يسر بنك التنمية الإسلامي (IsDB) عن فتح باب التقديم لشغل وظيفة أخصائي أول في الشراكات (Senior Partnerships Specialist) في مقره الرئيسي بجدة، المملكة العربية السعودية، وذلك ضمن إطار عمل احترافي يساهم في تعزيز التعاون الاقتصادي بين الدول الأعضاء. آخر موعد للتقديم: 27 أكتوبر 2026.
نبذة عن الوظيفة
- تقديم دعم فني ومهني على مستوى عالٍ في إعداد وتنفيذ استراتيجية الشراكات لدى البنك، وخطط العمل التشغيلية، وبرامج العمل، وتحديد فرص الشراكة مع المنظمات العالمية والإقليمية والوطنية الرئيسية لتعزيز التعاون الاقتصادي والشراكات بين الدول الأعضاء في البنك.
- التعاون مع الشركاء الاستراتيجيين الرئيسيين مثل بنوك التنمية متعددة الأطراف (MDBs) والأمم المتحدة (UN) ومنظمة التعاون الإسلامي (OIC) ولجانها الدائمة ومؤسساتها المتخصصة والتابعة لتحقيق أجندة التنمية للبنك.
المهام والمسؤوليات
- الإسهام في تطوير ودعم تنفيذ الإطار الاستراتيجي للشراكات لتحقيق استراتيجيات وأهداف البنك.
- بناء وصيانة شراكات هادفة مع شركاء التنمية لتعزيز التمويل المشترك والتآزر والأثر من أجل النمو الاقتصادي للدول الأعضاء.
- العمل مع المانحين التقليديين والجدد في تعبئة الموارد والموارد الميسرة وفقاً للخطة السنوية للبنك.
- تحديد ودعم تطوير شراكات تنموية جديدة (بما في ذلك غير التمويلية كالمنظمات المدنية والأكاديمية والأمم المتحدة والاتحاد الأوروبي) لتلبية احتياجات الدول والمجتمعات الأعضاء.
- المساعدة في إعداد مذكرات التفاهم والتفاوض بشأنها مع المؤسسات الدولية والحكومية الدولية والمنظمات الإقليمية والوطنية والمنظمات غير الحكومية والجهات التنموية في الدول الأعضاء وغير الأعضاء بالتنسيق مع الإدارات المعنية.
- تحليل وتقديم توصيات بشأن فرص توسيع وتعميق الشراكات القائمة مع المؤسسات الدولية والحكومية والمنظمات الإقليمية والوطنية لتوفير قنوات جديدة للأنشطة التنموية.
- المشاركة في بدء ترتيبات شراكة استراتيجية جديدة مركزة مع الشركاء لتعزيز دور البنك كمؤسسة تركز على التنمية بما يتماشى مع الاستراتيجية الجديدة.
- دعم تطوير خطط العمل التشغيلية لتنفيذ الإطار الاستراتيجي الجديد للشراكات.
- دعم إعداد تقارير ذكاء الشركاء وقائمة بأفضل الممارسات في مجال الشراكات لبحث أحدث الاتجاهات.
- دعم تطوير خطة شاملة والتعاون مع الإدارات المعنية لدعم العمليات في الدول الأعضاء وغير الأعضاء.
- مراقبة وتقييم تنفيذ مذكرات التفاهم لضمان الفعالية في مشهد التمويل التنموي وتحديد مجالات الشراكة المحتملة الجديدة (بما في ذلك التمويل الأخضر والمستدام والاجتماعي والمبني على النتائج).
- دعم تطوير نظام/منصة لمتابعة تقدم جهود الشراكة لدى البنك وإدراج أفضل الممارسات العالمية.
- الإسهام في وضع مؤشرات الأداء الرئيسية المتعلقة بالشراكات.
- إعداد التقارير الدورية حول الشراكات وتعبئة الموارد وفقاً لقواعد البنك وإجراءاته.
- دعم وتنسيق الحوارات الاستراتيجية مع بنوك التنمية متعددة الأطراف والمانحين الاستراتيجيين في مجال الشراكات.
- التعاون مع بنوك التنمية متعددة الأطراف ومؤسسات التمويل الدولية وشركاء التنمية لتبادل المعرفة وأفضل الممارسات.
- الإسهام في إعداد مواد إدارة المعرفة والتعلم المؤسسي في مجالات الشراكة.
- تمثيل البنك في الفعاليات الدولية حول قضايا التنمية المتعلقة بالشراكات والدعوة العالمية وتعبئة الموارد.
