع منظمة دفاعية متنامية.
- تطوير الهياكل التنظيمية وخطط القوى العاملة واستراتيجيات التعاقب الوظيفي.
- وضع سياسات الموارد البشرية والإجراءات وأطر الحوكمة.
- قيادة التوظيف الاستراتيجي عبر الوظائف المؤسسية والفنية والهندسية والتصنيعية والتشغيلية.
- تطوير خطط القوى العاملة لدعم النمو والبرامج الجديدة والمشاريع المستقبلية.
- بناء خطوط مواهب قوية للوظائف التخصصية والنادرة في قطاعي الدفاع والهندسة.
- تطوير برامج التعاقب الوظيفي وإدارة المواهب للوظائف الحرجة.
- دعم توظيف وتطوير القيادة العليا والكوادر الفنية الرئيسية.
- تطوير وتنفيذ استراتيجيات لزيادة توظيف وتطوير الكفاءات الوطنية السعودية.
- ضمان أن تدعم ممارسات الموارد البشرية أهداف السعودة والتوطين.
- تطوير برامج الخريجين والمتدربين والتمهير والمسارات المبكرة للمهنة عند الاقتضاء.
- إنشاء مسارات تطوير وظيفي للموظفين السعوديين.
- العمل مع الإدارة لتحديد فرص نقل المعرفة وتوطين القدرات التخصصية.
- الإشراف على علاقات الموظفين والإجراءات التأديبية وسياسات مكان العمل.
- تطوير أنظمة فعالة لإدارة الأداء والتقييم.
- إنشاء هياكل تعويضات ومزايا ومكافآت مناسبة للمنظمة.
- تعزيز مشاركة الموظفين والاحتفاظ بهم والتطوير المهني.
- ضمان تنفيذ سياسات الموارد البشرية باستمرار في جميع أنحاء الشركة.
- ضمان الامتثال لقوانين العمل السعودية واللوائح ومتطلبات الموارد البشرية.
- الحفاظ على وثائق وسياسات وعمليات الموارد البشرية المناسبة.
- العمل عن كثب مع الإدارات القانونية والمالية والإدارة العليا في المسائل المتعلقة بالتوظيف.
- ضمان أن تلبي ممارسات الموارد البشرية متطلبات الحوكمة والامتثال المرتبطة بالعمل في قطاع الدفاع.
- دعم التحول التنظيمي والتوسع التجاري.
- تطوير استراتيجيات التدريب والتطوير للموظفين الفنيين وغير الفنيين.
- إدخال أنظمة وعمليات ومقاييس للموارد البشرية لتحسين الفعالية التنظيمية.
- إنشاء تقارير ومؤشرات أداء رئيسية للموارد البشرية للإدارة العليا.
- تطوير ثقافة تنظيمية قوية تركز على الاحترافية والمساءلة والأداء والتطوير المستمر.
الشروط والمتطلبات
- خبرة متزايدة لا تقل عن 10 سنوات في الموارد البشرية، تتضمن خبرة كبيرة على مستوى إدارة/توجيه الموارد البشرية.
- خبرة عمل في المملكة العربية السعودية، ويفضل ضمن منظمة سعودية أو خليجية.
- خبرة في قطاع الدفاع أو العسكري أو الطيران أو الهندسة أو التصنيع أو أي بيئة تقنية معقدة (مرغوبة بشدة).
- معرفة قوية بقوانين العمل السعودية وممارسات الموارد البشرية.
- خبرة مثبتة في السعودة/التوطين وتطوير الكفاءات الوطنية السعودية.
- خبرة في إدارة التوظيف وتخطيط القوى العاملة وإدارة الأداء والتطوير التنظيمي.
- خبرة في العمل مباشرة مع الرؤساء التنفيذيين وفرق التنفيذ وأصحاب المصلحة الرئيسيين.
- درجة البكالوريوس في الموارد البشرية أو إدارة الأعمال أو الإدارة أو تخصص ذي صلة.
- مؤهل مهني في الموارد البشرية مثل CIPD أو SHRM أو ما يعادله (ميزة إضافية).
