ROLE MAIN PURPOSE

The Senior Manager of Operations Planning is responsible for managing and overseeing the execution of operational planning activities. This role ensures that operational plans are developed, implemented, and monitored in alignment with the organization's strategic objectives. The Senior Manager works closely with cross-functional teams to ensure efficient resource allocation and optimal execution of operational projects. Reporting to the Technical Director of Operations Planning, this role contributes to improving processes, enhancing efficiency, and ensuring operational success across the organization.

KEY RESPONSIBILITIES:

Functional Responsibilities:

• Assist in the Development of Operational Plans.
• Collaborate with the Technical Director to support the creation of comprehensive operational plans for Hajj, focusing on detailed execution across transportation, crowd management, accommodations, and logistics.
• Ensure all components of the plan are well-integrated and aligned with organizational goals.
• Take the lead in the day-to-day management of operational activities within the Hajj Planning Management department.
• Coordinate with department heads and cross-functional teams to ensure smooth execution of operational plans, focusing on areas such as security, medical services, logistics, and transportation. 
• Monitor the allocation and utilization of resources (personnel, equipment, and supplies) to ensure efficient operations during Hajj.
• Make recommendations to optimize resource use and manage any potential shortages or bottlenecks.
• Support the Technical Director by implementing risk mitigation strategies and contingency plans for degraded operations.
• Assist in monitoring risk factors and ensuring operational readiness for emergency scenarios, adjusting as needed to avoid disruptions.
• Manage the real-time execution of operational plans during the Hajj period, coordinating with relevant teams to ensure tasks are completed as planned.
• Provide support for real-time issue resolution, escalating to the Technical Director as necessary for critical decision-making.
• Ensure accurate data collection during Hajj operations for performance tracking and post-Hajj analysis.
• Prepare daily and weekly reports on the progress of operations, identifying any deviations from the plan and proposing corrective actions.
• Assist in the post-Hajj review process by providing detailed analysis of the department's performance, identifying areas for improvement, and contributing to lessons learned for future planning.
• Support the preparation of post-Hajj reports with a focus on operational efficiency and resource management.
• Act as a liaison between the operational teams and other stakeholders, ensuring effective communication and collaboration.
• Facilitate the integration of maintenance schedules and critical operational needs with other departments to ensure seamless service delivery.
• Direct and supervise the operations planning team, ensuring they understand and execute their roles effectively.
• Manage performance, provide mentorship, and ensure alignment with the broader goals set by the Technical Director and organization.

LEADERSHIP RESPONSIBILITIES:

• Supervise and manage the daily activities of the operations planning team, ensuring they are aligned with the department's operational goals. 
• Provide ongoing support, training, and mentorship to team members, helping them develop the skills necessary for their roles in operational planning and execution.
• Set clear, measurable performance objectives for the team, aligned with Hajj operations, and monitor their progress regularly.
• Conduct mid-year and end-of-year performance reviews, offering constructive feedback and identifying areas for growth and development.
• Work closely with the Technical Director and Human Capital to identify potential leaders within the team.
• Support the development of key talent through succession planning initiatives and individual development programs.
• Promote collaboration within the operations planning team and across departments to ensure the seamless execution of operational plans.
• Coordinate efforts across multiple functions to ensure that all departments are working cohesively towards the shared objectives of the Hajj operation.
• Address and resolve operational conflicts within the team, ensuring a positive, solution-oriented environment.
• Act as the first point of contact for team grievances or issues, escalating unresolved matters to the Technical Director when needed.
• Lead by example during the execution of both normal and degraded operations, ensuring that team members are well-prepared to handle disruptions or emergencies.
• Provide hands-on support during critical phases of Hajj operations, stepping in to manage key activities as needed.
• Ensure open lines of communication between the team and higher management, providing accurate and timely updates on operational planning progress.
• Prepare operational reports for the Technical Director, summarizing team performance, project outcomes, and areas requiring attention.
• Assist the Technical Director in contributing insights and recommendations to support the strategic direction of the Hajj Planning Management department.
• Participate in tactical meetings to provide feedback from the ground-level operations, ensuring that the operational planning aligns with organizational objectives.

Educational Qualifications: Bachelor's or Master's degree in Facilities management, Engineering, Business Administration or a related field.

Professional and Technical Certificates (preferred): Certified Facility Manager (CFM) or Project Management Professional (PMP).

PROFESSIONAL EXPERIENCE: Minimum 7+ years' experience in facilities management, preferably in a similar organization with similar operations.