- تطوير والحفاظ على علاقات تعاونية مع الجهات العامة والخاصة للاستفادة من مواردها الفنية والمالية لتحقيق الأهداف المشتركة في الدول الأعضاء.
- دعم توسيع التمويل المشترك حيث يكون البنك الممول الرئيسي ومبادرات التجميع الأخرى بما يتماشى مع الاستراتيجيات المحددة.
- الترويج لفرص الشراكة مع الشركاء الحاليين والمحتملين للعمليات القطرية والإقليمية والموضوعية والبرامج دعماً لعلامة المبادرات والمنتجات الجديدة.
الشروط والمتطلبات
- درجة الماجستير في الدراسات التنموية أو تخصص ذي صلة.
- خبرة لا تقل عن 8 سنوات في مجال العمل التنموي، بما في ذلك صياغة وتنفيذ البرامج/المشاريع التنموية والأنشطة المتعلقة بالشراكات.
- اللغة الإنجليزية: إجبارية. اللغة العربية: مفضلة. اللغة الفرنسية: مفضلة.

Job Purpose

Key Accountabilities
Strategic Actions and Delivery:
- Contribute to the development and support the implementation of the Partnership Strategic Framework to achieve the Bank’s Strategies and Objectives.
- Cultivate and maintain meaningful partnerships with development partners in order to boost cofinancing, synergy and Impact for the economic growth of MCs.
- Work with traditional and new donors in mobilization of funds and concessional resources as per requirement of the Annual Plan of the Bank.
- Identify and support the development of new partnerships for development including nonfinancing related partnerships such as CSOs, Academia, UN, EU…etc. to meet MCs and Communities development needs.
- Assist in the preparation and negotiation of Memorandums of Understanding (MOUs) between international institutions, intergovernmental organizations, as well as regional and national organizations and NGOs and developmental organizations and companies in the MC’s and non- MC’s with close co-ordination with the concerned Departments.
- Analyze and recommend opportunities to expand and deepen existing partnerships with the international institutions, intergovernmental organizations, as well as regional and national organizations to deliver new delivery channels for developmental activities.
- Participate in the initiation of new focused strategic partnership arrangements with partners to foster the role of the IsDB as developer-focused institution in alignment with the new strategy.
- Support the development of operational and action plans to implement the new Partnership Strategic Framework.
- Support the development of Partner Intelligence Reports and inventory of best practices in the area of partnerships in-order to research and conceptualize latest trends in partnership activities and initiatives.
- Support the development of comprehensive plan and collaborate with relevant departments to support operations in Member and Non-Member Countries.
- Monitor and evaluate MoU implementation to ensure effective implementation in development financing landscape and identify new potential areas partnership including for green, sustainable, social, impact and results-based financing.
- Support the development of a system/platform to monitor the progress on partnership efforts of the bank and also to include global best practices.
- Contribute to the development of key results targets and performance indicators related to Partnership.
- Prepare and contribute to progress reports on Partnership and resource mobilization matters in compliance with the Bank’s rules and procedures.
- Support and coordinate strategic dialogues with MDBs and strategic donors for Partnerships.
- Collaborate with other MDBs/IFIs and development partners to exchange knowledge and best practices for partnerships.
- Contribute to the development of Knowledge Management and Institutional Learning materials in areas related to Partnership including the development of best practices.
- As delegated, represent the Bank in international events on development issues related to Partnership, Global Advocacy and Resource mobilization to position IsDB as a key development player in the international fora.
- Develop and maintain collaborative relationships with public and private entities to tap their technical and financial resources for the achievement of the common objectives in Member Countries.
- Support, in coordination with the concerned departments, the expansion of co-financing where IsDB is the lead financier and other syndication initiatives in order to keep align with the set strategies and priorities.
- Promote and market partnership opportunities with the existing as well as prospective development partners for country, regional and thematic operations and programs in-order to support the development and branding of existing/new initiatives and new products.
- Support and promote strategic partnerships and alliances, and introduce innovative practices, methodologies for effective mobilization of resources both on and off-balance sheet.
- Support the development of a comprehensive strategy for strengthening partnerships and resource mobilization to achieve the Bank’s corporate objectives.
- Work closely with the Global Advocacy and Resource Mobilization Teams for coordinating Bank’s engagement with the various global partners
- Identify new partnership opportunities and introduce measures to enable the Bank to diversify and meet concessional financing needs of LDMCs and countries facing fragile situations.
- Master’s degree in development studies or related discipline.
- Minimum 8 years of relevant experience in development work, including formulation and implementation of development programs/projects and partnership-related activities.