- معرفة عمل قوية بأنظمة الموارد البشرية والتقنيات الحديثة.
- يفضل أن تكون لديه خبرة في: المؤسسات العسكرية أو الدفاعية، التصنيع الدفاعي والإنتاج، الطيران، الهندسة والتصنيع الدقيق، المنظمات الحكومية أو شبه الحكومية، المشاريع المشتركة مع شركات دفاعية دولية، مرافق تصنيع جديدة أو شركات ناشئة، برامج توطين القوى العاملة على نطاق واسع، التوظيف الفني والهندسي، مبادرات توطين رؤية السعودية 2030.

About the Role
We are seeking an experienced HR Director to lead the human resources function for an established and growing company operating within the military and defence sector in Saudi Arabia.
Based in Riyadh, the HR Director will be responsible for developing and executing the company's people strategy, supporting organisational growth, and ensuring the business has the talent, structure and HR infrastructure required to support its long-term objectives.
The successful candidate will ideally have experience working within defence, aerospace, military, engineering, manufacturing or another highly regulated technical environment, with a strong understanding of the Saudi employment landscape and localisation requirements.
Key Responsibilities
HR Strategy & Leadership
- Develop and implement the company's overall HR strategy in line with business objectives.
- Provide strategic HR advice to the CEO, executive leadership team and senior management.
- Build and develop a high-performing HR function appropriate to a growing defence organisation.
- Develop organisational structures, workforce plans and succession strategies.
- Establish HR policies, procedures and governance frameworks.
Talent Acquisition & Workforce Planning
- Lead strategic recruitment across corporate, technical, engineering, manufacturing and operational functions.
- Develop workforce plans to support business growth, new programmes and future projects.
- Build strong talent pipelines for specialist and hard-to-find defence and engineering positions.
- Develop succession planning and talent-management programmes for critical positions.
- Support the recruitment and development of senior leadership and key technical personnel.
Saudiisation & Local Talent Development
- Develop and implement strategies to increase the employment and development of Saudi national talent.
- Ensure HR practices support the company's Saudiisation and localisation objectives.
- Develop graduate, trainee, apprenticeship and early-career programmes where appropriate.
- Establish career-development pathways for Saudi employees.
- Work with management to identify opportunities for knowledge transfer and localisation of specialist capabilities.
Employee Relations & Performance
- Oversee employee relations, disciplinary procedures and workplace policies.
- Develop effective performance-management and appraisal systems.
- Establish compensation, benefits and reward structures appropriate to the organisation.
- Promote employee engagement, retention and professional development.
- Ensure HR policies are consistently implemented across the business.
Compliance & Governance
- Ensure compliance with Saudi labour legislation, employment regulations and applicable HR requirements.
- Maintain appropriate HR documentation, policies and processes.
- Work closely with legal, finance and senior management on employment-related matters.
- Ensure HR practices meet the governance and compliance requirements associated with operating within the defence sector.
Organisational Development
- Support organisational transformation and business expansion.
- Develop training and development strategies for technical and non-technical employees.
- Introduce HR systems, processes and metrics to improve organisational effectiveness.
- Establish HR reporting and KPIs for senior management.
- Develop a strong organisational culture focused on professionalism, accountability, performance and continuous development.
Candidate Profile
The ideal candidate will have:
- 10+ years of progressive HR experience, including significant experience at HR management/director level.
- Experience working in Saudi Arabia, preferably within a Saudi or GCC-based organisation.
- Experience within defence, military, aerospace, engineering, manufacturing, industrial or another technically complex environment is highly desirable.
- Strong knowledge of Saudi employment legislation and HR practices.
- Demonstrable experience in Saudiisation/localisation and Saudi national talent development.
- Experience managing recruitment, workforce planning, performance management and organisational development.
- Experience working directly with CEOs, executive teams and senior stakeholders.
- Strong leadership and people-management capabilities.
- Excellent communication and stakeholder-management skills.
- Ability to operate strategically while remaining hands-on when required.
Desirable Experience
